Reality: 1 – USAF: 0

Because they have nothing else that can do the job, the the United States Air Force has declared a hiatus on trying to scrap the A-10 Warthog:


The U.S. Air Force has reportedly decided to temporarily call off its campaign to retire the long-serving Fairchild Republic A-10 Thunderbolt II close air support aircraft. The service finally relented because the Warthog is in high demand fighting the Islamic State terrorist entity in Iraq and Syria.

With its distinctive, even ungainly design, the Warthog is nonetheless beloved by U.S. ground forces who have come to rely on the low flying jet to provide air cover during battles with militants in Iraq and Afghanistan. But the Air Force was — until recently — trying to retire the jet in favor of the stealthy, supersonic Lockheed Martin F-35 Joint Strike Fighter.

“It appears the administration is finally coming to its senses and recognizing the importance of A-10s to our troops’ lives and national security. Since before I took office and after, I’ve consistently highlighted the A-10’s irreplaceable capabilities and worked to expose the administration’s flawed argument for wanting to retire it prematurely,” Rep. Martha McSally — a former A-10 squadron commander and current member of the House Armed Services Committee — said in a statement.

She added:

“With A-10s deployed in the Middle East to fight ISIS, in Europe to deter Russian aggression, and along the Korean Peninsula, administration officials can no longer deny how invaluable these planes are to our arsenal and military capabilities. But our fight does not end here. The administration has been persistent in its efforts to send our best close air support asset to the boneyard without a replacement. That’s unacceptable, and I’ll continue to lead the fight to ensure we keep these planes flying until we know without a doubt we can replace their capabilities.”

The facts on the ground are no surprise, but the fact that the USAF has acknowledged reality is.

They have been soft pedaling their close air support duties since at least the Korean war, when they refused to deploy the P-47 Thunderbolt, and instead deployed the P-51 Mustang, which carried less ordinance and was far more vulnerable to ground fire because of its aft mounted radiator. (And the fact that the Thunderbolt was built like a f%$#ing tank)

I Think I Understand What Turkey is Doing

This business will get out of control. It will get out of control and we’ll be lucky to live through it.

Things in Syria are out of control, had have been since Turkey and Saudi Arabia founded ISIS to take down the Assad regime.

While silliness, like the brouhaha over a (hopefully soon to be court martialed and discharged) Russian soldier who brandished a rocket launcher while transiting the Bosporus, people are ignoring the fact that Turkey just invaded Iraq:

Turkey said on Monday it would not withdraw hundreds of soldiers who arrived last week at a base in northern Iraq, despite being ordered by Baghdad to pull them out within 48 hours.

The sudden arrival of such a large and heavily armed Turkish contingent in a camp near the frontline in northern Iraq has added yet another controversial deployment to a war against Islamic State fighters that has drawn in most of the world’s major powers.

Ankara says the troops are there as part of an international mission to train and equip Iraqi forces to fight against Islamic State. The Iraqi government says it never invited such a force, and will take its case to the United Nations if they are not pulled out.

Washington, which is leading an international coalition against Islamic State that includes Turkey, Arab states and European powers like Britain and France, has told Ankara and Baghdad to resolve the standoff, and says it does not support deployments in Iraq without Baghdad’s consent.

The Turkish troops’ presence is an embarrassment for Iraqi Prime Minister Haidar Abadi, under strong pressure from powerful Iran-backed Shi’ite political groups to kick them out.

I have made the point numerous times that evidence indicates that Recep Tayyip Erdoğan is determined to remake Turkey, and Syria, into Islamic states.

This neglects some of his other behavior, where he has attempted to efface the memory of Mustafa Kemal (Atatürk) and to hearken back to the Ottoman Empire.

His attempts to recreate Ottoman buildings in Gezi Park, which led to massive protests, is one of the more prominent example of this.

I am now thinking that he is not just interested in Islamizing his neighborhood.  I think that he wants the return of something like an Ottoman Empire, or at least something very much like it using spheres of influence.

As a historical note, what is now Mosul was captured by the British after the armistice, and Turkey disputed its allocation to Iraq ferociously in the early 1900s.

I will note that my thesis is “Out there”, and that other folks are suggesting that this is a way to sabotage the Kurds autonomy in Iraq (likely), or a way to extort a route for a Qatar Turkey natural gas pipeline to replace the now moribund plan to run such a pipeline through Syria.

In either case, this is getting really ugly really quickly.

Russian Shootdown Update

First, it appears that Erdogan’s Son Bilal owned the oil trucks that were bombed by Russia on the day before the shootdown. Funny how that works:

The prime source of money feeding ISIS these days is sale of Iraqi oil from the Mosul region oilfields where they maintain a stronghold. The son of Erdoğan it seems is the man who makes the export sales of ISIS-controlled oil possible.

