{"id":200389,"date":"2021-04-24T19:55:00","date_gmt":"2021-04-25T00:55:00","guid":{"rendered":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/04\/24\/i-think-that-his-consultant-gigs-are-at-an-end\/"},"modified":"2021-04-24T19:55:00","modified_gmt":"2021-04-25T00:55:00","slug":"i-think-that-his-consultant-gigs-are-at-an-end","status":"publish","type":"post","link":"https:\/\/www.panix.com\/~msaroff\/40years\/2021\/04\/24\/i-think-that-his-consultant-gigs-are-at-an-end\/","title":{"rendered":"I Think that His Consultant Gigs are at an End"},"content":{"rendered":"<p>Maryland Attorney General Brian Frosh has announced that <a href=\"https:\/\/www.baltimoresun.com\/news\/crime\/bs-md-ag-office-review-20210423-l2oamj3ixnhwznd4545f7pjcau-story.html?outputType=amp&amp;__twitter_impression=true\">there will be a review of all the reports on in custody depths by former Chief Medical Examiner for the State of Maryland David Fowler<\/a> following his clearly dishonest testimony at the Derek Chauvin.<\/p>\n<p>Given that Fowler is currently being sued for covering up the eerily similar <a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/apr\/14\/derek-chauvin-trial-george-floyd-defense\">death of Angus Black under police restraint<\/a>, it seems to me that Fowler&#8217;s days as a hired gun for bad cops are over.<\/p>\n<p>As an aside, I am not at all surprised that <a href=\"https:\/\/www.businessinsider.co.za\/derek-chauvin-defense-expert-dr-david-fowler-lawsuit-2021-4\">he was born in what was then Rhodesia, (now Zimbabwe) and was did his medical school in Cape Town, South Africa<\/a>, graduating from medical school in 1983,&nbsp; working in South Africa until moving to the US in 1991.<\/p>\n<p>It does appear that he has a rather long history of excusing law enforcement misconduct against people of color:<\/p>\n<blockquote><p><span style=\"color: #2b00fe;\">The Maryland\u2019s Attorney General\u2019s Office said Friday it believes there should be a review of \u201cin custody\u201d death reports produced by the state\u2019s Office of the Chief Medical Examiner during the tenure of Dr. David Fowler, nine days after Fowler testified that an ex-Minneapolis police officer was not responsible for the death of George Floyd in police custody. <\/p>\n<p> The announcement came less than 24 hours after the attorney general\u2019s office received a letter from the former medical examiner of Washington, D.C., Roger A. Mitchell, signed by 431 doctors from around the country, saying Fowler\u2019s testimony and conclusions were so far outside the bounds of accepted forensic practice that all his previous work could come into question. <\/p>\n<p> \u201cDr. Fowler\u2019s stated opinion that George Floyd\u2019s death during active police restraint should be certified with an \u2018undetermined\u2019 manner is outside the standard practice and conventions for investigating and certification of in-custody deaths. This stated opinion raises significant concerns for his previous practice and management,\u201d the letter said. <\/p>\n<p> Attorney General Brian Frosh\u2019s office said Friday afternoon that it agreed for the need to review Fowler\u2019s work, and said it had been in contact with Gov. Larry Hogan\u2019s staff. <br \/><\/span> <span style=\"color: #2b00fe;\"><br \/> \u201cWe agree that it is appropriate for independent experts to review reports issued by the Office of the Chief Medical Examiner (OCME) regarding deaths in custody,\u201d Raquel Coombs, a spokeswoman for Frosh, said in an statement to The Baltimore Sun. \u201cWe are already in conversations with the Governor\u2019s Office about the need for such a review, and have offered to coordinate it.\u201d <\/p>\n<p> Fowler <a href=\"https:\/\/www.baltimoresun.com\/news\/crime\/bs-md-cr-20210414-l2fisckicfdzdmftfb4ydszfiy-story.html\">testified that Floyd died of a sudden heart rhythm problem due to his heart disease<\/a> while being restrained by police, contradicting several experts who said Floyd died due to a lack of oxygen. Former officer Derek Chauvin was <a href=\"https:\/\/www.baltimoresun.com\/news\/nation-world\/ct-aud-nw-derek-chauvin-verdict-20210420-2byoqkif7rdwfdd2bbhrge6scq-story.html\">convicted of murder and manslaughter <\/a>for kneeling on Floyd\u2019s neck.<\/p>\n<p>  \u2026\u2026\u2026   <\/p>\n<p>Black\u2019s 2018 death was captured on video, with Greensboro police holding the unarmed teenager down for more than six minutes. Fowler ruled that Black died because of a <a href=\"https:\/\/www.baltimoresun.com\/news\/crime\/bs-md-anton-black-body-camera-20190123-story.html\" rel=\"noopener\" target=\"_blank\">sudden cardiac event<\/a> while struggling with police, and not because they pinned him in a prone position.      <\/p>\n<p> Testifying in the Floyd case, Fowler said that police, who held Floyd down in a prone position for more than nine minutes, did not cause Floyd\u2019s death. His testimony was rebutted by a string of prosecution medical experts.<\/p>\n<p>    \u2026\u2026\u2026<\/p>\n<p>    The office will review all cases from 2003-2020, which falls under Fowler\u2019s tenure. He retired in 2019 after 17 years as chief medical examiner to go into private consulting practice. He was considered one of the foremost medical examiners in the country and served on national boards.      <\/p>\n<p>Included in that time period is the death of Tyrone West, who died after struggling with Baltimore Police following a traffic stop in 2013. Witnesses and the officers themselves said there was a violent struggle between the officers and West, but the state medical examiner\u2019s office ruled that he died from natural causes exacerbated by the struggle and the summer heat. That ruling played a significant factor in the officers being cleared by the Baltimore State\u2019s Attorney\u2019s Office.<\/p>\n<p><\/span><\/p><\/blockquote>\n<p>That the findings of the study are likely to support the lawsuit against him over the death of Angus Black is just the cherry on top of all of this.<\/p>\n<p>Here is hoping that this guy&#8217;s professional reputation is destroyed.&nbsp; It should have happened years ago.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Maryland Attorney General Brian Frosh has announced that there will be a review of all the reports on in custody depths by former Chief Medical Examiner for the State of Maryland David Fowler following his clearly dishonest testimony at the Derek Chauvin.
