A ludicrous Swiss-cheese plot, a severely underwritten villain[1], and Neil Jordan pushing the fairy-tale subtext way too hard are the big flaws here; worth a rental, though, for some fine atmospheric lensing from Darius Khondji and a strong performance by Annette Benning. I do wonder why the film's coda appears to have wandered in from Candyman.
[1]I'll give Robert Downey some credit for not chewing the scenery as much as I expected.
