Panix policy on TCP/IP over terminal-type connections

This is an elaboration of our previous policy on programs that imitate a Dialup-IP connection over a shell account. By "shell account" we mean the kind of account where you login directly to your Panix host instead of using a PPP connection on your home machine.

TIA is one of several programs that make TCP/IP work over a terminal connection (a "shell" or "login" account). Others include SLIRP, TwinSock and VTCP. Panix policy applies to all of these and to any others that do the same thing. SlipKnot is _not_ one of these programs. If you're in doubt about a particular program, please ask Panix staff.

Much as we would like to make all software available to everyone, maintaining the level of existing services must take precedence. Panix prohibits these programs, except under very limited circumstances (described below), because they consume far too many common system resources.

Panix permits use of these programs only when

  1. the user has paid for a personal PPP or dedicated-line TCP/IP account,
    AND
  2. the user has logged in via telnet or rlogin only and NOT over a regular dial-up connection. Users in areas where PANIX has local dial-up numbers must dial up to use their PPP accounts. They may not connect via telnet or rlogin just to use the programs.
If true PPP is ever made available over telnet and rlogin, users no longer will be allowed to use these programs.
