Nuclear Power, Meet Blue Screen of Death

I’ve written about Bill Gates plans to create a sodium cooled fast breeder reactor before. 

Well, they (Warren Buffet is involved as well) have now selected a location for the prototype reactor.

I have a number of problems with the reactor in addition to Bill Gates’ involvement:

  • Molten sodium will leak, and it is highly flammable, and is potentially explosive. (The history of sodium cooled reactors is universally horrible)
  • The reactor uses 20% Highly Enriched Uranium (HEU), which enriched is enough to make a bomb.  (You can at levels in excess of 10% enrichment)
  • By design, it produces large amounts of Plutonium. (Traveling Wave Reactor)

Needless to say, I am not sanguine:

Power companies run by billionaire friends Bill Gates and Warren Buffett have chosen Wyoming to launch the first Natrium nuclear reactor project on the site of a retiring coal plant.

TerraPower, founded by Gates about 15 years ago, and power company PacifiCorp, owned by Warren Buffett’s Berkshire Hathaway, said on Wednesday that the exact site of the Natrium reactor demonstration plant was expected to be announced by the end of the year.

Small advanced reactors, which run on different fuels to traditional reactors, are regarded by some as a critical carbon-free technology than can supplement intermittent power sources like wind and solar as states strive to cut emissions that cause climate change.

“Regarded by some,” Huh?  

Maybe if your last name is, “Strangelove.”

“This is our fastest and clearest course to becoming carbon negative,” Wyoming’s governor, Mark Gordon, said. “Nuclear power is clearly a part of my all-of-the-above strategy for energy” in Wyoming, the country’s top coal-producing state.

This statement is absolutely false.  The construction of time for reactors is measured in decades, while wind turbines go up in a few months. 

If we need to move now, pretty much any other power source is online faster.

The project features a 345 megawatt sodium-cooled fast reactor with molten salt-based energy storage that could boost the system’s power output to 500MW during peak power demand. TerraPower said last year that the plants would cost about $1bn.

The molten salt energy storage, but using mechanical storage like pumped water is simpler, cheaper, and more efficient.

About the only thing more terrifying than Bill Gates starting up a bunch of nuclear reactors, he’s alreay half way to a bond villain, would be if Comcast were to be running those plants.

I Am Not Sure How I Feel about This

Both DARPA and NASA are moving forward with plans to develop nuclear thermal rockets.

While nuclear thermal propulsion do not match the efficiencies of electric (Ion, etc.) propulsion (an ISP of about 1000 for nuclear thermal as versus up to 5000 for electric propulsion and about 300-500 for chemical rockets) they provide more efficiency than chemical rockets, and more thrust than electric propulsion. 

It makes a lot of sense for satellites in various earth and lunar orbits where you need to change position rapidly. 

I’m not sure how sanguine I am about the possibility of putting a few hundred pounds of enriched uranium in orbit though.

More than sixty years after the U.S. began serious studies into nuclear propulsion for space travel, NASA is taking the first steps on a new path to develop nuclear-powered engines for crewed missions to Mars by the end of the next decade.

The agency is reviewing industry responses to the first phase of a plan with the Energy Department to mature a prototype nuclear thermal propulsion (NTP) reactor and engine design for use in space. The congressionally directed initiative, which is also supported by ongoing NASA/Energy Department research into advanced nuclear fuels, will ultimately lead to the building and testing of demonstrators.

Beyond this, the vision extends to the potential development of a full-scale nuclear-powered system for a crewed mission to Mars that would be launched in 2039. The new capability, which could be based on either NTP or synergistic nuclear electric propulsion (NEP) technology, would also provide power for future crewed and robotic deep-space exploration missions as well as faster, more responsive resupply flights to lunar and Martian outposts.

NEP is about having more energy available for an electric propulsion.

It is still a low thrust system, but provides much more delta V over time.

DARPA’s proposal is more about providing satellites that can move between geostationary orbits and lunar orbits quickly and flexibly to deal with treats presented by some sort of rival in space:

A nebulously named “Deterrence Layer” is on the drawing board for the National Defense Space Architecture, and that could mean the return of a functioning U.S.-operated, nuclear-powered satellite in orbit by 2025 for the first time in 60 years.

The need for the Deterrence Layer may depend on what China and Russia do next. If rival militaries establish a presence in the region of deep space between geostationary and lunar orbits, the U.S. Defense Department believes a future spacecraft—an “advanced maneuvering vehicle” (AMV)—will be needed to charge out as far as the Moon, hopefully just to remind an adversary to keep a tight leash on any nefarious plans in cislunar space.

What is envisaged for the AMV is a propulsion system that produces a high amount of thrust compared to its weight yet is significantly more efficient than chemical propulsion.

In the NERVA ground tests and SNAP-10A orbital tests, NASA and the military used a fission reactor fueled by highly enriched uranium, the same radioactive material used to make nuclear warheads.

For DRACO, DARPA has specified a technology shift to high-assay, low enriched uranium (HALEU) fuel. Unlike weapons-grade uranium fuel that is typically enriched to 80%, HALEU is by definition only enriched between 5% and 20%—although the exact level is not being released. HALEU in the form of uranium metal will be furnished by the government to GA-EMS for the DRACO reactor.

