F-16IN to Get Supercruise

I have no clue as to the reliability of the source, but we have a report that Lockheed Martin will be offering the F-16 with a supercruise capability to India for it’s massive mid size fighter purchase.

I would assume that this would involve a growth version of either the F-100 or F-110 engines, probably the former, as it is lighter, and possibly some aerodynamic tweaks.

I also know that a clean F-15 exhibited low supercruise (below Mach 1.2) nearly a decade ago in a clean (no external stores) configuration.

I’m a little dubious of the report, there are a number of errors in the article, it states that the F-35 supercruises, and implies that the Typhoon does not.

Additionally, the F-16’s wing configuration tends to be draggy in the transonic and supersonic regime, and for meanigful supercruise, this ability would have to be exhibited while carrying at least 4 air-to-air missles, 2 on the wing tips, and two under the wings.

Norway Requests Bid From Sweden for F-16 Replacement

Honestly, I think that this is a sham bid, and Norway intends to use this request to Sweden as leverage to get a better deal on the JSF.

That is what Eurofighter decided, when they withdrew from the competition.

Norway is arguably as hip deep in the JSF as any countries except for the UK, and (possibly) Italy.

Then again, if they are serious, Norway saves a lot of money, both on the initial purchase,the Gripen is the cheapest of the current generation, and over the life of the aircraft, since costs are roughly proportional to weight.

Once Again, USAF Shows That It Wants Toys More Than It Wants to Protect Nation

Deputy Defense Secretary Gordon England wants to use GWOT money to to keep the F-22 line open.

With no meaningful difference in stealth, and the F-35 being smaller, supposedly cheaper, more flexible (adapting it to electronic attack is easier) and capable of carrying a better bomb load, the only thing you get for the F-22 is that it flys higher and supercruises, neither of which have any meaning in the strategic context of any potential opponent we can see.

Read the article. It’s fairly clear that this is the result of mindless USAF lobbying over the past dozen years or so, and this is a case where the adults in the DoD, by which I mean the JCS and the civilian leadership, have been far too passive in reigning the flyboys in.

Russian Fighters Integrate Western System

Russia has licensed the Thales Damocles targeting pods with Su-27 class fighters. It’s flown on Malaysia’s Su-30MKM, and the Russian air force will be adopting the pod, which was chosen after a competition with the Ural Optical and Mechanical Plant (UOMZ) Sapsan and Solux targeting pods.

This is fairly significant, for a number of reasons.

I believe that this is the first time that Russia has license produced a western weapons system of this sophistication, and it is the first time that the manufacturer has incorporated sophisticated western electronics into one of their aircraft.

This may make it much easier for operators of western equipment to integrate fleets of Russian aircraft in the future.

Another Three Month for Boeing 787 First Flight

It’s already been delayed at least once, and now the first flight of the 787 is delayed until at least 3 months, to the end of the 2nd quarter.

In a statement, Boeing Commercial Airplanes chief executive Scott Carson says “we continue to be challenged by start-up issues in our factory and in our extended global supply chain”.

Well, duh.

It was originally supposed to have a first flight in August of 2007, and now they are saying may or June of 2008.

Of interest is the fact that the press, particularly the American press is not running around saying, “the sky is falling”, as they did with the roughly 18 month delay on the A380.

Part of the reason is that it’s easier for the press to find some Eurocrat tied into Airbus to wring his hands publicly, not surprising given its origins as a state sponsored enterprise, and part of it, at least in the US is a cultural bias against Airbus because of its state origins (kind of necessary, everything in Europe had gotten the %$#@ bombed out of it 25 years prior).

I think that this is another indication of how Russia is rearming, and I think that it is driven by a fear of NATO in general, and the US in particular.

Of course, this suits the Republicans just fine, because they want a scary opponent who justifies high tech white elephants like the F-22.

FWIW, “New Build” appears to be kind of a technicality. It appears that the aircraft was manufactured from a partially completed airframe dated from the 1990s.

