Seniority and Proximity

Actually a formalization of several rulings, the doctrine of seniority over proximity states the newly discovered resources, particulary vis belong to the discoverer regardless of their location, even if that location is within the sphere of influence of another Covenant. This doctrine almost certainly does not apply to actual Covenant grounds, but that remains untested.