The choice of HALEU exploits a bureaucratic loophole created by former President Donald Trump. His presidential memorandum signed on Aug. 20 delegates approval for the launch of a spacecraft using uranium that is enriched below the 20% threshold to the head of the sponsoring agency instead of the White House. In effect, the memorandum transfers the launch authority decision for DRACO from the president to the secretary of defense, perhaps along with the risk in case anything goes wrong.

Nuclear loopholes in space.  Now THERE’S a reassuring term.

I understand the advantages of such a system, but I am concerned about the potential safety risks, both for NTP and NEP propulsion.

Corruption, Baby, Corruption

And the Clinton Crime Family continues apace.
You may recall that Hillary Clinton criticized Bernie Sanders for not raising money for the state parties while she did.

Not so much. It was money laundering:

In the days before Hillary Clinton launched an unprecedented big-money fundraising vehicle with state parties last summer, she vowed “to rebuild our party from the ground up,” proclaiming “when our state parties are strong, we win. That’s what will happen.”

But less than 1 percent of the $61 million raised by that effort has stayed in the state parties’ coffers, according to a POLITICO analysis of the latest Federal Election Commission filings.

The venture, the Hillary Victory Fund, is a so-called joint fundraising committee comprised of Clinton’s presidential campaign, the Democratic National Committee and 32 state party committees. The setup allows Clinton to solicit checks of $350,000 or more from her super-rich supporters at extravagant fundraisers including a dinner at George Clooney’s house and a concert at Radio City Music Hall featuring Katy Perry and Elton John.

The victory fund has transferred $3.8 million to the state parties, but almost all of that cash ($3.3 million, or 88 percent) was quickly transferred to the DNC, usually within a day or two, by the Clinton staffer who controls the committee, POLITICO’s analysis of the FEC records found.

But it is perhaps more notable that the arrangement has prompted concerns among some participating state party officials and their allies. They grumble privately that Clinton is merely using them to subsidize her own operation, while her allies overstate her support for their parties and knock Sanders for not doing enough to help the party.

“It’s a one-sided benefit,” said an official with one participating state party. The official, like those with several other state parties, declined to talk about the arrangement on the record for fear of drawing the ire of the DNC and the Clinton campaign.

In fact, the DNC, which has pushed back aggressively on charges that it is boosting Clinton at the expense of other Democrats, has advised state party officials on how to answer media inquiries about the arrangement, multiple sources familiar with the interactions told POLITICO.

“The DNC has given us some guidance on what they’re saying, but it’s not clear what we should be saying,” said the official. “I don’t think anyone wants to get crosswise with the national party because we do need their resources. But everyone who entered into these agreements was doing it because they were asked to, not because there are immediately clear benefits.”

Some fundraisers who work for state parties predict that the arrangement could actually hurt participating state parties. They worry that participating states that aren’t presidential battlegrounds and lack competitive Senate races could see very little return investment from the DNC or Clinton’s campaign, and are essentially acting as money laundering conduits for them. And for party committees in contested states, there’s another risk: They might find themselves unable to accept cash from rich donors whose checks to the victory fund counted toward their $10,000 donation limit to the state party in question — even if that party never got to spend the cash because it was transferred to the DNC.

But it gets even better: It turns out that The Clinton Foundation set up a dummy corporation in Canada to conceal its finances:

Aides to former President Bill Clinton helped start a Canadian charity that effectively shielded the identities of donors who gave more than $33 million that went to his foundation, despite a pledge of transparency when Hillary Rodham Clinton became secretary of state.

The nonprofit, the Clinton Giustra Enterprise Partnership (Canada), operates in parallel to a Clinton Foundation project called the Clinton Giustra Enterprise Partnership, which is expressly covered by an agreement Mrs. Clinton signed to make all donors public while she led the State Department. However, the foundation maintains that the Canadian partnership is not bound by that agreement and that under Canadian law contributors’ names cannot be made public.

The foundation cited that restriction last weekend in explaining why it did not disclose $2.35 million in donations from the chairman of Uranium One, the subject of an article in The New York Times last week. The article examined how company executives and shareholders had sold a majority stake in the company — and with it a significant portion of American uranium reserves — to an arm of the Russian government in a deal that required the approval of the United States government.

“This is hardly an effort on our part to avoid transparency,” said Maura Pally, acting chief executive of the Clinton Foundation.

Instead, the foundation said that the partnership was created by the Canadian mining financier Frank Giustra to allow Canadian donors to get a tax benefit for supporting his work with Mr. Clinton — a benefit that came with the price of respecting Canada’s privacy laws. On Wednesday, the partnership issued a statement citing a legal opinion that “charitable donors have an expectation and right of privacy.”

However, interviews with tax lawyers and officials in Canada cast doubt on assertions that the partnership was necessary to confer a tax benefit; an examination shows that for many donors it was not needed, and in any event, since 2010, Canadians could have donated to the foundation directly and received the same tax break. Also, it is not at all clear that privacy laws prohibit the partnership from disclosing its donors, the tax lawyers and officials in Canada said.

