The name "Oksana" is Ukrainian. It is a variant of the name "Kseniya," which itself derives from the Greek name "Xenia." The earliest form of the name we found was "Oksin'ia," used in 1285. The ' in that name is the representation of a mark that isn't spoken but is used in the Cyrillic alphabet used by Ukranian, Russian, and other Slavic languages.
