I found the quote while reading the City Section of The New York Times of 4 December 94. On the first page is an article about Mr Cheap, who writes books about cheap places for shopping and entertainment. Mr Cheap is now doing research about Washington, DC. Francis Clines, the article's author, put in all sorts of good jokes. I was cracking up!

It opened with Mr Cheap is looking for what's cheap in the capital, besides talk. :)
