Buck Foeing

The National Labor Relations Board has Boeing locating the 2nd assembly line for the 787 in South Carolina was part of illegal union busting activity:

Boeing illegally put its second 787 Dreamliner assembly line in South Carolina in retaliation for strikes in Washington and should be required to build the line in Washington, according to a potentially groundbreaking National Labor Relations Board complaint (pdf) filed Wednesday.

NLRB Acting General Counsel Lafe Solomon filed the complaint after investigating a charge that the International Association of Machinists and Aerospace Workers union District 751, bargaining unit, backed by the national union, filed on March 29, 2010. A board administrative law judge is scheduled to hear the case on June 14.

Seriously, since Boeing bought McDonnell Douglas, and the failed McDonnell Douglas management team ended up running the company, they have consistently failed in ways that stun me.

First, they were big enough assholes that they got engineers to go out on strike and stay on strike, then they f%$#ed up the bidding on the next gen tanker twice (the first time was when they bribed an official to cut them an unconscionable lease deal), and now they have been so arrogant to get the normally hapless NLRB to unload a can of whup ass on then.

If I were a Boeing shareholder, I would be agitating to make sure that no one who ever worked at M-D from holding a senior management position at the Everett Chicago based airframe manufacturer.

On the Boeing Win

It will be called the KC-46A, and it appears that it was all about the relative size of the two aircraft:

A congressional source said Boeing was the “clear winner.” Lynn repeated the mantra and told reporters during the press briefing “that I think what we can tell you is Boeing was the clear winner” when asked how close was the competition.

The difference between the two bids may have come down the difference in fuel consumption, speculated Loren Thompson, defense consultant and analyst at the Lexington Institute. “The Airbus plane burns over one ton more of fuel per flight hour than the Boeing plane. Multiply that by 40 years and that’s a lot of money,” Thompson said. Boeing has argued for some time that its fuel consumption rate would save taxpayers “tens of billions” of dollars over the life of the program.

The first part is true, the 767 consumes less fuel per flight hour, but, and this is the reason that no one is buying it commercially any more, it costs more per pound of payload, or, one would assume, pound of fuel offloaded to tankers.

The Pentagon is saying that they are expecting a challenge, though I think that this less likely from EADS than it is from Boeing.

As to why Boeing won, I think that it comes down to the following:

  • If the primary criteria is lifetime cost per aircraft sortee, i.e. a simple price shootout, then the smaller 767 wins.
  • Boeing has a lot more Congressional support than EADS does, because they have been cultivating Congress for decades.
  • EADS’s position is such that it less likely to make a formal challenge to the award, I figure about 30% for EADS, as versus 90% for Boeing, because they do not have the existing relationships with the Congress and the DoD, and so are more concerned about creating enemies.

In the greater scheme of things, if this was just a price shootout, that might be a good thing, if further competitions, on systems that are more exclusively military in development, it might be a good thing.

Boeing Wins Tanker Contract

Just heard, and I’ll try to tease out more detail for the weekend.

I’m kind of surprised, the Airbus A330 is a better plane, that’s why the 767 is at the end of life, but the A330 is still selling,  but then again, I was kind of surprised when EADS won in the first competition, because of the dynamics of a foreign firm winning such a high stakes competition.

If Boeing had lost, I would have said that a challenge was a dead nuts certainty, but EADS is I think rather less likely to do so, if just because the potential blow-back is bigger.

The USAF is looking for a 2000 lb missile replacement for its 5000+ lb guided free-fall bombs for bunker busting and the like, to quote Shrek, I think that someone is compensating:

An Air Force Research Laboratory fact sheet with a 2011 time-stamp for public release approval tells us that a 2,000lb-class weapon with 5,000lb-class penetration capability could be available within three years.
“Future fighters will be able to deliver bunker-busting capabilities currently associated with the bomber fleet,” the fact sheet says.
I found the fact sheet for the High Velocity Penetrating Weapon (HVPW) in the AFRL munitions directorate booth at the Air Warfare Symposium a few days ago. The document reveals the USAF has shifted its focus on next-generation penetrator technology on a couple of different levels.