The partnership, established in 2007, effectively shielded the identities of its donors — and the amount they gave — by allowing them to bundle their money together in the offshoot Canadian partnership before it was passed along to Clinton Foundation programs. The foundation, in turn, names only the partnership as the source of those funds.

BTW, one of the things that this appears to have covered up is donations associated with a rather smelly deal involving Rosatom, the Russian atomic energy agency, taking over a large Canadian uranium concern.

In addition to donations to the Clinton Foundation, Bill Clinton got paid a lot to give a talk to Russia bankers as well.

OK, so they are money laundering. I get it. You could do this in Delaware, or Nevada, or Wyoming, or Panama, or the Seychelles, or the Bahamas, but Canada? Laundering money through Canada?

Seriously?

That is just perverse, or as Eric Oram said so famously, “Seriously, I don’t even like working here. They are so weird.”

Koch Brothers Want to Strip Mine the Grand Canyon ……… Literally

And you have to figure that, staunch libertarians that they are, they will find a way to extract subsidies from the taxpayer to do this:

Amid rumors that Charles and David Koch will be withdrawing their presence at the Republican National Convention, it has been revealed the billionaires have been funneling money into an Arizona-based group fighting a plan to ban uranium mining around the Grand Canyon, which would also protect 1.7 million acres of land.

The proposal is supported by 80% of Arizona residents, environmental groups, and native tribes, the Guardian reports. Yet, Greg Zimmerman of the Center for Western Priorities has found that a non-profit group, the Prosper Foundation, is fighting to block the move. The group received 83% of their total budget, over $1.5 million, from an organization called American Encore.

Zimmerman, digging deeper, found that American Encore is run by one Sean Noble, a man with very close ties to the Koch brothers. A donor from a Koch brothers’ “dark money” funding network has also channeled cash to the group.

“Prosper, which was formed in 2013, covers nearly its entire budget with funds from Koch-backed American Encore—formerly known as the Center to Protect Patient Rights. According to tax filings, American Encore has funded 83 percent of Prosper Inc.’s total budget since its creation, donating over $1.5 million to the organization in 2013 and 2014,” Zimmerman wrote for ThinkProgress.

What a surprise.

I can think of no better reason for increasing the inheritance tax than these guys, who seem to think that they to deserve to run the world because they won the birth lottery.

The Bright Side of a Nuclear Meltdown

Much like Chernobyl and the DMZ in Korea, it turns out that the Fukushima exclusion zone has become one f%$# of nature preserve:

A stunning new photo project offers unprecedented insight into the wild and desolate exclusion zone surrounding the Fukushima nuclear power plant – where tonnes of contaminated soil lie untouched and overgrown forest is engulfing hundreds of abandoned vehicles and homes.

The 12.5-mile exclusion zone around the nuclear plant now resembles post-apocalyptic scenes from The Walking Dead after it was instantly abandoned following the 2011 nuclear disaster.

People deserted the area after warnings of dangerous levels of radioactivity, leaving cars, classrooms and libraries to be swallowed by the overgrown wilderness in stark scenes reminiscent of those seen in the show, in which entire towns have been left in stasis after zombies overran the earth.

The photographer sees a stunning tableau of the forest swallowing the works of man.

I am more excited about the possibility for flora and fauna that have not been seen in Japan in centuries to return to this region.

Cue the Wingnut Head Explosion

We have a nuclear proliferation deal with Iran, let the right wing to freak out begin.

Binyaman Netanyahu, who is arguably the least honest man in Israeli politics,* is condemning this as well, but seeing as how Netanyahu is continuing to ignore the Mossad’s assessment of Iran’s nuclear capabilities, I’ll put this down to Bibi playing domestic politics.

World powers have reached a deal with Iran on limiting Iranian nuclear activity in return for the lifting of international economic sanctions.

US President Barack Obama said that with the deal, “every pathway to a nuclear weapon is cut off” for Iran.

And President Hassan Rouhani said the “historic” deal opened a “new chapter” in Iran’s relations with the world.

Negotiations between Iran and six world powers – the US, UK, France, China, Russia and Germany – began in 2006.

The so-called P5+1 want Iran to scale back its sensitive nuclear activities to ensure that it cannot build a nuclear weapon.

Iran, which wants crippling international sanctions lifted, has always insisted that its nuclear work is peaceful.

There has been stiff resistance to a deal from conservatives both in Iran and the US. The US Congress has 60 days in which to consider the deal, though Mr Obama said he would veto any attempt to block it.

The Republican Speaker of the US House of Representatives, John Boehner, said the deal would only only “embolden” Tehran.

“Instead of stopping the spread of nuclear weapons in the Middle East, this deal is likely to fuel a nuclear arms race around the world,” he added.

Israel’s government has also warned against an agreement.

Prime Minister Benjamin Netanyahu said it was a “stunning historic mistake” that would provide Iran with “hundreds of billions of dollars with which it can fuel its terror machine and its expansion and aggression throughout the Middle East and across the globe”.

He said he did not regard Israel as being bound by this agreement. “We will always defend ourselves,” he added.