Australia Looking at Procuring Russian Fighters

I think that this is more gamesmanship than anything else. The Australian militaryreally want the F-22, but it has not been cleared for export, so so they claiming that they are evaluating the MiG-29 and the Su-35.

The Australians are not happy about having the buy the F-35 JSF, because it lacks the agility that they want, and because there are serious scheduling and budget issues.

The new defence minister has meanwhile warned that Canberra will not tolerate further delays or an increase in the cost of the F-35.

Additionally, Australia is making noises about canceling its $5.8 billion purchase of 24 F/A-18 E/F “Superhornets” as a part or reevaluating their defense needs.

My assessment is that they are playing chicken in an attempt to get the US Congress to change the law that prevents F-22 exports, though even with that hurdle taken care of, the development costs of an export version looks to be around $1 billion.

New Chinese Short Range AAM

Ares recently posted a description of a new Chinese short range air-to-air missile.

Seeing as how I actually spent some time working in rockets and missiles (SAMs mostly) I though I’d look at their thoughts and add a few of my own:

First, the missile clearly has thrust vectoring, but it does not have any forward fins. These seem to run counter to each other.

A missile lacking forward fins typically has better long range kinematics (the ASRAAM, for example actually has beyond visual range capabilities), but the thrust vectoring shows a bias toward shorter engagement distances.

It should be noted that the fore body strakes probably contribute a quite bit to aerodynamic maneuverability, particularly at high speeds (you will note that the ASRAMM below lacks them)

The rocket motor is almost certainly relatively low thrust at launch, to allow for the vectoring paddles to work with relatively small actuators (the AIM-9X does not do this, but it is reusing an old motor). Additionally, since the thrust vectoring has little benefit at higher speeds, where aerodynamics work better, it’s likely that they are jettisoned shortly thereafter in flight.

The report states that the missile is an Imaging Infra Red system, and my guess would be that uses a scanning array, rather than a staring array (go to the Wiki link, it explains the difference fully). While there are applications where a staring array is crucial, such as astronomical devices, for AAMs, the advantages are in dispute, staring arrays are much more difficult to manufacture.

One possibility is that this is the product of South African and Chinese cooperation though, it looks a lot like the Denel A-Darter (see below). Note that the A-Darter has a 6″ diameter (166mm) as compared to the 5 inches of the Sidewinder, which implies superior kinematics because of greater fuel volume).

Air Force Attempts Blackmail to Get More F-22s

The USAF has been trying any means possible to keep the F-22 production line open.

This time, it is using the structural problems of the F-15 to do so.

Let’s be clear, this is a serious issue, but the USAF permanently grounding 180 aircraft is unnecessary.

It appears that the problem is the result of two things, the age of the airframe, and the fact that some of the longerons are defective.

That being said, the USAF personnel running around crying that the sky is falling, and so you get quotes like this:

“Do you try to patch a 25-year-old airplane that has been patched and patched and patched?” another senior Air Force official asked. “After the repairs, it will not be the same aircraft it was before.”

The answer, of course, is that it will be the same aircraft as before. The repairs are not cheap, my guess would be on the order of $200,000 to $300,000 per aircraft, and with a weight hit of somewhere between 50 and 100 kg.

Compared to something north of $150,000,000 for an F-22, it is an inexpensive solution.

One of the things that USAF is studiously quiet about is the fact that the F-15 is a superior platform for the interception of cruise missiles, because it has a larger antenna for its radar (Physics is a bitch, ain’t it).

Hack0rz to Penetrate 787 Systems in flight

Well, it appears that one of Boeing’s innovations with the 787 is the ability to wirelessly access maintenance and control systems, and the FAA is demanding that there be more security on these systems.

The Lone Gunman an X-Files spin off, in which the forces of fascism attempt to take over the computer systems of an airliner and fly it into the Twin Towers.