Bilal Erdoğan owns several maritime companies. He has allegedly signed contracts with European operating companies to carry Iraqi stolen oil to different Asian countries. The Turkish government buys Iraqi plundered oil which is being produced from the Iraqi seized oil wells. Bilal Erdoğan’s maritime companies own special wharfs in Beirut and Ceyhan ports that are transporting ISIS’ smuggled crude oil in Japan-bound oil tankers.

Gürsel Tekin vice-president of the Turkish Republican Peoples’ Party, CHP, declared in a recent Turkish media interview, “President Erdoğan claims that according to international transportation conventions there is no legal infraction concerning Bilal’s illicit activities and his son is doing an ordinary business with the registered Japanese companies, but in fact Bilal Erdoğan is up to his neck in complicity with terrorism, but as long as his father holds office he will be immune from any judicial prosecution.” Tekin adds that Bilal’s maritime company doing the oil trades for ISIS, BMZ Ltd, is “a family business and president Erdoğan’s close relatives hold shares in BMZ and they misused public funds and took illicit loans from Turkish banks.

BTW, it now appears that between the Russians deploying a guided missile cruiser and S-400 long range SAMs, has created a no-fly zone in Syria, for the Turks:

The Turkish army has suspended flights over Syria as part of an ongoing joint military campaign with the United States against the Islamic State of Iraq and the Levant (ISIL) after it shot down a Russian jetfighter, sparking an unprecedented crisis between Ankara and Moscow.

The decision was taken following the eruption of the crisis with Russia in which a Turkish F-16 downed a Russian warplane early Nov. 24 after it allegedly violated Turkish airspace, according to diplomatic sources.

Sources, speaking on condition of anonymity, stressed that the suspension of the Turkish jetfighters’ participation in the U.S.-led military operations against ISIL was in fact a mutual decision taken with Russia, which also halted its aerial campaigns near the Turkish border. Both parties will continue to be as careful as possible in a bid to avoid a repetition of such incidents until they re-establish dialogue channels to reduce the tension.

Turkish and Russian military officials held initial talks on the incident on Nov. 25 as the office of the Chief of General Staff invited defense and military attachés from the Russian Embassy to military headquarters to inform them about how the incident took place. However, there is still a need for high-level political meetings to let the two parties reconcile and reduce the tension.

I would take the bit about Russia standing down, because we have numerous report of continued airstrikes by Russia against targets across Syria.

The important part of Turkey standing down in Syria is probably that the Kurds, who are now supported by both the Russians and the US are likely to have far greater freedom of operation, as they will not have to worry about Turkey bombing them.

Rather unsurprisingly, we now have a timeline, with the Russian jet in Turkish airspace for less than 18 seconds according to Turkish claims (how you warn an aircraft 10 times in 18 seconds is an activity I will leave as an exercise to the reader), which implies that this was not a timely response to a Russian provocation, but a predetermined and preplanned shootdown, which indicates that the (absurd) Turkish assertions that they did not know the plane was Russian are lies.

Meanwhile, the Russians have implemented a series of sanctions against Turkey.

Most significantly, it appears that this will involve the shutting down the tourist trade to Turkey, which is something like a quarter of Turkey’s tourism business, though it will also likely involve agricultural products and textiles.

Russia is not doing anything involving natural gas exports at this time.

I think that sanctions involving natural gas are highly unlikely:  Turkey actually pays for its gas, and were they to do so, it would spur alternate pipelines to Turkey, and perhaps to through Turkey to Europe.

It’s a mess, but in the short term, it appears, in the short term at least, that Turkey is coming out the worse on this, because they will be less able to prosecute their policies in Syria.

U.S. Military Suspends Members Over Kunduz Hospital Strike – The New York Times

The top American commander in Afghanistan, Gen. John F. Campbell, said Wednesday that several service members had been suspended from duty after an internal military investigation of the American airstrike on a Doctors Without Borders hospital in Kunduz last month.

Calling the airstrike a “tragic mistake,” General Campbell read a statement announcing the findings of the investigation, which he said concluded that “avoidable human error” was to blame, compounded by technical, mechanical and procedural failures. He said another contributing factor was that the Special Forces members in Kunduz had been fighting continuously for days and were fatigued.

The special forces were “Fatigued”.

Sounds like, “The dog ate my homework.”

General Campbell and his staff did not say how many people were being disciplined, or how. But a senior United States military official, speaking on the condition of anonymity, said that one of those punished was the Army Special Forces commander on the ground in Kunduz during the fighting. The official would not identify the commander by name, but said the officer, a captain, was relieved of his command in Afghanistan on Wednesday morning.

