If it\u2019s on a streaming service, she probably hasn\u2019t seen it. <\/p>\n<p>Her home, in Arkansas, has no broadband internet connection. A cable company once quoted her $44,000 to install one, so she and her husband get mediocre Wi-Fi through a satellite provider. \u201cIt\u2019s 20 gigabytes\u201d per month, she says, \u201cno different from using your phone.\u201d <\/p>\n<p>Connectivity isn\u2019t just a problem for the state\u2019s <a href=\"https:\/\/www.citylab.com\/equity\/2016\/12\/a-complex-portrait-of-rural-america\/509828\/\">sizable rural population<\/a>. Ulrich lives in a suburb of Little Rock and commutes into the city each day to work as a web developer for the Arkansas Arts Center. Needless to say, she never works from home. <\/p>\n<p>Arkansas is <a href=\"https:\/\/broadbandnow.com\/Arkansas\">the least connected of the 50 states<\/a>, according to BroadbandNow, a group that tracks consumer options. Since 2011, the state has banned cities and towns from building their own networks, outlawing a local solution that has been <a href=\"http:\/\/technical.ly\/philly\/2015\/03\/04\/cities-learn-phillys-failed-municipal-broadband-effort\/\">hailed as an effective way<\/a> for communities to connect themselves when they don\u2019t have internet providers. <\/p>\n<p>This year, however, Arkansas appears to be having a change of heart. Under the weight of constituent complaints about lousy internet\u2014and after years of waiting for subsidies to goad telecom giants into expanding the infrastructure\u2014the state legislature in February <a href=\"http:\/\/www.arkleg.state.ar.us\/assembly\/2011\/2011R\/Acts\/Act1050.pdf\">passed a bill to repeal its ban<\/a>. Republican Governor Asa Hutchinson <a href=\"https:\/\/www.baxterbulletin.com\/story\/news\/local\/2019\/02\/21\/broadband-internet-service-bill-arkansas-governor-asa-hutchinson\/2927419002\/\">said he will sign it<\/a>. <\/p>\n<p>That this is happening at all is significant. That it\u2019s happening in a deep-red state is perhaps monumental.<\/p>\n<p>Arkansas outlawed municipal broadband in 2011 as a wave of other states  passed similar laws. It was, in part, a factor of the Tea Party  movement, which ushered small-government Republicans into state  capitols. By 2018, 21 states had some law banning or restricting  municipal broadband; many were cut-and-paste \u201cmodel legislation\u201d from  the American Legislative and Exchange Council, <a href=\"https:\/\/www.sourcewatch.org\/index.php\/ALEC_Corporations\">backed by telecom giants<\/a>. They sought to <a href=\"https:\/\/www.alec.org\/model-policy\/municipal-telecommunications-private-industry-safeguards-act\/\">kill municipal broadband<\/a> under the belief that \u201csuch services should not be offered by government in competition with private-sector providers.\u201d <\/span><\/p><\/blockquote>\n<p>Yes, the cable companies are so awful that they are getting municipal broadband in Arkansas.<\/p>\n<p>These companies got $250 million from the FCC to build out broadband, and didn&#8217;t do squat. <\/p>\n<p>They are the most hated businesses in America for a reason, and the ALEC sponsored ban on municipal broadband has become toxic.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Arkansas is repealing its ban on municipally owned broadband. because they are sick and tired of getting screwed by the cable and telephone companies: Pat Ulrich can\u2019t make water-cooler talk about The Handmaid\u2019s Tale or Shrill. \u201cI can\u2019t get Hulu or anything like that,\u201d she says.