The alternative to this deal would have Iran to actually go full bore for a nuclear weapon.

This is far better than that.

*Boy, the concept of , “the least honest man in Israeli politics,” is a truly an awesomely mind f%$#ing concept.

By the Way, the Germans Think that the US Supreme Allied Commander Europe and the Assistant Secretary of State for European and Eurasian Affairs are Bat-Sh%$ Insane

I mean seriously nuts, as in Brigadier General Jack D. Ripper raving about how fluoridation is destroying our, “Purity of essence,” in Dr. Strangelove.

You remember that movie.  The world ends in the finale.

The headline in Der Speigel is, “Germany Concerned about Aggressive NATO Stance on Ukraine:

US President Obama supports Chancellor Merkel’s efforts at finding a diplomatic solution to the Ukraine crisis. But hawks in Washington seem determined to torpedo Berlin’s approach. And NATO’s top commander in Europe hasn’t been helping either.

It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn’t holding perfectly, but it was holding.

On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again “upped the ante” in eastern Ukraine — with “well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery” having been sent to the Donbass. “What is clear,” Breedlove said, “is that right now, it is not getting better. It is getting worse every day.”

German leaders in Berlin were stunned. They didn’t understand what Breedlove was talking about. And it wasn’t the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany’s foreign intelligence agency, did not share the view of NATO’s Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove’s numbers have been significantly higher than those in the possession of America’s NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO.

The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove’s comments as “dangerous propaganda.” Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove’s comments with NATO General Secretary Jens Stoltenberg.

The ‘Super Hawk’

But Breedlove hasn’t been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats.

Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel’s diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove’s bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the “super hawk,” whose role is that of increasing the pressure on America’s more reserved trans-Atlantic partners.

But it is the tone of Breedlove’s announcements that makes Berlin uneasy. False claims and exaggerated accounts, warned a top German official during a recent meeting on Ukraine, have put NATO — and by extension, the entire West — in danger of losing its credibility.

A “Top German Official” just said that Breedlove is lying, and implied strongly that he is doing so to sabotage the negotiations.

At the beginning of the crisis, General Breedlove announced that the Russians had assembled 40,000 troops on the Ukrainian border and warned that an invasion could take place at any moment. The situation, he said, was “incredibly concerning.” But intelligence officials from NATO member states had already excluded the possibility of a Russian invasion. They believed that neither the composition nor the equipment of the troops was consistent with an imminent invasion.

The experts contradicted Breedlove’s view in almost every respect. There weren’t 40,000 soldiers on the border, they believed, rather there were much less than 30,000 and perhaps even fewer than 20,000. Furthermore, most of the military equipment had not been brought to the border for a possible invasion, but had already been there prior to the beginning of the conflict. Furthermore, there was no evidence of logistical preparation for an invasion, such as a field headquarters.

Breedlove, though, repeatedly made inexact, contradictory or even flat-out inaccurate statements. On Nov. 18, 2014, he told the German newspaper Frankfurter Allgemeine Zeitung that there were “regular Russian army units in eastern Ukraine.” One day later, he told the website of the German newsmagazine Stern that they weren’t fighting units, but “mostly trainers and advisors.”

Breedlove sees no reason to revise his approach. “I stand by all the public statements I have made during the Ukraine crisis,” he wrote to SPIEGEL in response to a request for a statement accompanied by a list of his controversial claims. He wrote that it was to be expected that assessments of NATO’s intelligence center, which receives information from all 33 alliance members in addition to partner states, doesn’t always match assessments made by individual nations. “It is normal that not everyone agrees with the assessments that I provide,” he wrote.

He says that NATO’s strategy is to “release clear, accurate and timely information regarding ongoing events.” He also wrote that: “As an alliance based on the fundamental values of freedom and democracy, our response to propaganda cannot be more propaganda. It can only be the truth.” (Read Breedlove’s full statement here.)

Seriously.  His response is nuts.

What’s more is shows that Obama is willing to let people under his own command to “freelance” and sabotage diplomatic efforts.

The government in Berlin is concerned that Breedlove’s statements could harm the West’s credibility. The West can’t counter Russian propaganda with its own propaganda, “rather it must use arguments that are worthy of a constitutional state.” Berlin sources also say that it has become conspicuous that Breedlove’s controversial statements are often made just as a step forward has been made in the difficult negotiations aimed at a political resolution. Berlin sources say that Germany should be able to depend on its allies to support its efforts at peace.

It’s not just me.  The Germans, i.e. “German Sources”, are coming as close as they can to saying that General Breedlove is deliberately sabotaging the negotiations.

Later in the article, a German MP says, ON THE RECORD, “I would prefer that Breedlove’s comments on political questions be intelligent and reserved.” (emphasis mine)

Not, “Intelligent and reserved?”  It does not sound like General Breedlove has the confidence of our NATO Allies.

Although President Obama has decided for the time being to give European diplomacy a chance, hawks like Breedlove or Victoria Nuland are doing what they can to pave the way for weapons deliveries. “We can fight against the Europeans, fight against them rhetorically,” Nuland said during a private meeting of American officials on the sidelines of the Munich Security Conference at the beginning of February.