Heck, the entire world is beginning to seem like an episode of The Lone Gunman.

Indo-Russian Collaboration on PAF FA (T-50)

This plane is intended to replace the Su-27 series, and it now appears that
Russia and India are in a 50-50 workshare.

I’m not entirely sure what this would mean, though the Indians are looking to use this aircraft on their carrier.

The company-to-company discussions ffollow an October 2007 intergovernmental agreement between Russia and India signed an on the cooperative development of a fifth-generation multi-role fighter. “This will be 50/50 cooperation in terms of intellectual property, resources and money,” said [Sukhoi CEO Mikhail] Pogosyan.

It appears that the Indian variants will have entirely Indian avionics, which is likely the result of Indian industrial policy.

In developing independent avionics, they may have an opening with upgrades of the aircraft sold to 3rd countries.

As to the 50/50 split, my guess is that this is more of offset numbers than real sharing. This is the crown jewels of Russian aerospace.

A quick note, the fact that the project is called the T-50 means that it has some variant of a delta wing. Were it swept wing, it would be something like S-50, which is why Sukhoi’s forward swept wing demonstrator was called the S-37.

Pilot Retirement Age Raised to 65

Normally, this sets up a battle with the younger pilots and airlines (they like replacing expensive senior pilots with cheaper junior ones) on one side, and older pilots on the other, but given given the fact that there is a severe pilot shortage as a result of airlines engaging in a 30 year war to pay pilots less and screw them out of their retirement packages, it is unsurprising that this made it into law.

The older pilots need the money to account for their bankruptcy reduced pensions, and the younger pilots have plenty of openings anyway, and the airlines, having succeeded in making the job of pilot suck, just need the additional years.

Gripen Upgraded Engine Cheaper

It turns out that in addition to providing 20+% more thrust, the F-414 has about the same air flow requirements, meaning no major redesign of the inlets, and it is actually cheaper than the F-404 derived RM12 that it replaces.

Of note, the AESA that they are looking at installing is angled:

Which could give lower radar cross section, and possibly better azimuth performance if the antenna rotates.

What is really amazing is that they expect the proof of concept demonstrator to fly next year.

To the degree that there is a Mirage III type success of this generation of aircraft, I think that it will be the Gripen, though purchases of the previous generation (or half generation depending on how you count) F-16s may still dominate the market because of the relatively low cost.

Israelis Looking at Air Launched Microsats

Israel already has its own independent launch capability, and as a result of launching targets for its Arrow ABM system, it also has a background in a properly sized air born launcher for quick response (Paid subscription required).

It would be based on the Blue Sparrow and Black Sparrow targets, which are launched from an F-15.

One of the things driving this are the constraints on Israel’s current launcher:The program to field a tactically responsive launcher is shaped by Israel’s unique geographic constraints: The existing Shavit rocket has to be fired west-to-east across the Mediterranean to avoid violating the airspace of Israel’s neighbors. The launch direction also restricts Shavit’s payload potential, which in turn has limited the size of Israeli military communications and surveillance satellites.

Using an aerial launcher will allow launches with earth’s rotation, giving greater payload.

Pentagon Support for Useless, Overprices Boondoggle Gains Strength

Yes, after years of lobbying, it looks like the Pentagon may support buying more F-22s.

It’s expensive, it’s designed for use against the non-existent Warsaw Pact, it has no advantages in a counter-insurgency campaign, and it is highly limited (the JSF is a far better bomb truck).

Additionally, any new production will have to update computer hardware and software, because the original architecture is obsolete.

Yet another indication that the USAF should be reintegrated into the Army. This is a toy for the wild blue yonder set.

