The Empire State\u2019s political favorite son has positioned himself as a leading anti-Trump voice, the tip of the Democratic spear. The president this week even <a href=\"http:\/\/time.com\/5366280\/donald-trump-andrew-cuomo-2020-elections\/\">publicly dared<\/a> Cuomo to run in 2020, bleating: \u201cPlease do it. Please.\u201d <\/p>\n<p>But if Cuomo is angling to be the next Democratic nominee, why is he appearing to help Republicans in their effort to keep control of the House? <\/p>\n<p>Cuomo\u2019s little-publicized decision last year to <a href=\"https:\/\/nypost.com\/2017\/12\/21\/independence-party-endorses-cuomo-for-re-election\/\">accept the nomination of the obscure Independence Party<\/a> is now shaping up, potentially, to be a disaster of national dimensions. <\/p>\n<p>\u201cIt could decide two or three races,\u201d says Dan Cantor, chair of the Working Families Party national committee. \u201cAnd that could decide who controls the House.\u201d <\/p>\n<p>The reason: In accepting the nomination of the Independence Party, an obscure group run by ideologically eccentric <a href=\"https:\/\/www.youtube.com\/watch?v=SLjQQ0sDhu4\">radio and TV host Frank MacKay<\/a>, Cuomo is ticketing with a slew of infamous Republican congressional candidates. <\/p>\n<p>His ticket-mates include upstate reactionaries like John Faso and John Katko, both of whom Cuomo has personally <a href=\"https:\/\/www.syracuse.com\/politics\/index.ssf\/2018\/06\/cuomo_to_katko_show_some_backbone_on_immigration_reform.html\">sparred<\/a> with in the past. Faso even once said Cuomo <a href=\"https:\/\/www.timesunion.com\/7day-state\/article\/Faso-Cuomo-isn-t-a-man-of-principle-and-honor-12757134.php\">wasn\u2019t \u201ca man of principle and honor<\/a>\u201d like his father, former governor Mario Cuomo. <\/p>\n<p>Cuomo doesn\u2019t need the votes. He has a <a href=\"https:\/\/www.nytimes.com\/2018\/07\/18\/nyregion\/cuomo-poll-cynthia-nixon-ny-governor.html\">substantial lead<\/a> in recent polls and is a virtual lock to be re-elected. <\/p>\n<p>But his Independence Party cohorts aren\u2019t all so lucky. Many are Republicans like Faso, currently engaged in tight races against Democrats in key swing districts. And being ticketed with Cuomo might net them slight but difference-making bumps this fall.<\/p>\n<p>\u2026\u2026\u2026<\/p>\n<p>Still, it seems like counterintuitive politics. This bizarre situation is in play because the state of New York has an unusual electoral system, employing a thing called \u201cfusion voting.\u201d Used in only eight states, fusion voting is actually an interesting idea, America\u2019s closest approximation to a proportional representation system.<\/p>\n<p>The system allows one candidate to receive votes from multiple parties.