The folks at the USAF do seem to spend a suspiciously large amount of time talking about “penetrators”, don’t they?

BTW, running the numbers, the kinetic energy of a 2500 kg system at 300 m/s (about 650 mi/h), is 112.5 MJ, so for a 1000 kg system, you would need a velocity of only (475 m/s) 1800 m/s km/h (1080 mi/hr) to get the same kinetic energy.

Big Surprise: Boeing’s 787 Outsourcing Cost Money Instead of Saving It

To the tune of billions of dollars:

The airliner is billions of dollars over budget and about three years late. Much of the blame belongs to the company’s farming out work to suppliers around the nation and in foreign countries.

It should be noted that aircraft manufacturers do not make money off of the sales of aircraft, but rather on spares and support down the road, and in outsourcing, Boeing has thrown that revenue stream to its suppliers, an act that Atrios calls, “obviously insane,” additionally, it makes the entire process of creating an aircraft more riskier, because you have less control over whether tab A fits in slot B, or, as Felix Salmon notes, it’s like, “picking up pennies in front of a steamroller“.

Boeing was told that this was an issue by a senior fellow, L.J. Hart-Smith in 2001, (also here, where the PDF cuts and pastes better) and but chose to ignore it:

The inescapable problem with outsourcing work that could be done in-house is that it necessarily increases the tasks and man-hours to carry out the work way above those needed to perform all assembly, including most subassemblies, at one site. Experience in the electronics industry has shown that out-sourcing work to regions of low labor rate is only a transitory phenomenon. The reason why the rates were low was that there had previously been no work there. Once the work became available, hourly rates increased, so that the primary electronic companies kept moving the work to yet another as-yet-under-developed area, and the cycle was repeated. This may be cost-effective for small items, with production lives of only a few years at most, but it is inappropriate for large aircraft that may need spare parts throughout a service live in excess of 50 years (80 or more for some military aircraft) and for which the manufacturing program itself may last 40 or 50 years. There are so many aircraft components that must be out-sourced, such as engines, avionics, and systems, because today’s prime aircraft manufacturers are no longer equipped to undertake such work themselves, that the retention of a determinable minimum fraction of the structures work is a pre-requisite to developing sufficient cash to develop new products. Without new products, as distinct from derivatives, all companies will go out of business, no matter what their line of business.

The correctness of the author’s position on these matters is easily confirmed by two facts. It was the suppliers who made all the profits on the extensively out-sourced DC-10s, not the so-called systems-integrating prime manufacturer. (The same thing has happened on aircraft assembled by Boeing, in Seattle, too.) Also, when plans were being formulated for the proposed MD-12 very large transport aircraft, almost all potential suppliers indicated a preference for being subcontractors rather than risk-sharing “partners”. Could they have known more about maximizing profits, minimizing risk, etc., than the prime manufacturer who sought their help even though it could borrow money at lower rates of interest than potential suppliers could? The DC-8 was manufactured and assembled almost entirely within the Long Beach plant, with only the nose coming from Santa Monica. That policy was changed after the acquisition of the former Douglas Aircraft Company by the former McDonnell Aircraft Company, but the change did not improve the company’s profitability. It is time for Boeing to reverse this policy.

So, McDonnell, a company which was a complete failure in the commercial arena (only 1 project, a failed bizjet), took over what was the number two (and had been the number 1) commercial aircraft manufacturer in the world, and implemented its defense contracting monopsony* driven business model, where it failed, and then Boeing bought McDonnell Douglas, and implemented their failed business model.

Boeing bought MACDAC, but MACDAC took over Boeing, and set the tone for its corporate culture, despite the fact that it was largely a failed company, having lost the JSF competition, and having only 2 major programs that it had initiated, the F-15 and the C-17 over the past 30+ years (the F/A-18 was initiated by Northrop).