In reporting on the meeting later, the German tabloid Bild reported that Nuland referred to the chancellor’s early February trip to Moscow for talks with Putin as “Merkel’s Moscow stuff.” No wonder, then, that people in Berlin have the impression that important power brokers in Washington are working against the Europeans. Berlin officials have noticed that, following the visit of American politicians or military leaders in Kiev, Ukrainian officials are much more bellicose and optimistic about the Ukrainian military’s ability to win the conflict on the battlefield. “We then have to laboriously bring the Ukrainians back onto the course of negotiations,” said one Berlin official.

Nuland has also been open — at least internally — about her contempt for European weakness and is famous for having said “F%$# the EU” during the initial days of the Ukraine crisis in February of 2014. Her husband, the neo-conservative Robert Kagan, is, after all, the originator of the idea that Americans are from Mars and Europeans, unwilling as they are to realize that true security depends on military power, are from Venus.

When it comes to the goal of delivering weapons to Ukraine, Nuland and Breedlove work hand-in-hand. On the first day of the Munich Security Conference, the two gathered the US delegation behind closed doors to discuss their strategy for breaking Europe’s resistance to arming Ukraine.

And someone in that delegation was alarmed enough by this that they leaked this to the German press, suggesting that some of Breedlove’s or Nuland’s are appalled at their behavior.

In Berlin, top politicians have always considered a common position vis-a-vis Russia as a necessary prerequisite for success in peace efforts. For the time being, that common front is still holding, but the dispute is a fundamental one — and hinges on the question of whether diplomacy can be successful without the threat of military action. Additionally, the trans-Atlantic partners also have differing goals. Whereas the aim of the Franco-German initiative is to stabilize the situation in Ukraine, it is Russia that concerns hawks within the US administration. They want to drive back Moscow’s influence in the region and destabilize Putin’s power. For them, the dream outcome would be regime change in Moscow.

Yes, there are a lot of people in the US foreign policy and military establishments who are continuing to wage war on Russia.

These people are insane.  Russia has 2500-3000 active nuclear weapons.

No wonder you have Mikhail Gorbachev saying that the US war on Russia never ended.

The reason that the Russians see NATO as a belligerent power is because, largely under US prodding, it continues to be a belligerent power with regards to Russia.

I’ll Believe It When I See It

Commercial fusion has been just 15 years away for the past 50 years, so I am necessarily skeptical of Lockheed Martin’s claims of a fusion break through: (Paid subscription required)

Hidden away in the secret depths of the Skunk Works, a Lockheed Martin research team has been working quietly on a nuclear energy concept they believe has the potential to meet, if not eventually decrease, the world’s insatiable demand for power.

Dubbed the compact fusion reactor (CFR), the device is conceptually safer, cleaner and more powerful than much larger, current nuclear systems that rely on fission, the process of splitting atoms to release energy. Crucially, by being “compact,” Lockheed believes its scalable concept will also be small and practical enough for applications ranging from interplanetary spacecraft and commercial ships to city power stations. It may even revive the concept of large, nuclear-powered aircraft that virtually never require refueling—ideas of which were largely abandoned more than 50 years ago because of the dangers and complexities involved with nuclear fission reactors.

Until now, the majority of fusion reactor systems have used a plasma control device called a tokamak, invented in the 1950s by physicists in the Soviet Union. The tokamak uses a magnetic field to hold the plasma in the shape of a torus, or ring, and maintains the reaction by inducing a current inside the plasma itself with a second set of electromagnets. The challenge with this approach is that the resulting energy generated is almost the same as the amount required to maintain the self-sustaining fusion reaction.

An advanced fusion reactor version, the International Thermonuclear Experimental Reactor (ITER), being built in Cadarache, France, is expected to generate 500 MW. However, plasma is not due to be generated until the late 2020s, and derivatives are not likely to be producing significant power until at least the 2040s.

The problem with tokamaks is that “they can only hold so much plasma, and we call that the beta limit,” McGuire says. Measured as the ratio of plasma pressure to the magnetic pressure, the beta limit of the average tokamak is low, or about “5% or so of the confining pressure,” he says. Comparing the torus to a bicycle tire, McGuire adds, “if they put too much in, eventually their confining tire will fail and burst—so to operate safely, they don’t go too close to that.” Aside from this inefficiency, the physics of the tokamak dictate huge dimensions and massive cost. The ITER, for example, will cost an estimated $50 billion and when complete will measure around 100 ft. high and weigh 23,000 tons.

The CFR will avoid these issues by tackling plasma confinement in a radically different way. Instead of constraining the plasma within tubular rings, a series of superconducting coils will generate a new magnetic-field geometry in which the plasma is held within the broader confines of the entire reaction chamber. Superconducting magnets within the coils will generate a magnetic field around the outer border of the chamber. “So for us, instead of a bike tire expanding into air, we have something more like a tube that expands into an ever-stronger wall,” McGuire says. The system is therefore regulated by a self-tuning feedback mechanism, whereby the farther out the plasma goes, the stronger the magnetic field pushes back to contain it. The CFR is expected to have a beta limit ratio of one. “We should be able to go to 100% or beyond,” he adds.

