How to install Microsoft's "IME" utility to use Japanese characters in Windows

I ran across the following link to a guide for installing and using the IME. This is mainly necessary for those still using W98, NT, Me, as W2000 and XP have much improved support for Asian languages, but this is a very nicely produced page which has a lot of incidental info about using multiple languages in Windows.
