{"id":189849,"date":"2010-02-06T20:39:00","date_gmt":"2010-02-07T01:39:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2010\/02\/06\/death-spiral-jsf-edition-chapter-2-of-many\/"},"modified":"2010-02-06T20:39:00","modified_gmt":"2010-02-07T01:39:00","slug":"death-spiral-jsf-edition-chapter-2-of-many","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2010\/02\/06\/death-spiral-jsf-edition-chapter-2-of-many\/","title":{"rendered":"Death Spiral, JSF Edition, Chapter 2 of Many"},"content":{"rendered":"<p>Well, this week, SecDef Robert Gates has just <a href=\"http:\/\/www.wired.com\/dangerroom\/2010\/02\/gates-sacks-stealth-jet-chief-blasts-troubling-record-of-crucial-plane\/\">fired the program manager for the JSF program<\/a>, Major General David Heinz, and is withholding millions of dollars in performance fees to the prime contractor, Lockheed-Martin, because of schedule and budget slips, citing a &#8220;troubling performance record.&#8221;  (see also <a href=\"http:\/\/washingtonindependent.com\/75394\/gates-fires-the-head-of-the-f-35-joint-strike-fighter-program\">here<\/a>, <a href=\"http:\/\/www.aviationweek.com\/aw\/generic\/story_channel.jsp?channel=defense&amp;id=news\/awx\/2010\/02\/01\/awx_02_01_2010_p0-201222.xml&amp;headline=Costs%20Haunt%20F-35%20DOD%20Tossing%20Leadership\">here<\/a>, and <a href=\"http:\/\/www.defensenews.com\/story.php?i=4480268&amp;c=AIR&amp;s=TOP\">here<\/a>)<\/p>\n<p>Lockheed-Martin&#8217;s response has <span style=\"text-decoration: underline;\"><\/span><a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&amp;plckScript=blogScript&amp;plckElementId=blogDest&amp;plckBlogPage=BlogViewPost&amp;plckPostId=Blog%3A27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3A68dfaf5d-c35e-4e54-b271-2e5e59a2f24b\">been nothing short of delusional<\/a>, at least as described by Steve O&#8217;Bryan, L-M VP for &#8220;business development and customer engagement&#8221; for the JSF, &#8220;:<\/p>\n<blockquote style=\"color: rgb(0, 0, 153);\"><p>Gates&#8217; actions, in O&#8217;Bryan&#8217;s view, &#8220;reflected the commitment of the U.S. government to the F-35&#8230; the program is fully funded, with more development funding and more robust leadership.&#8221; The decision shows that the aircraft is &#8220;relevant today, and that the customer wants the jet right now.&#8221;<\/p><\/blockquote>\n<p>I&#8217;m beginning to think that part of the reason that this program is over budget and behind schedule is that Lockheed Martin has, and so the tax payer is paying for, a, &#8220;vice president for business development and customer engagement on the JSF program&#8221;.<\/p>\n<p>It seems to me that this is a rather high falutin, and likely highly paid, position for what amounts to a PR flack with heavy duty knee pads.<\/p>\n<p>Misapplication of resources may be a part of the problem, and Mr. O&#8217;Bryan&#8217;s continued employment does not seem to me to be an example of &#8220;spending smart.&#8221;<\/p>\n<p>Of course, the USAF chief of staff is similarly sanguine, suggesting that <a href=\"http:\/\/www.aviationweek.com\/aw\/generic\/story.jsp?id=news\/asd\/2010\/01\/21\/01.xml&amp;headline=USAF%20Chief%20Downplays%20JSF%20Testing%20Delay&amp;channel=defense\">the delays in the pro will only raise unit cost in the immediate term<\/a>, because, like no other program before it, the delays will increast the cost only, &#8220;for a period,&#8221; and he does not see a Nunn-McCurdy breach in the costs.<\/p>\n<p>It makes me want to quote that <a href=\"http:\/\/40yrs.blogspot.com\/2010\/01\/oh-for-petes-sake.html\">Samuel L. Jackson speech from <span style=\"font-style: italic;\">Pulp Fiction<\/span> again<\/a>, because it&#8217;s clear that they want to f%$# the taxpayer like a bitch.<\/p>\n<p>There are people who recognize the truth, like the Director Of Operational Test &amp; Evaluation (DOT&amp;E), who says that even with a flawless program, <a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&amp;plckScript=blogScript&amp;plckElementId=blogDest&amp;plckBlogPage=BlogViewPost&amp;plckPostId=Blog%3A27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3A8f5ed840-4216-4fb9-bd04-e7477f71c847\">there will be a slippage of at least 18 months on the program<\/a>, but that a flawless program is <span style=\"font-weight: bold;\">extremely<\/span> unlikely, since things like the idea that  modeling and simulation can reduce testing are unlikely to succeed.<\/p>\n<p>Of note in the DOT&amp;E report:<\/p>\n<ul>\n<li>LRIP configuration is not yet defined.<\/li>\n<li>Clutch heating on the STOVL variant<\/li>\n<li>Increases in weight and landing speeds means that tires are running into their thermal limits for the carrier (F-35C) version.<\/li>\n<li>Software instability<\/li>\n<li>They aircraft is pulling out many of its survivability features, fuel check valves in the engine nozzle and fire extinguishers, to reach the specified weight.<\/li>\n<\/ul>\n<p>Additionally, it now appears that the <a href=\"http:\/\/www.bloomberg.com\/apps\/news?pid=20601087&amp;sid=a6gq84TiIFcA&amp;pos=9\">F-35C fuselage is under-strength<\/a>:<\/p>\n<blockquote><p> <span style=\"color: rgb(0, 0, 153);\">Lockheed Martin Corp. is fixing a structural weakness in the Navy version of the F-35 Joint Strike Fighter that limits the jet\u2019s ability to launch from aircraft carriers, according to a company spokesman.<\/span><\/p>\n<p><span style=\"color: rgb(0, 0, 153);\">Engineers in July discovered a \u201cstrength shortfall\u201d in an aluminum structure in the aircraft\u2019s center fuselage that helps absorb stresses during a catapult takeoff, Lockheed spokesman John Kent said today in an e-mailed statement.<\/span><\/p><\/blockquote>\n<p>Additionally, it appears that the carrier model may be too hot, literally for carrier decks:<\/p>\n<blockquote style=\"color: rgb(0, 0, 153);\"><p>The Pentagon\u2019s Gilmore said in his report that the engine and power-systems\u2019 exhaust on the Navy and Marine versions is powerful enough to pose a threat to carrier personnel.