Translation: he is the the chosen patsie, because he is only a captain.

This what happens in these cases:  They lay everything at as low a level as is possible, and/or blame reservists or national guardsman.

Kunduz, a provincial capital in northern Afghanistan, had been seized by the Taliban in the days before the airstrike. General Campbell said the gunship’s crew believed it was firing on a different building identified as a Taliban base in the city. He said that the aircraft’s targeting systems failed to deliver accurate information and that email and other electronic systems aboard the aircraft, including a video feed that would normally have sent pictures to higher-level commanders in real time, also failed during the operation.

Seriously?

The general confirmed that Médecins Sans Frontières, the French name of Doctors Without Borders, had succeeded in reaching the Special Forces commander to inform him of the attack about 12 minutes into the airstrike, at 2:20 a.m. But he said the strike was not called off until 2:37 a.m. — after the aircrew had already stopped firing. But that timeline does not agree with accounts by the aid group and other witnesses, who said the strike went on for more than an hour.

The aid group, which has called for an independent, nonmilitary international inquiry into the airstrike, was sharply critical of General Campbell’s remarks. “The U.S. version of events presented today leaves M.S.F. with more questions than answers,” said Christopher Stokes, the organization’s general director. “The frightening catalog of errors outlined today illustrates gross negligence on the part of U.S. forces and violations of the rules of war.”

Gee, you think?

This stinks to the high heavens.

The Military Faked Intelligence Data? Say it Isn’t So!

They always say that truth is the first casualty of war.

What they don’t say is that senior officers in the Pentagon have a long history of lying to their superiors in civilian leadership. Maybe they should:

When Islamic State fighters overran a string of Iraqi cities last year, analysts at United States Central Command wrote classified assessments for military intelligence officials and policy makers that documented the humiliating retreat of the Iraqi Army. But before the assessments were final, former intelligence officials said, the analysts’ superiors made significant changes.

In the revised documents, the Iraqi Army had not retreated at all. The soldiers had simply “redeployed.”

Such changes are at the heart of an expanding internal Pentagon investigation of Centcom, as Central Command is known, where analysts say that supervisors revised conclusions to mask some of the American military’s failures in training Iraqi troops and beating back the Islamic State. The analysts say supervisors were particularly eager to paint a more optimistic picture of America’s role in the conflict than was warranted.

In recent weeks, the Pentagon inspector general seized a large trove of emails and documents from military servers as it examines the claims, and has added more investigators to the inquiry.

Staff members at the House Permanent Select Committee on Intelligence are also poring over years of Centcom intelligence reports and comparing them to assessments from the Central Intelligence Agency, the Defense Intelligence Agency and others. The committee is not just examining reports about Iraq, Syria and the Islamic State, but also about Afghanistan and other areas under Centcom’s purview. The insurrection inside Centcom is an important chapter in the story of how the United States responded to the growing threat from the Islamic State. This past summer, a group of Centcom analysts took concerns about their superiors to the inspector general, saying they had evidence that senior officials had changed intelligence assessments to overstate the progress of American airstrikes against the Islamic State, also known as ISIS.

Senior lawmakers have begun their own inquiries into the military’s intelligence apparatus. Representative Mac Thornberry, the Republican from Texas who is chairman of the House Armed Services Committee, said in an interview that his committee was examining intelligence assessments from Centcom and other military commands to see if there was a systemic problem of dissenting voices being muffled by senior military commanders.

That investigation was prompted by complaints this past summer from Centcom’s longtime Iraq experts, led by Gregory Hooker, the senior Iraq analyst. In some ways, the team’s criticisms mirror those of a decade ago, when Mr. Hooker wrote a research paper saying the Bush administration, over many analysts’ objections, advocated a small force in Iraq and spent little time planning for what would follow the invasion.

Lawmakers originally said that the Centcom investigation would be completed in weeks. But Pentagon investigators have found the work painstaking and it could span months. In addition to determining whether changes were made to intelligence reports — and if so, who ordered them — the investigators, like the staff members of the House intelligence committee, are studying reports from other intelligence agencies produced at the time to determine what was actually occurring in Iraq and Syria when the reports were written.

This sort of sh%$ needs to stop.

This is simply unacceptable. It is antithetical to the idea of civilian control of the military.

Anyone in the chain of command for these actions need to be sent stateside now.

Once the investigation is done, any responsible for this should be court martialed. Anyone who should have known and did not make a report to the inspector general should be fired.

