My friend Liz Hanellin, who has started to work in film production the last year or so, sent me a bunch of information about tape duplication houses and screening rooms.  With that impetus, I called around to get duplication prices--it looks as if it might cost as much as $400 to make 100 VHS copies, with labels and boxes.  That cost doesn't include the price of making a video submaster, so that the video master doesn't get damaged in the duplication process--I'll look into that more carefully after I choose a duplicating house for the VHS copies and find out what formats of video master they can use.
