No conservative state has banned the death penalty since North Dakota did so in 1973.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">If the bill is vetoed by Nebraska\u2019s Republican governor, Pete Ricketts, a vote to override his veto could come as soon as Tuesday.
