{"id":179778,"date":"2017-10-28T19:30:00","date_gmt":"2017-10-29T00:30:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2017\/10\/28\/and-the-mistake-jet-cluster-f-continues\/"},"modified":"2017-10-28T19:30:00","modified_gmt":"2017-10-29T00:30:00","slug":"and-the-mistake-jet-cluster-f-continues","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2017\/10\/28\/and-the-mistake-jet-cluster-f-continues\/","title":{"rendered":"And the Mistake Jet Cluster F%$# Continues"},"content":{"rendered":"<div>The F-35 was intended to be a major technical leap, not just in performance (it isn&#8217;t), and not just in stealth (it isn&#8217;t), but also in terms of its availability and maintenance overhead.<\/div>\n<p>It turns put that <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-10-23\/f-35s-hobbled-by-parts-shortages-slow-repairs-audit-finds\">it has failed the last bit as well<\/a>: <\/p>\n<blockquote><p><span style=\"color: blue;\">The Pentagon is accelerating production of Lockheed Martin Corp.\u2019s F-35 jet even though the planes already delivered are facing \u201csignificantly longer repair times\u201d than planned because maintenance facilities are six years behind schedule, according to a draft audit.<\/p>\n<p>The time to repair a part has averaged 172 days &#8212; \u201ctwice the program\u2019s objective\u201d &#8212; the Government Accountability Office, Congress\u2019s watchdog agency, found. The shortages are \u201cdegrading readiness\u201d because the fighter jets \u201cwere unable to fly about 22 percent of the time\u201d from January through August for lack of needed parts.<\/p>\n<p>The Pentagon has said soaring costs to develop and produce the F-35, the costliest U.S. weapons system, have been brought under control, with the price tag now projected at $406.5 billion. But the GAO report raises new doubts about the official estimate that maintaining and operating them will cost an additional $1.12 trillion over their 60-year lifetime. <\/p>\n<p>Already, the agency said in the draft obtained by Bloomberg News, the Defense Department \u201cmust stretch its resources to meet the needs of continued system development and production while at the same time sustain the more than 250 aircraft it has already fielded.\u201d<\/span><\/p><\/blockquote>\n<p>In addition to this, it has been revealed that <a href=\"http:\/\/warisboring.com\/108-u-s-f-35s-wont-be-combat-capable\/\">the first 108 F-35s produced will never be combat capable<\/a>, so something around $40 billion has been flushed down the toilet:<\/p>\n<blockquote><p><span style=\"color: blue;\">The new F-35 program executive officer, U.S. Navy vice admiral Mat Winter, said his office is exploring the option of <a href=\"https:\/\/www.flightglobal.com\/news\/articles\/us-considers-non-combat-rated-subset-of-f-35-fleet-441248\/\">leaving 108 aircraft in their current state<\/a> because the funds to upgrade them to the fully combat-capable configuration would threaten the Air Force\u2019s plans to ramp up production in the coming years. <\/p>\n<p>These are most likely the same 108 aircraft the Air Force reportedly needed to upgrade <a href=\"https:\/\/www.flightglobal.com\/news\/articles\/us-air-force-must-retrofit-108-f-35as-434241\/\">earlier in 2017<\/a>. Without being retrofitted, these aircraft would become \u201cconcurrency orphans\u201d \u2014 airplanes left behind in the acquisition cycle after the services purchased them in haste before finishing the development process. <\/p>\n<p>Left unsaid so far is what will become of the <a href=\"https:\/\/www.documentcloud.org\/documents\/4057991-F-35-Fast-Facts-Mar-2017.html#document\/p2\/a378538\">81 F-35s purchased<\/a> by the Marine Corps and Navy during that same period. If they are left in their current state, nearly 200 F-35s might permanently remain unready for combat because the Pentagon would rather buy new aircraft than upgrade the ones the American people have already paid for.<\/p>\n<p>&nbsp;What makes this particularly galling is the aircraft that would be left  behind by such a scheme were the most expensive F-35s purchased so far.  When the tab for all the aircraft purchased in an immature state is  added up, the total <a href=\"https:\/\/www.documentcloud.org\/documents\/4063063-2014-CDI-F-35-Budget-Data-Graphs.html#document\/p6\/a378535\">comes to nearly $40 billion<\/a>.<\/span><\/p><\/blockquote>\n<p>If you run the numbers, that is about $370 million for each of these hangar queens.<\/p>\n<p>Imagine what could have done with that money.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The F-35 was intended to be a major technical leap, not just in performance (it isn&#8217;t), and not just in stealth (it isn&#8217;t), but also in terms of its availability and maintenance overhead.