One good thing that has come of this is that it will make a fascinating case study for the size of operations for economists, as Paul Krugman rather smugly notes:

In Boeing’s case, they outsourced far too much, only to find that they were getting parts that didn’t do what they were supposed to — and also to find that the subcontractors were seizing a lot of the rents. They discovered, in effect, that there are times when it’s better to rely on central planning than to leave things up to the market.

Obviously this isn’t always true. There’s a tradeoff. But that’s the point — and it’s this tradeoff that determines how big firms should be. Boeing has now provided a clear motivating example. Their loss, the economics profession’s gain.

Heh.  Here’s hoping that I’m never a good case study for some academic.

*A monopsony is the flip side of a monopoly. Instead of having only one seller and many buyers, a monopoly, you have only one buyer and many vendors, in McDonnell’s case, the US military.

It’s Not Just the B Model F-35

Yes, the F-35B, the STOVL variant has been placed on probation, but the entire program is encountering difficulties.

Most recently it has been revealed that there are problems with the aerodynamics and propulsion for all the models:

Flight testing so far has revealed problems with handling in the transonic and medium angle-of-attack regimes, [reportedly problems with wing drop/sideslip akin to those discovered in flight test for the F/A-18 E/F] and a problem with screech – destructive high-frequency combustion instability in the F135 afterburner – which is preventing the aircraft from achieving maximum power. [Which produces shockwaves, think the “snapping” on a an improperly lit Bunsen burner, writ large]

You know, that alternate engine for the F-35 is starting to look a lot better, huh.

Additionally, there are very real continuing problems with software, with the advanced helmet mounted displays and the vaunted 360° sensor fusiuon for the pilot not working properly.

As to the B model, weight problems is literally a killer.

With conventional and carrier launched variants, weight gain cuts into performance, payload, and range, but with STOVL aircraft, it means that they are simply unable to perform their basic functions:

Gates said that solving the unspecified technical issues now afflicting the aircraft “could” add cost and weight; the program office says that it “will”, and that it will take two years to “engineer solutions … and assess their impact.”

Vertical landing is a nonvariable requirement. The required airspeed is zero and can’t be adjusted by a few knots to compensate for extra weight. The JSF key performance parameter for bring-back load – corresponding to two 1,000-pound JDAMs and two Amraams – was set early on at a minimal level.

One reason that Lockheed Martin’s shaft-driven lift fan (SDLF) concept was a winner in 1996 and 2001 was that it seemed to offer thrust margin for vertical landing. At the start of SDD, the F-35B was projected to have an empty weight of 29,700 pounds – not a bad place to be in with (then) almost 40,000 pounds of vertical thrust. But, in the weight crisis of 2004, engineers found that the jet had ballooned to a far higher figure (never actually published) at which it could not land vertically with normal fuel reserves, let alone weapons.

Still, the redesign left a fundamental problem: the bring-back load (around 3,000 pounds) was only 8 percent of the landing weight. The result is that the F-35B couldn’t tolerate any OEW growth or thrust shortfall. The engine and transmission are maxed: that’s the issue underlying the repeated delays in powered-lift testing, chronicled here and here.

This is a mess, and much of it is driven by unrealistic requirements for commonality, and placing too much emphasis on the STOVL version, which wastes weight on the A and C variants.

When I worked on the now FCS, it was clear to everyone working on the program that the commonality requirements made the systems more expensive and less combat effective, and the same thing is happening with the F-35.

As an aside, the recent outpouring of “surreptitiously” snapped photos and videos of the new Chinese fighter prototype indicate that this is something that they really want us to see.

The Varyag is out of dry dock

It looks like the Chinese will be launching their first carrier this year.

It’s made from the hull (no equipment or propulsion when bought as scrap) of the old unfinished Soviet STOBAR aircraft carrier Varyag, and while I doubt that it will ever serve in anything remotely resembling a combat capability, neither did the USS Langley, though it did see service as a seaplane tender.

What is important here is that it means that China will be developing equipment, doctrine, and training for a carrier borne air wing.

