{"id":183198,"date":"2015-01-28T19:46:00","date_gmt":"2015-01-29T00:46:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2015\/01\/28\/i-think-that-the-us-attorney-just-painted-a-target-on-hizzonner-cuomo\/"},"modified":"2015-01-28T19:46:00","modified_gmt":"2015-01-29T00:46:00","slug":"i-think-that-the-us-attorney-just-painted-a-target-on-hizzonner-cuomo","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2015\/01\/28\/i-think-that-the-us-attorney-just-painted-a-target-on-hizzonner-cuomo\/","title":{"rendered":"I Think that the US Attorney Just Painted a Target on Hizzonner Cuomo"},"content":{"rendered":"<p>With the indictment of Sheldon Silver, it is clear that the US Attorney is going to be turn over some rocks in Albany, but it now sounds as if <a href=\"http:\/\/www.nytimes.com\/2015\/01\/24\/nyregion\/us-attorney-preet-bharara-criticizes-albanys-three-men-in-a-room-culture.html\">he is drawing a bead on Governor Cuomo and the Senate Majority Leader Dean Skelos<\/a>:<\/p>\n<blockquote><p><span style=\"color: blue;\">One day after charging one of New York\u2019s leading lawmakers with exploiting his office to obtain millions of dollars in kickbacks and bribes, the United States attorney for the Southern District of New York delivered a stinging condemnation of the culture of corruption in Albany and said the system was set up to breed misdeeds.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">The prosecutor, Preet Bharara, speaking at the New York Law School on Friday, castigated how deal-making has long been done in Albany \u2014 by \u201c<b><span style=\"font-size: 100%; font-variant: small-caps;\">three men in a room<\/span><\/b>\u201d (the governor, the State Assembly speaker and the State Senate majority leader), who work in secret and without accountability to decide most vital issues.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">For decades, state government has essentially been controlled by the three leaders. When they emerge from their private meetings, issues are usually settled, with no cause for public debate.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">Mr. Bharara said this structure could lead to the kind of corruption outlined in the criminal complaint unveiled on Thursday against Sheldon Silver, a Manhattan Democrat who has been the Assembly speaker for two decades.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">If the charges are proved true, he said, then \u201cat least one of the proverbial three men in a room is compromised.\u201d<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">If that is the case, he said, \u201c<b><span style=\"font-size: 100%; font-variant: small-caps;\">then how can we trust that anything that gets decided in Albany is on the level<\/span><\/b><\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">By concentrating power in the hands of so few, he said, good people are discouraged from running for office because they know they will have little influence on important matters.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">\u201c<b><span style=\"font-size: 100%; font-variant: small-caps;\">If you are one of the three people in the room, you have all the power and everyone knows it<\/span><\/b>,\u201d he said.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">There is no need to brook dissent, encourage debate or explain yourself. \u201cIf you are one of the three men in the room <span style=\"font-size: 100%; font-variant: small-caps;\"><b>you keep people in the dark because you can<\/b><\/span>,\u201d he said.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">Mr. Bharara seemed to revel in mocking Albany and ridiculed the very concept of \u201cthree men in a room.\u201d<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">\u2026\u2026\u2026<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">As an example of such thinking, he cited the former leader of the State Senate who instructed his members to deliver their public disclosure forms by hand rather than mailing them so as to avoid any possible federal mail fraud charges \u2014 the unspoken assumption being that lawmakers might have lied on those forms.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">\u2026\u2026\u2026<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">But he urged voters to get angry, to demand change. \u201cMy hope is that in bringing the case,\u201d he said, \u201cthere will be reform.\u201d<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">\u201cThat almost happened with the Moreland Commission,\u201d Mr. Bharara said, referring to the anticorruption panel established by Gov. Andrew M.
