The Department of Homeland Security (DHS) and the Federal Emergency Management Agency also organized a \u201cfield force operations\u201d training to teach \u201cmass-arrest procedures\u201d, \u201criot-control formations\u201d and other \u201ccrowd-control methods\u201d. <\/p>\n<p>A US justice department intelligence specialist told the Guardian the terrorism training was an annual presentation not specific to Keystone. But the ACLU noted that its records request was specifically about the pipeline protests, suggesting that authorities considered the session relevant to Keystone preparation.<\/p>\n<p>\u2026\u2026\u2026<\/p>\n<p>\u201cTreating protest as terrorism is highly problematic,\u201d said German, noting that the US government has long <a href=\"https:\/\/www.aclu.org\/files\/fbimappingfoia\/20120518\/ACLURM026701.pdf\">labeled<\/a> activism as \u201cterrorism\u201d, once claiming that filing public records requests was an \u201cextremist\u201d tactic. \u201cIt\u2019s an effective way of suppressing protest activity and creating an enormous burden for people who want to go out and express their concerns.\u201d <\/p>\n<p>The \u201cterrorist\u201d and \u201cextremist\u201d labels can be used to justify brutality and a militarized operation, said Andrea Carter, an attorney with the Water Protector Legal Collective, a group that has represented Standing Rock defendants.<\/span><\/p><\/blockquote>\n<p>It should be noted that this all occurred under the Obama administration.<\/p>\n<p>Do you think hat it would better or worse under Trump?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>US authorities are planning to use terrorism statutes and intelligence agents to violently suppress demonstrators: Documents obtained by the ACLU of Montana and reviewed by the Guardian have renewed concerns from civil rights advocates about the government\u2019s treatment of indigenous activists known as water protectors.