The tail arrangement resembles MiG’s Project 1.44

It appears that the Chinese stealthy aircraft is the real deal.

The insignia, which I noted earlier when I called hoax, appears to be correct at the higher resolutions.

As Bill Sweetman notes, the fact that the the planform appears to be a fairly conventional clipped delta, which, “Has some signature implications, with what looks like an almost unswept trailing edge, because edges scatter forward and backwards.”

The size of the aircraft is still not yet clear, though it appears to be at least as large as the F-22.

At that size, it is likely to be intended either as a strike aircraft, or as an interceptor, or (more likely, it will be expensive, and expensive single taskers are bad) both, rather than the sort of “air dominance fighter” that the F-22, and (probably) the PAK-FA are.

The bottom picture of the abortive MiG 1.44 project shows that the arrangement at the back is very similar to that project, and it should be noted that this project did not have stealth as a priority.

Please note that anything that I say here come from a perspective of rather profound ignorance though.

So, the late Ted Stevens’ “Series of Tubes” is abuzz with what purports to be fuzzy photographs of a Chinese stealth aircraft.

I don’t think that these are raw photos, and that some photo-shopping has been done, most notably the oversize tail insignia, which is most assuredly NOT a PLAAF symbol, as Stephen Trimble observes.

Some other oddities, to my (very) untrained eye:

  • The wing has anhedral, and the canard dihedral, which would be a no-no in stealth design, you would want the surfaces more or less parallel.
  • The same goes for the drooping wing tips, which are absent on the front view but present in the rear view.
  • Pictures 1 and 3 of the aircraft appear to be with the power and the hydraulics unpowered, but there is no gravity caused droop in what are supposed to be axisymmetric thrust vectoring nozzles.  (They pretty much have to be with the small tail size).
  • On the top picture, it appears that the observers in the rear are about 1½ feet taller than the ones around the front of the aircraft.

While I think that it is clear that the Chinese are looking at developing some sort of stealthy fighter or attack aircraft, I really don’t think that it has gotten to the point where a 70 foot long demonstrator of some sort is flying.

It’s possible that the pictures are real, though there appears to be at least a bit of  digital wizardry involved.

F136 Alternate Engine Included in Stopgap Spending Measure

So the alternate engine for the JSF is funded through March.

Some people see this as meaningless pork, but I remember the issues with Pratt and Whitney as the soul source supplier for F-15s and F-16s in the late 1970s and early 1980s, and it was ugly, so I am inclined to support the engine as a 2nd best alternative, with the first best alternative to be cancellation of the JSF.

Nice try

It’s a fan in wing concept, with 4 fans and 2 thrusters, (Videos at link) better known as a bunch of complex moving equipment that can fail at an inopportune time.

Remember, you don’t just have the fans,. you 6 fans, and their associated transmissions, plus shutters and vanes for control in VTOL mode, as well as thick low aspect ration wings which don’t have space to carry things like fuel, because they have the fans.

Call me a cynic, but I do not see success here.

Electromagnetic Aircraft Launch System (EMALS) Tested

The US Navy has conducted its first successful test of the EMALS electric catapult at its Lakehurst, NJ air field.

The navy is doubtless heaving a sigh of relief, as the Ford class carriers were designed to mount these catapults, and retrofitting steam catapults would be very involved.

The British are probably even more relieved, as their carrier(s) have gas turbine propulsion, and so have no steam available, so without this, they would just be big floating anvils.

It’s a similar technology the Navy’s recently tested railgun, but the energy storage is mechanical (flywheels) on the catapult, and solid state (capacitors) on the railgun.

Given the state of the art in capacitors, it probably makes sense, since the rail gun is much higher power (a few orders of magnitude), and lower energy (by around a factor of 5) than the catapult.

