{"id":189629,"date":"2010-02-28T09:49:00","date_gmt":"2010-02-28T14:49:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2010\/02\/28\/jsf-update\/"},"modified":"2010-02-28T09:49:00","modified_gmt":"2010-02-28T14:49:00","slug":"jsf-update","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2010\/02\/28\/jsf-update\/","title":{"rendered":"JSF Update"},"content":{"rendered":"<p>Well,  US deputy secretary of defense William Lynn has <a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&amp;plckScript=blogScript&amp;plckElementId=blogDest&amp;plckBlogPage=BlogViewPost&amp;plckPostId=Blog%3A27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3A77ae572b-b6d3-412a-a667-889f5bbeda75\">publicly stated that there will be a 13 month delay in the completion of initial operational test and evaluation (IOTE)<\/a>.<\/p>\n<p>Note that this is a 12 month slip from schedule announced in 2008, not from the 2005 schedule, which the 2008 schedule was a slip.  It&#8217;s not 2 full years behind the 2005 schedule, so IOTE is supposed to be completed in 2015, as opposed to 2013.<\/p>\n<p>Note also, that independent evaluations are showing <span style=\"font-weight: bold;\">even more<\/span> slippage, not surprising given that they are <a href=\"http:\/\/www.cdi.org\/program\/document.cfm?DocumentID=4588&amp;from_page=..\/index.cfm\">cannibalizing airframes on the assembly lines to keep the test aircraft flying<\/a>.<\/p>\n<p>Additionally, it&#8217;s over budget, and will likely <a href=\"http:\/\/www.aviationweek.com\/aw\/generic\/story_generic.jsp?channel=defense&amp;id=news\/dti\/2010\/02\/01\/DT_02_01_2010_p32-199424.xml&amp;headline=F-35%20Faces%20A%20Troubled%202010\">suffer a Nunn-McCurdy breach<\/a>, meaning that the price has escalated to more than 150% of the contract, and it will have to be recertified.<\/p>\n<p>On the brighter side, the <a href=\"http:\/\/www.flightglobal.com\/blogs\/the-dewline\/2010\/02\/f-35b-performs-first-short-lan.html\">F-35B has performed its first first short landing<\/a>:<\/p>\n<p><object height=\"295\" width=\"480\"><param name=\"movie\" value=\"http:\/\/www.youtube.com\/v\/vo1xoNoi3uM&amp;hl=en_US&amp;fs=1&amp;\"><param name=\"allowFullScreen\" value=\"true\"><param name=\"allowscriptaccess\" value=\"always\"><embed src=\"http:\/\/www.youtube.com\/v\/vo1xoNoi3uM&amp;hl=en_US&amp;fs=1&amp;\" type=\"application\/x-shockwave-flash\" allowscriptaccess=\"always\" allowfullscreen=\"true\" height=\"295\" width=\"480\"><\/embed><\/object><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Well, US deputy secretary of defense William Lynn has publicly stated that there will be a 13 month delay in the completion of initial operational test and evaluation (IOTE).