Israel’s Lessons Learned in Lebanon

First, we have a USAF analysis and bomb damage assesment (paid subscription required) which basically comes down to the following: Don’t let an Air Force General be the chief or your general staff, as General Dan Halutz was. The pertinent quote:

Israel broke new ground when it became the only other country besides the U.S. to conduct a sustained, round-the-clock, modern air campaign in responding to rocket and missile attacks by Hez­bollah from southern Lebanon, says Arkin. But in doing so, Israel also followed a discredited airpower model by failing to connect air and ground attacks to its overall political and military objectives and communicate what it was doing.

This basically translates to following Curtis LeMay’s strategic bombing doctrine. It is another argument against having an air force as an independent branch of the military service.

The Israeli assesment of the war (paid subscription required), is similar, though I think a more complete analysis. Some pertinent quotes:

Specifically faulted is the decision to begin operations before military objectives and political goals had been identified.

“Hezbollah is not the problem; leadership is,” says one of Israel’s renowned generals, now retired. That lack of leadership failed to improve a longtime mis-prioritization of effort, intelligence, training and decision-making that led to a muddled military campaign, he says.

Additionally, one finds problems in coordination between services:

Early in the conflict, the Israeli air force (IAF) was not in the same network as the army, according to aerospace industry officials; however, after several days of combat, that connection was made and data exchange was improved.

….

“The air force did a good job in taking out the medium- and long-range missiles,” the retired general says. “Northern Command was the problem. The air force could attack only [in short-range missile launch areas] if it got permission. Katyushas and other short-range missiles were the responsibility of the artillery and Northern Command.”

Additionally, it appears that the IDF was going through a shift similar to Rumsfeld’s transformation, with similarly dismal results.

Government officials had not anticipated a war, and Halutz (a technocrat) had been brought in to the top position to shave defense spending, streamline acquisition and change the force to a less armor-heavy mix. Air Force pilots of the rank of colonel and brigadier general, asked about the Army’s antipathy toward Halutz, say the former chief of staff would be the last to blame anyone in the army, but they agree there was a good deal of resentment from regular army commanders who saw opportunities for senior positions slipping away from them as the military changed.

Part of the lesson is a round the clock air presence above the the battle space, and part is the fact that there really was no plan on what to do if the army had to move in a full scale invasion:

If the army had been better prepared, some Israeli officials contend, a strong move toward Beirut would have pulled the Hezbollah fighters out of their bunker positions and forced the Lebanese government to get involved earlier. But with the transformation unfinished, an attack into Hezbollah’s most heavily fortified positions turned into a war of attrition and a political trap.

….

“You can only get rid of the Katyushas with a land force,” says the retired general. But by the time the ground force was heavily involved, the conflict had gone on for a month and Hezbollah was in its long-prepared positions. “The attack was strategically incorrect,” he says. “Instead of going into Hezbollah land, they should have gone to Beirut. They lost [military and political advantage] every day after the first four. You have to go for the limited war, otherwise the advantage is with the irregulars, and the focus shifts from the battlefield leaders to guys in offices.”

Basically, Israel bought into the “Networked war” model that the US has been pushing for some time, and it did not work against irregular forces (It did against Saddam’s army, then failed utterly against the insurgency).

I think that there is going to be a much greater role for armed drones in the future too:

Discussing UAV armament is taboo, but Elbit-built Hermes 450s were armed with missiles and used heavily as strike aircraft during the Lebanon fighting. Late in the war, no Hezbollah short-range missile was fired without immediate counter-fire from a UAV or manned aircraft, say a number of Israeli officials. To ensure there was always a UAV available on short notice, they were operated in stacks positioned over several parts of the battlefield. A UAV would enter the stack upon arrival, circle until needed and then return to base after completing its mission. The aircraft operated at an altitude where they could not be heard and, often, not seen. The Hermes 450s generated 16,000 flying hours, three months in a row with a 92% mission completion rate, the officials say.

Despite hard flying by the UAV unit, management of the conflict limited their contribution and exposed their limitations.

My guess is that we will first see this in the skies above Gaza, where the opportunity for immediate response to Kassam launchers being set up will be the primary mission.
