World Championship Chili

3 pounds beef chuck, cubed
½ pound pork, ground

Phase 1:
1 tablespoon flour
1 tablespoon cooking oil
⅓ cup dehydrated minced onions
½ teaspoon granulated garlic
1 can beef stock
2 cans chicken stock
1 8 ounce can tomato sauce
½ teaspoon cumin
1 4 ounce can mild green chilies
1 jalapeño pepper, seeded, deveined and minced
1 teaspoon black pepper
3 tablespoons chili powder

Phase 2:
4 cans tomato sauce
¼ cup chili powder
2 tablespoons mild New Mexico chili powder
2 tablespoons cumin
1 teaspoon granulated garlic
1 teaspoon Tabasco sauce
½ tablespoon brown sugar
salt, to taste

Sauté meat in oil. Drain and place in a 4 qaurt cooking pot. Add remaining ingredients from Phase 1 and simmer covered, 1 ½ hours. Uncover, add remaining ingredients from Phase 2 and simmer 1-½ hours.
