{"id":195683,"date":"2008-06-21T10:35:00","date_gmt":"2008-06-21T15:35:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2008\/06\/21\/a-case-study-the-problem-with-defense-procurement\/"},"modified":"2008-06-21T10:35:00","modified_gmt":"2008-06-21T15:35:00","slug":"a-case-study-the-problem-with-defense-procurement","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2008\/06\/21\/a-case-study-the-problem-with-defense-procurement\/","title":{"rendered":"A Case Study: The Problem With Defense Procurement"},"content":{"rendered":"<p>Over the past few years, the Swedes have looked at developing an advanced wheeled combat behicle, the SEP, developed by BAE<sup>*<\/sup> subsidiary Hagglunds.<\/p>\n<p>About 6 months ago, after a few demonstrators had been fielded, massive budget cuts came out for the Swedish military, and there was not enough money to buy a new class of vehicles.<\/p>\n<p>They decided to go &#8220;off the shelf&#8221;.<\/p>\n<p>Well, now BAE and Hagglunds are <a href=\"http:\/\/www.aviationweek.com\/aw\/blogs\/defense\/index.jsp?plckController=Blog&amp;plckScript=blogScript&amp;plckElementId=blogDest&amp;plckBlogPage=BlogViewPost&amp;plckPostId=Blog%3A27ec4a53-dcc8-42d0-bd3a-01329aef79a7Post%3A5ecb63fd-00ff-4505-9cda-3a8791df6dd1\">declaring that the SEP is <span style=\"font-weight: bold;\">really<\/span> off the shelf<\/a>, because there are 4 pre-productions vehicles under construction&#8230;.Yeah, right.<\/p>\n<p>It&#8217;s the iron triangle, also called the military industrial complex, at work.<\/p>\n<p>Still, it&#8217;s some pretty neat tech, doing 6&#215;6, 8&#215;8, and tracked on the same basic chassis.<\/p>\n<p>It also has an active protection panel armor (see pics below):<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/img46.imageshack.us\/img46\/8242\/26097b00e6ef4ba0a5fb147ab3.jpg\" \/><\/p>\n<p><sup>*<\/sup><span style=\"font-size:78%;\">Full disclosure, I worked at another division of BAE in 1995 and 1996 when the Carlyle Group sold me to buy Dunkin Donuts<\/span><sup>\u2020<\/sup><br \/><sup>\u2020<\/sup><span style=\"font-size:78%;\">Yes, I have worked everywhere.
