I spoke at a program sponsored jointly by the Computer Law Association and ADBI, a Brazilian telecommunications industry association, in December, 1996. I was a last minute replacement for Marybeth Peters, who took sick while she was attending a diplomatic conference in Geneva the week before the lecture.
