{"id":180589,"date":"2017-03-07T21:50:00","date_gmt":"2017-03-08T02:50:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2017\/03\/07\/the-pentagon-acquisition-system-in-a-nut-shell\/"},"modified":"2017-03-07T21:50:00","modified_gmt":"2017-03-08T02:50:00","slug":"the-pentagon-acquisition-system-in-a-nut-shell","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2017\/03\/07\/the-pentagon-acquisition-system-in-a-nut-shell\/","title":{"rendered":"The Pentagon Acquisition System in a Nut Shell"},"content":{"rendered":"<div>The GAO wrote a report detailing the massive cost overrun for its over priced and under performing Littoral Combat Ship.<\/div>\n<p>This information was <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-03-06\/pentagon-blocks-littoral-combat-ship-overrun-from-a-gao-report\">promptly classified to prevent public disclosure<\/a>:<\/p>\n<blockquote><p><span style=\"color: blue;\">The Pentagon office that reviews information to determine whether it\u2019s classified has blocked publication of potentially embarrassing data on cost overruns for the first two vessels bought under the Navy\u2019s primary Littoral Combat Ship contracts, according to a new <a href=\"http:\/\/www.gao.gov\/assets\/690\/683085.pdf\">congressional audit.<\/a><\/p>\n<p>In a report examining Navy shipbuilding contracts, the U.S. Government Accountability Office deleted overrun information on two of the Littoral Combat Ships launched in late 2014 &#8212; the USS Milwaukee built by <a href=\"https:\/\/www.bloomberg.com\/quote\/LMT:US\">Lockheed Martin Corp.<\/a> and the USS Jackson built by <a href=\"https:\/\/www.bloomberg.com\/quote\/ASB:AU\">Austal Ltd.<\/a> &#8212; at the request of the <a href=\"http:\/\/dtic.mil\/whs\/esd\/osr\/\">Defense Office of Prepublication and Security Review<\/a>.<\/p>\n<p>The GAO said the Defense Department \u201cdeemed the cost growth\u201d on both vessels \u201cto be sensitive but unclassified information, which is excluded from this public report. However, the percent difference\u201d in cost for each ship \u201cwas above target cost.\u201d Other types of ships were listed with specific data on cost increases that ranged from 4 percent to 45 percent. <\/p>\n<p>\u201cThis seems to be an overly broad reading of competition-sensitive information,\u201d said Mandy Smithberger, a director for the Project On Government Oversight\u2019s military reform initiative. \u201cTaxpayers are footing the bill for these overruns.
