{"id":194914,"date":"2008-08-09T06:33:00","date_gmt":"2008-08-09T11:33:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2008\/08\/09\/aaav-on-chopping-block\/"},"modified":"2008-08-09T06:33:00","modified_gmt":"2008-08-09T11:33:00","slug":"aaav-on-chopping-block","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2008\/08\/09\/aaav-on-chopping-block\/","title":{"rendered":"AAAV on Chopping Block?"},"content":{"rendered":"<p>It&#8217;s now called the EFV, Expeditionary Fighting Vehicle, but when I worked on it,<sup>*<\/sup> it was called the AAAV, the Advanced Amphibious Assault Vehicle.<\/p>\n<p>In any case, this program is yet another long term defense development program that is <a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&amp;plckScript=blogScript&amp;plckElementId=blogDest&amp;plckBlogPage=BlogViewPost&amp;plckPostId=Blog%3A27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3Adbafdd84-cd29-46d7-a3d6-64c33dcb87b9\">seriously screwed up<\/a>.<\/p>\n<p>The Marines just signed a, &#8220;$766.8 million cost-plus-incentive-fee contract,&#8221; for two prototypes under the, &#8220;system development and demonstration-2 phase&#8221;, which means that the original SDD <span style=\"font-weight: bold;\">did not work out so well<\/span>.<\/p>\n<p>The program has been delayed IOC in 2015 and full operational capability in 2025, which is a <span style=\"font-weight: bold;\">35 year<\/span> development track, and while the Senate is moving toward accelerating production, the House is looking at cutting funding.<\/p>\n<p>Every single service has a jewel of acquisition programs, and they are <span style=\"font-weight: bold;\">all<\/span> in trouble, with the EFV for the Marines, the DDG-1000 for the Navy, the FCS-MGV for the Army, and the F-22 (and to a lesser degree the F-35 and tanker) for the USAF.<\/p>\n<p>Our defense procurement system is broken.<\/p>\n<p><sup>*<\/sup><span style=\"font-size:78%;\">Yes, I have worked everywhere.