This was a deliberate attempt to deceive the SecDef and the President. It cannot, and should not, be tolerated.

Yes, Dumping the ABM Treaty was Such a Good Idea………


The insistence that missile defense is not directed at Russia is literally laughable

Not.

It appears that in response to the installation of ballistic missile defense in Europe has led Russia to leak plans of a massive nuclear armed torpedo:

Then came the new U.S. missile defense in Europe. All Russian protests and warnings against stationing such capabilities have not been able to deter the U.S. for proceeding with it. Should the missile defense project go forward Russia will have to invent new means to reintroduce a significant second strike capability. Both sides, Russia says, would be better off by not introducing these new capabilities.

To strongly send that message the Russian military scientists went back into the archives to find some old crappy idea that could overcome missile defense and be horrible enough in its effects to recreate some deterrence.

The scientists came back with an odd idea the “human rights activist” Andrej Sakharov once promoted:

At the height of the Cold War, August 12, 1953 have been produced successfully tested the new Soviet weapons of terrible destructive force – a thermonuclear bomb. One of the creators of the bomb, the newly elected member of the Academy of Sciences of the USSR, the 32-year-old Andrei Dmitrievich Sakharov suggested as a “means of delivery” to use the developed nuclear submarines of project 627, equipping each of them a giant torpedo under the 100-megaton thermonuclear charge (approximately 6000 times more powerful than the bomb dropped on Hiroshima). As conceived by the young academician exploding the U.S. coast ocean, these torpedoes were to cause a tsunami of unprecedented power, the height of 300 meters, which would be simply washed off American cities, causing irreparable damage to the United States.

The planned U.S. “missile defense” systems would have some difficulties hitting such a torpedo.

Thus the Kremlin decided to reuse this old Sakharov idea to scare the U.S. off from its current “missile defense” course:

On November 10, 2015 President Putin held a regular meeting with his generals in Sochi to discuss development of the Russian strategic forces. The president used the occasion to complain again about U.S. missile defense plans and to warn that Russia will do whatever it takes to preserve the strategic balance.

The meeting was filmed (vid) by a major Russian TV station and “just by chance” the cameraman caught a power point page (also at 1:46 min in the video) one of the attending Generals was reading:

Russian television cameras caught a page in a briefing book describing the development of a new nuclear weapons system called Status-6. It’s nothing less than an underwater drone designed to carry a thermonuclear weapon into foreign ports. If detonated, Status-6 would be capable of dousing cities like New York in massive amounts of radioactive fallout.

“Massive amounts of radioactive fallout” or, in the old version, a 300 meter high tsunami – choose whatever you like better but you will probably be hit with both.

I think that this is deliberate leak, intended as a warning regarding the US plans for BMD.

Certainly the range figures are highly suspect, having a speed of 100 kts, a max depth of 1,000 meters, and a range of 10,000 km.

That range would require nuclear propulsion, which I do not see as particularly feasible, since using some derivative of Russian thermionic reactors developed for space would mandate a much slower speed, as the output of such a system tops out at a few kW.

The depth and speed are certainly achievable though, given that the crush depth of the (manned) Alpha class boats appears to be above 1000 m, and the speed of modern heavyweight torpedoes (and I am not counting the supercavitating ones here, those are exclusively short range) are in excess 60 kts, at ranges in excess of 50 km.

As to the warhead size, the Tsar Bomba had a 50 MT yield, and that was a two stage weapon, with the tertiary stage eliminated because of fallout concerns, though with a weight of 30 tons, I cannot see it on a large torpedo unless its weight could be reduced by about ¾.

A more realistic scenario, at least to the degree that the end of the world can be called “realistic”, is to place SSBNs relatively close to the US (say 2000-3000 miles), and fire missiles on depressed trajectories, but that is not as “sexy” as some sort of new Russian “super-weapon”.

Of course, we could avoid such idiocy if the United States as a nation was not so dedicated to maintaining the perception of American hegemony in all aspects of power in the guise of “Exceptionalism”. 

This serves neither world nor the United States, as evidenced by increases in death rates among middle aged white males in the US.

This happened in the USSR before its collapse, and the explanation at that time was that excessive military spending was sucking the marrow out of their society, and it appears that this is what is happening in the US now.

Why Northrop Won the LRS-B Contract

Over at Aviation Week, Bill Sweetman has a very good analysis as to why Northrop-Grumman beat the joint Lockheed-Martin Boeing bid for the LRS-B bomber program. (Paid subscription required)

When one considers the relative sizes of the competitors, Boeing and LM both dwarf Northrop, it was a surprise when won:

Northrop Grumman won the Long-Range Strike Bomber (LRS-B) contest on cost; the question is whether it also beat its rivals on technology and risk. The immediate response from Lockheed Martin and Boeing was to query the cost and risk assessment behind the decision; Loren Thompson, a consultant to both companies, confirmed that they knew from the numbers announced on Oct. 21 that they had been underbid, quite unexpectedly and by a decisive margin, pointing to fatal flaws in their strategy.