Saab Gripen and Eurofighter Typhoon Pitched to Canada

The idea that Canada would buy anything but a US aircraft, particularly with a significant long shot, but the fact that both companies are pitching their aircraft as an alternative to the F-35 JSF:

Representatives from the German-based Eurofighter Typhoon and Sweden’s Saab Gripen appeared at committee and told members their planes can meet Canada’s air force demands, and are far cheaper than the fifth-generation F-35 Joint Strike Fighter stealth jet the government agreed to buy in July.

Canada intends to buy 65 F-35s for $9 billion — plus maintenance costs — to replace the aging fleet of CF-18s, with delivery expected to start in 2016.

Antony Ogilvie with Saab said they could supply Canada with 65 upgraded Gripens, with 40 years of maintenance costs included, for under $6 billion.

I am unsure of the maintenance costs of the F-35, but it is safe to say that the life cycle costs for the F-35 are at least twice as much as the diminutive Swedish fighter.

If the Gripen ever reaches sales critical mass, it could be the F-5 of this era. It’s half the life cycle cost and size of its competitors while offering decent performance by the standards of the day.

Truth be told, it’s likely that the Eurofighter will probably be cheaper over its lifetime than the JSF as well, and while not offering the all aspect stealth (or stealthish if you listen to the critics) of the JSF, it does offer a known price and operating cost, a wider array of munitions, greater agility, supercruise, and higher ceiling, with the advantage of known operational and purchase price and a 2nd engines for safer operations over the largely uninhabited, and rather inhospitable, areas in northern Canada.

The F-35 JSF Clusterf%$# Gets Even Clusterf%$#ier

Yes, everyone’s favorite too big to fail defense program fails once again, with reports that SecDef Robert Gates has been briefed that costs will further escalate, and there will be an additional 3 year delay:

Lockheed Martin Corp.’s F-35 Joint Strike Fighter, the Pentagon’s costliest program, may see more price increases and new schedule delays of as much as three years, two government officials familiar with the matter said.

Defense Secretary Robert Gates is scheduled to be briefed tomorrow on new cost and schedule assessments for the F-35 and other aircraft, said the officials, who requested anonymity because details aren’t public. Software, engineering and flight difficulties are greater than expected, the officials said.

……

Slippage in the JSF’s timetable may be as much as one year for the Air Force and Navy versions and two to three years for development of the Marine Corps model capable of short takeoffs and landings, the officials said.

It should be noted that these delays were forecast by the Pentagon’s Joint Estimating Team (JET) over two years ago, and much of the delays are software issues.

Even Lockheed’s CEO admits this, while asking for more money (big surprise).

What’s more, not only will it be delayed and not only will the acquisition costs rise, but direct operating costs are jumping as well:

Gates also was advised in a Nov. 2 briefing that operations and support costs for the F-35 will be re-budgeted at 1.5 times the aircraft it replaces, more than twice the original goal and 50% more than more recent projections, according to reports.

Eric Palmer runs some numbers and shows that there has been about a 3 year of push-back on the schedule over the past 3 years, so basically the program is running in place.

What a damn mess.

The real reason for the UK independent deterrent

With the draconian British budget cuts, and the conversion of their carrier aviation from the STOVL F-35B to the CTOL F-35C, there is now talk of the British engaging in some form of joint carrier operations with the French:

London’s decision to fit catapults on its planned second aircraft carrier opened up the prospect of French Rafale strike fighters flying off a British flattop, with reciprocal rights for British aircraft off the French carrier, French Defense Minister Hervé Morin said Oct. 26 at the Euronaval trade show.

Morin asked the French military staff to assess whether the installation of catapults would allow French aircraft, such as the Rafale, to operate off the Royal Navy vessel, and the answer was: “Yes, it’s technically feasible,” he told journalists.

That opened up potential opportunities of interoperability and mutual interdependence between the British and French fleets, he said. With such cross-deck operations came the possibility of a “permanent presence at sea,” he said.

I just don’t see it happening.

While the French and British have on occasion used common aircraft, most notably the SEPECAT Jaguar, given the nearly thousand-year history of animus between the two nations (see “Yes Prime Minister” vid), I just cannot see them operating jointly in this manner.