This crucial difference means that for the same size, the CFR generates more power than a tokamak by a factor of 10. This in turn means, for the same power output, the CFR can be 10 times smaller. The change in scale is a game-changer in terms of producibility and cost, explains McGuire. “It’s one of the reasons we think it is feasible for development and future economics,” he says. “Ten times smaller is the key. But on the physics side, it still has to work, and one of the reasons we think our physics will work is that we’ve been able to make an inherently stable configuration.” One of the main reasons for this stability is the positioning of the superconductor coils and shape of the magnetic field lines. “In our case, it is always in balance. So if you have less pressure, the plasma will be smaller and will always sit in this magnetic well,” he notes.

These are nice claims, but the only measurable claim that I can see is they might be a smaller and more compact installation. They may actually be onto something, or they may not. What I do know is that there have been claims that a fusion breakthrough is just around the corner for a very time, and their caveats lead me to believe that much of they are implying a level of maturity:

With just such a “Holy Grail” breakthrough seemingly within its grasp, and to help achieve a potentially paradigm-shifting development in global energy, Lockheed has made public its project with the aim of attracting partners, resources and additional researchers.

When a fusion prototype exceeds break even to the degree that it can function as a power station, I’ll find it worth my while to look at the relative virtues of different configurations.

Until that point, I will assume that fusion claims of this nature are humbug.

In Japan, the children exposed to the fallout from the Fukushima Daiichi meltdown are developing thyroid cancer at 40 times the normal rate:

Some 39 months after the multiple explosions at Fukushima, thyroid cancer rates among nearby children have skyrocketed to more than forty times (40x) normal.

More than 48 percent of some 375,000 young people—nearly 200,000 kids—tested by the Fukushima Medical University near the smoldering reactors now suffer from pre-cancerous thyroid abnormalities, primarily nodules and cysts. The rate is accelerating.

More than 120 childhood cancers have been indicated where just three would be expected, says Joseph Mangano, executive director of the Radiation and Public Health Project.

The nuclear industry and its apologists continue to deny this public health tragedy. Some have actually asserted that “not one person” has been affected by Fukushima’s massive radiation releases, which for some isotopes exceed Hiroshima by a factor of nearly 30.

Why are children still in the area, and why are they not receiving large doses of KI would displace radioactive iodine from their thyroids.

I’m beginning to think Tokyo Electric Power Company strategy is to channel the Bobby McFerrin song, “Don’t Worry Be Happy.”

Yes, various Japanese organized crime syndicates are running the labor force:

The complexity of Fukushima contracts and the shortage of workers have played into the hands of the yakuza, Japan’s organized crime syndicates, which have run labor rackets for generations.

Nearly 50 gangs with 1,050 members operate in Fukushima prefecture dominated by three major syndicates – Yamaguchi-gumi, Sumiyoshi-kai and Inagawa-kai, police say.

Ministries, the companies involved in the decontamination and decommissioning work, and police have set up a task force to eradicate organized crime from the nuclear clean-up project. Police investigators say they cannot crack down on the gang members they track without receiving a complaint. They also rely on major contractors for information.

In a rare prosecution involving a yakuza executive, Yoshinori Arai, a boss in a gang affiliated with the Sumiyoshi-kai, was convicted of labor law violations. Arai admitted pocketing around $60,000 over two years by skimming a third of wages paid to workers in the disaster zone. In March a judge gave him an eight-month suspended sentence because Arai said he had resigned from the gang and regretted his actions.

Arai was convicted of supplying workers to a site managed by Obayashi, one of Japan’s leading contractors, in Date, a town northwest of the Fukushima plant. Date was in the path of the most concentrated plume of radiation after the disaster.

A police official with knowledge of the investigation said Arai’s case was just “the tip of the iceberg” in terms of organized crime involvement in the clean-up.

A spokesman for Obayashi said the company “did not notice” that one of its subcontractors was getting workers from a gangster.

“In contracts with our subcontractors we have clauses on not cooperating with organized crime,” the spokesman said, adding the company was working with the police and its subcontractors to ensure this sort of violation does not happen again.

The Fukushima Daiichi nuclear disaster is now officially way worse than Chernobyl, because 3 of the reactor cores burned through the bottom of their containments:

There are three major problems at Fukushima: (1) Three reactor cores are missing; (2) Radiated water has been leaking from the plant in mass quantities for 2.5 years; and (3) Eleven thousand spent nuclear fuel rods, perhaps the most dangerous things ever created by humans, are stored at the plant and need to be removed, 1,533 of those are in a very precarious and dangerous position. Each of these three could result in dramatic radiation events, unlike any radiation exposure humans have ever experienced. We’ll discuss them in order, saving the most dangerous for last.

Missing reactor cores: Since the accident at Fukushima on March 11, 2011, three reactor cores have gone missing. There was an unprecedented three reactor ‘melt-down.’ These melted cores, called corium lavas, are thought to have passed through the basements of reactor buildings 1, 2 and 3, and to be somewhere in the ground underneath.

