{"id":192894,"date":"2009-02-08T12:53:00","date_gmt":"2009-02-08T17:53:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2009\/02\/08\/baby-seal-gets-more-expensive\/"},"modified":"2009-02-08T12:53:00","modified_gmt":"2009-02-08T17:53:00","slug":"baby-seal-gets-more-expensive","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2009\/02\/08\/baby-seal-gets-more-expensive\/","title":{"rendered":"Baby Seal Gets More Expensive"},"content":{"rendered":"<p>It appears that the <a href=\"http:\/\/www.star-telegram.com\/business\/story\/1183080.html\">F-35 cost overruns have already placed the program in Nunn-McCurdy breach<\/a> in all but name, and a lot of the problem is that the program was poorly managed from the very beginning:<\/p>\n<blockquote style=\"color: rgb(0, 0, 153);\"><p>The Pentagon\u2019s top weapons buyer says the huge cost increases and delays incurred on the F-35 joint strike fighter program were inevitable because the Defense Department didn\u2019t spend enough money upfront to build realistic prototypes.<\/p>\n<p>&#8230;.<\/p>\n<p>For the JSF program, the Pentagon contracted with Boeing and Lockheed to build &#8220;technology demonstrators&#8221; and not &#8220;true prototypes.&#8221;<\/p>\n<p>As a result, Young said, &#8220;the future of JSF cost growth was largely written in 2001 when budget and pricing decisions were made .\u2002.\u2002. based on inadequate knowledge gained from the JSF technology demonstrators.&#8221;<\/p><\/blockquote>\n<p>I&#8217;m so not shocked.
