{"id":185821,"date":"2014-08-08T20:08:00","date_gmt":"2014-08-09T01:08:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2014\/08\/08\/this-is-a-classic-case-of-regulatory-capture\/"},"modified":"2014-08-08T20:08:00","modified_gmt":"2014-08-09T01:08:00","slug":"this-is-a-classic-case-of-regulatory-capture","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2014\/08\/08\/this-is-a-classic-case-of-regulatory-capture\/","title":{"rendered":"This is a Classic Case of Regulatory Capture"},"content":{"rendered":"<p>After the public outrage over the NYPD choking a man to death for allegedly selling single cigarettes, the <a href=\"http:\/\/gothamist.com\/2014\/08\/06\/chokehold_probe_nypd.php\">Civilian Complaint Review Board wants to have fewer investigations<\/a>:<\/p>\n<blockquote><p><span style=\"color: blue;\">With New York in an uproar over the death of <a href=\"http:\/\/www.gothamist.com\/tags\/ericgarner\">Eric Garner<\/a>  after police put him in a chokehold, the new chairman of the group that  handles public grievances about the NYPD floated the idea yesterday  that his agency should stop listening to people who complain about  police stops. <\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">&#8220;I&#8217;m not sure <a href=\"http:\/\/www.gothamist.com\/tags\/stopandfrisk\">stop-and-frisk<\/a> is still appropriate for this agency,&#8221; Richard Emery, the head of the <a href=\"http:\/\/www.gothamist.com\/tags\/CCRB\">Civilian Complaint Review Board<\/a> said at his first board meeting. &#8220;So many other people are working on it.&#8221;<\/span><br \/><span style=\"color: blue;\"><a href=\"http:\/\/www.nyclu.org\/\">NYCLU<\/a> Associate Legal Director Chris Dunn\u2014who last month accused the board, then in its sixth month without a chairman, of being <a href=\"http:\/\/www.huffingtonpost.com\/2014\/07\/09\/stop-and-frisk-nypd-free-pass_n_5571029.html\">&#8220;on life support&#8221;<\/a>\u2014strongly disagreed. <\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">&#8220;There&#8217;s no way this agency can walk away from stop-and-frisk,&#8221; Dunn  said. &#8220;There are more interactions around stop-and-frisk than any other  interaction in the police department&#8230;.I&#8217;m just telling you: When you  as the incoming chair of the CCRB say something like &#8216;We should get out  of the business of stop-and-frisk,&#8217; that is sending the wrong signal.<\/span><br \/><span style=\"color: blue;\"><br \/><\/span><span style=\"color: blue;\">This isn&#8217;t the first time the CCRB has appeared to try to back away from stop-and-frisk issues.