Harvey Wasserman, who has been working on nuclear energy issues for over 40 years, tells us that during those four decades no one ever talked about the possibility of a multiple meltdown, but that is what occurred at Fukushima.

It is an unprecedented situation to not know where these cores are. TEPCO is pouring water where they think the cores are, but they are not sure. There are occasional steam eruptions coming from the grounds of the reactors, so the cores are thought to still be hot.

The concern is that the corium lavas will enter or may have already entered the aquifer below the plant. That would contaminate a much larger area with radioactive elements. Some suggest that it would require the area surrounding Tokyo, 40 million people, to be evacuated. Another concern is that if the corium lavas enter the aquifer, they could create a “super-heated pressurized steam reaction beneath a layer of caprock causing a major ‘hydrovolcanic’ explosion.”

I knew that there had been multiple meltdowns, but I though that the core damage was contained.

I did not realize that we had the f%$#ing China Syndrome times 3.

Phrases I Do not Wish to Hear in the Context of a Nuclear Meltdown

Whack-a mole. That phrase worries me:

Japan’s government will lead “emergency measures” to tackle radioactive water spills at the wrecked Fukushima nuclear plant, wresting control of the disaster recovery from the plant’s heavily criticized operator, Tokyo Electric Power Co.

“We’ve allowed Tokyo Electric to deal with the contaminated water situation on its own and they’ve essentially turned it into a game of ‘Whack-a-Mole’,” Trade Minister Toshimitsu Motegi told reporters today at Fukushima. “From now on, the government will move to the forefront.”

Japan’s Ministry of Economy, Trade and Industry, which is led by Motegi, “is working to draw up, by some time in September, both emergency measures and more fundamental steps to eliminate the roots of the contaminated water problem, as well as measures to be carried out going forward,” the Prime Minister’s office said in a response to written questions.

More than two years after the March 2011 nuclear disaster, Tokyo Electric’s recovery effort has taken a turn for the worse. Japan’s nuclear regulator last week questioned the company’s ability to deal with the crisis, echoing comments earlier in the month by Prime Minister Shinzo Abe.

There are any number of phrases one does not want to hear in the context of nuclear accident, but “Whack-A-Mole” is definitely in the top ten.

I think that I’m going to stick with fish from the Atlantic Ocean.

I’ll use the ones from the Pacific as a night light.

This Comes as No Surprise

Utilities are discovering that nuclear power plants are not economically viable:

The nuclear industry is wrestling with that question as it tries to determine whether problems at reactors, all designed in the 1960s and 1970s, are middle-aged aches and pains or end-of-life crises.

This year, utilities have announced the retirement of four reactors, bringing the number remaining in the United States to 100. Three had expensive mechanical problems but one, Kewaunee in Wisconsin, was running well, and its owner, Dominion, had secured permission to run it an additional 20 years. But it was losing money, because of the low wholesale price of electricity.

“That’s the one that’s probably most ominous,” said Peter A. Bradford, a former member of the Nuclear Regulatory Commission and a former head of the Public Service Commission in New York. “It’s as much a function of the cost of the alternatives as it is the reactor itself.”

While the other three, San Onofre 2 and 3 near San Diego and Crystal River 3 in Florida, faced expensive repair bills because of botched maintenance projects, “Kewaunee not only didn’t have a major screw-up in repair work, it didn’t even seem to be confronting a major capital investment,” he said.

This is a turnaround because until recently, the life expectancy of reactors was growing. When the Nuclear Regulatory Commission began routinely authorizing reactors to run 20 years beyond their initial 40-year licenses, people in the electricity business began thinking that 60 was the new 40. But after the last few weeks, 40 is looking old again, at least in reactor years, with implications for the power plants still running, and for several new ones being built.

Even if the economics do not result in retirements, they do mean setbacks. Exelon, the nation’s largest nuclear operator, set out a few years ago to invest $2.3 billion in its existing reactors and raise their generating capacity by 1,300 megawatts, a little more than one new reactor would generate. But after completing about a quarter of the plan, it dropped the rest, and said it would pay its suppliers $100 million in penalties for the cancellation, because the economics were no longer favorable.

The economics of nuclear power were never favorable.

When you look at the subsidies involved in mining, fuel processing, shipping, and in the disposal of the waste, nuclear power is arguably the only industry in the United States more heavily subsidized than agriculture, and it’s still not viable.

The Big E has finished its last tour, and it will be decommissioned and scrapped:

ABOARD THE USS ENTERPRISE – The world’s first nuclear-powered aircraft carrier ended its remarkable career at sea on Sunday when it pulled into its home port for the final time after participating in every major conflict since the Cuban Missile Crisis of 1962.

The USS Enterprise began shutting down its eight nuclear reactors almost as soon as it arrived at its pier at Naval Station Norfolk in Virginia, where thousands of cheering family members and friends welcomed the ship home from its 25th and final deployment after nearly eight months at sea. The ship will never move on its own power again and will eventually be scrapped in Washington state.

The Navy will officially deactivate the Enterprise on Dec. 1, but it will take several more years for it to be decommissioned as its reactors are taken out. About 15,000 people are expected to attend the deactivation ceremony, which will be its last public ceremony after several days of tours for former crew members.

