If Verizon doesn&#8217;t comply, the city can seek financial damages.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">&#8220;In a 2008 agreement with New York City, Verizon committed to extend its FiOS network to every household across the five boroughs by June 30, 2014,&#8221; said the <a href=\"http:\/\/www1.nyc.gov\/office-of-the-mayor\/news\/415-15\/de-blasio-administration-releases-audit-report-verizon-s-citywide-fios-implementation\">announcement<\/a> of an <a href=\"http:\/\/www.nyc.gov\/html\/doitt\/downloads\/pdf\/verizon-audit.pdf\">audit<\/a> released today by the city&#8217;s Department of Information Technology and Telecommunications (DoITT).<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">Verizon&#8217;s FiOS fiber network delivers Internet, TV, and phone service to areas traditionally served by Verizon&#8217;s copper landlines and DSL Internet.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">\u201cThrough a thorough and comprehensive audit, we have determined that Verizon substantially failed to meet its commitment to the people of New York City,\u201d Mayor Bill de Blasio said. \u201cAs I\u2019ve said time and again, Verizon must deliver on its obligation to the City of New York and we will hold them accountable.\u201d<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">The <a href=\"http:\/\/www.nyc.gov\/html\/doitt\/downloads\/pdf\/verizon_nyc_franchise_agreement_approved_by_fcrc.pdf\">agreement<\/a>, which gave Verizon a cable television franchise, says NYC may &#8220;seek and\/or pursue money damages&#8221; from Verizon if it fails to deliver on its promises.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">Verizon also failed to meet broadband promises in <a href=\"http:\/\/arstechnica.com\/business\/2015\/06\/22-years-after-verizon-fiber-promise-millions-have-only-dsl-or-wireless\/\">Pennsylvania<\/a> and <a href=\"http:\/\/arstechnica.com\/tech-policy\/2014\/04\/verizon-led-massive-astroturf-campaign-to-end-nj-broadband-obligation\/\">New Jersey<\/a>, but those states let the company off the hook.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">Verizon is disputing New York City&#8217;s findings. Verizon met the requirement to pass all households with fiber, <b><span style=\"font-size: 100%; font-variant: small-caps;\">though not all residents can actually buy fiber service<\/span><\/b>, the company says. Verizon <a href=\"http:\/\/arstechnica.com\/business\/2014\/06\/verizon-will-miss-deadline-to-wire-all-of-new-york-city-with-fios\/\">last year blamed landlords<\/a> for delays. It also blamed Hurricane Sandy from October 2012, even though Verizon was still <a href=\"http:\/\/www.crainsnewyork.com\/article\/20130426\/BLOGS04\/130429895\/fios-on-schedule-contrary-to-de-blasio-claim\">claiming<\/a> to be &#8220;ahead of schedule&#8221; in April 2013. <\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">\u2026\u2026\u2026<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">Verizon further said that &#8220;it is important to note that it\u2019s not a mere coincidence that the report is made public today, and labor negotiations with our largest union begin on Monday. It\u2019s well known the union has ties to the city administration, and things like this are a familiar union tactic we have seen before.&#8221; The Communications Workers of America union has blamed Verizon&#8217;s fiber shortcomings on job cuts.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">Verizon has also <a href=\"http:\/\/arstechnica.com\/business\/2015\/06\/22-years-after-verizon-fiber-promise-millions-have-only-dsl-or-wireless\/\">called complaints about its landline maintenance<\/a> &#8220;meaningless rhetoric and hyperbole from the unions.&#8221;<\/span><br \/><span style=\"color: blue;\"><br \/><\/span> <span style=\"color: blue;\">The city&#8217;s audit report said refusal of access by landlords cannot explain the full extent of Verizon&#8217;s failure to bring fiber to all residents. Property managers interviewed by the city said <b><span style=\"font-size: 100%; font-variant: small-caps;\">Verizon has refused to extend service to buildings unless the company was granted exclusive agreements that would shut out other providers<\/span><\/b>.<\/span><\/p><\/blockquote>\n<p>If the contract allows for pulling the franchise, I would like to see that.<\/p>\n<p><a href=\"http:\/\/i.imgur.com\/zusan1F.gif\" rel=\"lytebox\"><img decoding=\"async\" src=\"http:\/\/i.imgur.com\/zusan1F.gif\" style=\"cursor: pointer; float: right; margin: 0px 0px 10px 10px;\" width=\"300\" \/><\/a>If it doesn&#8217;t, use eminent domain to purchase the fiber infrastructure, and get the money for it from Verizon&#8217;s fines.<\/p>\n<p>In a perfect world, of course, Verizon executives would be invited (compelled) to participate on that classic game show, <i>Ow!
