{"id":175565,"date":"2021-01-20T18:32:00","date_gmt":"2021-01-20T23:32:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/01\/20\/illinois-takes-steps-to-fix-policing-in-the-state\/"},"modified":"2021-01-20T18:32:00","modified_gmt":"2021-01-20T23:32:00","slug":"illinois-takes-steps-to-fix-policing-in-the-state","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/01\/20\/illinois-takes-steps-to-fix-policing-in-the-state\/","title":{"rendered":"Illinois Takes Steps to Fix Policing in the State"},"content":{"rendered":"<p>It&#8217;s not as extensive as it could be, there were some last minute bad cop favoring amendments, but <a href=\"https:\/\/www.techdirt.com\/articles\/20210116\/21011246071\/illinois-legislature-sends-massive-police-reform-bill-to-governors-desk.shtml\">the Illinois police reform bill has made it to the Governor&#8217;s desk<\/a>, who has announced his support for the bill.<\/p>\n<p>The way that we know that this is a good bill is that the police unions are completely losing their shit over this, as well they should.<\/p>\n<p>The high points of the bill are:<\/p>\n<ul style=\"text-align: left;\">\n<li>Expanding a database of police misconduct and requiring that those records be kept. <\/li>\n<li>The elimination of cash bail.<\/li>\n<li>Reduces the scope unions to negotiate disciplinary and certification issues. <\/li>\n<li>Resisting arrest citations must include the predicate charge for the original arrest.<\/li>\n<li>Expanded reporting on killings and applications of force.<\/li>\n<li>Whistleblower protections.<\/li>\n<li>Bans the use of military equipment.<\/li>\n<li>Requires that redistricting on the state level be based on permanent locations, and not where someone is incarcerated.<\/li>\n<li>Applies tighter standards to the use of force.<\/li>\n<li>Narrows the felony murder statute.<\/li>\n<li>Expands the list of crimes that would result in an officer being decertified.<\/li>\n<li>Adds a duty to intervene for officers who witness police misconduct. <\/li>\n<\/ul>\n<p>Unfortunagely, two of the best portions got dropped at the last minute: <\/p>\n<ul style=\"text-align: left;\">\n<li>Eliminating qualified immunity for police officers, which means that bad cops with bad records (see the NYPD&#8217;s David &#8220;Bullethead&#8221; Grieco) are going to have to spend lots of money for liability insurance. <\/li>\n<li>Completely eliminating the right to collective bargaining for the police on discipline matters.&nbsp;<\/li>\n<\/ul>\n<p>All in all, a very good bill, but I still want qualified immunity gone.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>It&#8217;s not as extensive as it could be, there were some last minute bad cop favoring amendments, but the Illinois police reform bill has made it to the Governor&#8217;s desk, who has announced his support for the bill.
