{"id":200285,"date":"2021-05-21T17:57:00","date_gmt":"2021-05-21T22:57:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/05\/21\/boeing-still-cant-build-planes-part-4%e2%81%b9\/"},"modified":"2021-05-21T17:57:00","modified_gmt":"2021-05-21T22:57:00","slug":"boeing-still-cant-build-planes-part-4%e2%81%b9","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/05\/21\/boeing-still-cant-build-planes-part-4%e2%81%b9\/","title":{"rendered":"Boeing Still Can&#8217;t Build Planes, Part 4\u2079"},"content":{"rendered":"<\/p>\n<div   style=\"border: 1px solid black; float: right; margin: 0px 10px; padding: 5px; text-align: center; width: 330px;\" >\n<blockquote data-conversation=\"none\">\n<p dir=\"ltr\" lang=\"en\">      In 2019, a sweeping transformation of Boeing\u2019s quality system deliberately       eliminated thousands of quality checks during production and cut 100s of       quality inspector jobs.<\/p>\n<p>Ernesto Gonzalez-Beltran, the architect       of that shift, left the company in December<a href=\"https:\/\/t.co\/SbcHIzcnFp\">https:\/\/t.co\/SbcHIzcnFp<\/a       >    <\/p>\n<p>    \u2014 Dominic Gates (@dominicgates)     <a       href=\"https:\/\/twitter.com\/dominicgates\/status\/1394736732491354113?ref_src=twsrc%5Etfw\"       >May 18, 2021<\/a     >  <\/p><\/blockquote>\n<p><i>Roll Tape!<\/i><\/div>\n<p>  Boeing has finally been forced to accept the fact that axing hundreds quality   inspectors in order to bust the union did now work, and now   <a     href=\"https:\/\/leehamnews.com\/2021\/05\/18\/boeing-rehires-aircraft-inspectors\/\"     >they are rehiring the inspectors that they laid off<\/a   >, and they canned the architect of the failed program: <\/p>\n<blockquote><p>  <span style=\"color: #2b00fe;\"     >The Boeing Co. has quietly recalled at least some of as many as 900 quality     control inspectors who were laid off in 2019 as part of a drive to adopt     car-industry manufacturing processes in aerospace manufacturing.   <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\">      The move comes after the union for the inspectors \u2013 Machinists District       Lodge 751 \u2013 pushed the company to prove that getting rid of inspectors       could be done without risking quality issues and would actually improve       production times.     <\/span>  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\">      \u201cOur union\u2019s goal is to save Boeing from making decisions that could be       detrimental to (its) future and ours,\u201d union leaders said in its monthly       <i>AeroMechanic<\/i> newsletter. \u201cA second set of eyes is a critical       component of building Boeing airplanes and necessary for the long-term       success of the company.\u201d     <\/span>  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\">      A union spokeswoman said she was unable to say precisely how many of the       inspectors were initially laid off, and how many have been brought back       since the recalls started. Boeing\u2019s media relations team did not respond       to a written list of questions on the topic.     <\/span>  <\/p>\n<p>  <span style=\"color: #2b00fe;\">\u2026\u2026\u2026<br \/> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\"       >In theory, if you eliminate the downtime and the inspections a few       thousand times on each plane, that adds up to substantial savings in       production time without any investment in people or tools.<\/span     >  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\"       >IAM 751 appealed to the Federal Aviation Administration to look into       Boeing\u2019s plan and made rumblings about getting its supporters in Congress       to intervene. Congress is now       <a         href=\"https:\/\/www.seattletimes.com\/business\/boeing-aerospace\/congress-demands-records-to-investigate-quality-lapses-at-boeing\/?utm_source=twitter&amp;utm_medium=social&amp;utm_campaign=article_inset_1.1\"         >preparing an investigation<\/a       >      into quality lapses at Boeing.<\/span     >  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\"       >But the deciding factor, in this case, seems to have been the union\u2019s       demand to enter into what\u2019s called effects bargaining. Since Boeing was       eliminating 900 jobs, the union claimed the right to negotiate over the       impact of those changes on its members.<\/span     >  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\"       >As a result of these talks, Boeing and the union agreed that a team of       union-appointed experts would begin reviewing data in areas where       inspections were ending, with the ability to propose reinstating       inspections when warranted, using Boeing\u2019s own risk assessment criteria       and FAA regulations as guidelines.<\/span     >  <\/p>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<h5>    <span style=\"color: #2b00fe;\"       ><span style=\"font-size: large;\"><b>No Efficiency Gains<\/b><\/span><\/span     >  <\/h5>\n<p>  <span style=\"color: #2b00fe;\"> <\/span>  <\/p>\n<p>    <span style=\"color: #2b00fe;\"       >What the experts found was that eliminating inspections did not lead to a       more efficient production process, the union said.<\/span     >  <\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/i.imgur.com\/FW9Pucy.gif\"><img decoding=\"async\" src=\"https:\/\/i.imgur.com\/FW9Pucy.gif\" style=\"margin: 0px 0px 10px 10px; float: right; cursor: pointer;\" width=\"150\" \/><\/a>  They f%$#ed up their quality processes for nothing more than the hope that   they could fire some union members, and they failed. <\/p>\n<p>If you fired Boeing&#8217;s entire C-Suite and replaced them with dirnking bird toys, you would increase productiveity and product quality.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In 2019, a sweeping transformation of Boeing\u2019s quality system deliberately eliminated thousands of quality checks during production and cut 100s of quality inspector jobs.