They’ve found radiation spikes in Tokyo neighborhoods:

An extraordinarily high level of radiation was detected in one spot in a central Tokyo residential district Thursday, prompting the local government to cordon off the small area, local officials said.

Radiation levels were higher in Tokyo’s Setagaya ward than in the evacuation area around the badly damaged Fukushima Daiichi nuclear plant, according to ward Mayor Nobuto Hosaka.

“We are shocked to see such high radiation level was detected in our neighborhood. We cannot leave it as is,” Hosaka told reporters.

And it’s not just Tokyo, as authorities “detected 40,200 becquerels of radioactive cesium per kilogram of sediment collected from one part of a roadside ditch,” over 8x the limit for rice fields.

And the French Are Probably the Best in the World at Nuclear Safety

But they just had an explosion at their nuclear reprocessing facility in Marcoule:

One person has been killed and four injured, one seriously, in a blast at the Marcoule nuclear site in France.

There was no risk of a radioactive leak after the blast, caused by a fire near a furnace in the Centraco radioactive waste storage site, said officials.

The owner of the southern French plant, national electricity provider EDF, said it had been “an industrial accident, not a nuclear accident”.

The cause of the blast was not yet known, said the company.

This has not been a good year for nuclear power, but the idea of dismissing the recent problems with nuclear power (Japan, Virginia, and now France) as some sort of Black Swan event is not rational.

The problems, at least those in Japan and Virginia, the jury is out on Marcoule, are an artifact of old, under-designed nuclear facilities, not simply a triple witching day for nukes.

The Japanese have just raised the nuclear alert level of the Fukushima Daiichi power plant to 7, the highest possible level, and only reached once before, at Chernobyl:

Japan is to raise the nuclear alert level at the Fukushima Daiichi power plant to a maximum seven, putting the emergency on a par with the 1986 Chernobyl disaster.

Nuclear safety officials had insisted they had no plans to raise the severity of the crisis from five – the same level as the Three Mile Island accident in 1979 – according to the international nuclear and radiological event scale.

But the government came under pressure to raise the level at the plant after Japan’s nuclear safety commission estimated the amount of radioactive material released from its stricken reactors reached 10,000 terabecquerels per hour for several hours following the earthquake and tsunami that devastated the country’s northeast coast on 11 March. That level of radiation constitutes a major accident, according to the INES scale.

This ain’t an attempt to corner the market on glow in the dark watches, this is serious.

In response to the nuclear disaster in Japan, the EPA is looking to increase the amount of radiation deemed safe for the American public to be exposed to:

March 24, 2011, 12:30 EDT, NEW YORK CITY– In the wake of the continuing nuclear tragedy in Japan, the United States government is still moving quickly to increase the amounts of radiation the population can “safely” absorb by raising the safe zone for exposure to levels designed to protect the government and nuclear industry more than human life. It’s all about cutting costs now as the infinite-growth paradigm sputters and moves towards extinction. As has been demonstrated by government conduct in the Gulf of Mexico in the wake of Deepwater Horizon and in Japan, life has taken a back seat to cost-cutting and public relations posturing.

The game plan now appears to be to protect government and the nuclear industry from “excessive costs”… at any cost.

This would involve raising the acceptable levels of things like radioactive Cesium, Iodine and Nickel by up to one hundred thousand times ……… Yes, that’s times, not percent.

This is not without precedent.  Following the Deepwater Horizon blowout, they raised the acceptable levels of toxic chemicals for fish from the gulf, as “George Washington” notes at Naked Capitalism.

Yes, in response to the Japanese nuclear disaster at the Fukushima Daiichi power plant, they are doubkling down on more loan guarantees for US nuclear power:

The Obama administration will press ahead with efforts to expand loan guarantees for new nuclear reactors while investigating the failure of Japan’s power plants after an earthquake, Energy Secretary Steven Chu said.

The U.S. Energy Department is seeking to add $36 billion in loan-guarantee authority to the program’s existing $18.5 billion, Chu said today at a House Energy and Commerce Committee panel hearing. President Barack Obama asked lawmakers to expand the program in his February budget request.

An earthquake and tsunami in Japan on March 11 crippled Tokyo Electric Power Co.’s Fukushima Daiichi nuclear plant with explosions, fires and radiation leaks. As Japan tries to avert a meltdown at the plant, Obama and his energy advisers have said U.S. nuclear reactors are safe.

Un-dirtyword-believable.

Correction on Power Plant

It appears that the any removal of all the workers from the Fukushima Daiichi nuke plant was only temporary:

A news alert associated with an earlier version of this article, relying on an English translation of remarks by Japan’s chief cabinet secretary, incorrectly stated that workers had been evacuated from the Fukushima Daiichi nuclear power plant. A core group of workers remained at the plant.
They had a radiation spike, and removed them for the duration.

Additionally, it appears that electric power may be run to the plant shortly, which would allow for the normal coolant pumps to operate.

Why they didn’t bring in a boat with a genset and anchor it offshore at the start of this is beyond me.