Thompson’s later column in Forbes, focusing on Northrop Grumman’s ability to execute the engineering and manufacturing development (EMD) contract, suggests that the winner undercut its rival on EMD. “I’d say Wes [Northrop CEO Wes Bush] bet the company,” Thompson said. One Wall Street analyst who had predicted a Boeing team win said: “I have an impossible time believing that this will be a financially attractive proposition if he underbid the only defense contractor who understands lean manufacturing.”

But Northrop Grumman did precisely that—relying on its operational experience with wideband, all-aspect stealth technology on the B-2 bomber and the still-secret RQ-180 intelligence, surveillance and reconnaissance (ISR) unmanned air vehicle. Also, the winning formula was not just a question of delivering more stealth or greater range, but of meeting a complex set of requirements that stressed risk reduction, an open systems architecture, agile management and new manufacturing technology.

The conventional wisdom is that Northrop significantly underbid LM and Boeing, and that they will unable to execute their extremely aggressive bid.

Sweetman notes looks toward Northrop’s experience with the RQ-180, which seems to imply that they may have made a breakthrough in incorporating aerodynamic efficiency and broadband stealth.

I think that it is something else, and I think that Sweetman buried the lede here, because the following requirements should have whoever made the decision fleeing from LM like Laurie Strode did from Michael Meyers:

LRS-B, too, is planned to be upgraded easily and competitively, “with space and weight provision for things we can’t imagine today,” LaPlante said. Open architecture, he noted, could allow the Pentagon to procure a new or upgraded subsystem competitively, “provide it to the prime and say, ‘integrate this.’” Along with the cost of maintaining the bomber’s low-observable systems, upgrades will account for a large proportion of the bomber’s life-cycle cost—which will be much greater than its procurement bill.

Lockheed Martin brought its experience with stealth systems integration to the party. But the history of the F-22—where upgrades have been constrained by a tightly integrated architecture, so that every change requires painstaking regression testing to ensure that other functions are not affected—was exactly what the LRS-B program’s open architecture is designed to avoid.

Lockheed-Martin has been doing tightly integrated monolithic systems for years, which runs counter to just about every rule of both software and weapons development, where critical functions should be segregated from everything else.

L-M’s model, as shown in the F-22 and the F-35 is put everything in one box that no one can look into except for Lockheed Martin.

They make their money by placing a toll on access.

It’s great for Lockheed Martin, but it’s technically stupid, and bad for the end user and the taxpayer, and it appears that someone in the Pentagon has finally recognized this.

I keep hearing about a super Russian jammer that blocks all NATO Sensors at 600 km.

The reports are crap.

First the claims are literally incredible, by which I mean that they are impossible to believe.

They are supposed to hit all radars, sonars, electro-optical sensors, and navigation systems: (in Comic Sans font, no less)

From the combat zone in northern Syria comes news of the deployment of a new Russian electronic jamming system which can reportedly blind radar, disrupt electronic guidance systems, and interfere with satellite imagery as well. As a result, NATO is effectively blinded inside a bubble of 600 km in diameter centered on the Russian base at Latakia, reports, Thierry Meyssan from Damascus.

The technology in question seems similar to the KRET Richag-AV system, although it apparently functions on a larger scale. A tactical version of this system was presented to journalists in the Russian city of Back in April 2015. As Sputnik reported then:

“The Richag-AV system, mounted on the Mi-8MTPR1 (a variant of the Mi-8MTB5-1 helicopter) is said to have no global equivalent. Its electronic countermeasures system is designed to jam radar, sonar and other detection systems in the aims of defending aircraft, helicopters, drones, ground and naval forces against air-to-air and surface-to-air defense systems within a radius of several hundred kilometers. It can be mounted on units from any branch of the armed forces, including helicopters and airplanes, as well as ground and ship-based forces. The Mi8-MTPR1-based Richag-AV platform, using multi-beam antenna arrays with DRFM technology, is designed to actively jam and thus ‘blind’ radar systems in order to defend against radio-electronic guided weapons systems. In a combat situation, the system would operate as part of an aviation shock attack group aimed at breaking through virtually any defense system, blinding everything up to and including the US MIM-104 ‘Patriot’ anti-aircraft missile system.” (OSNET DAILY)

Even a cursory examaminatin reveals this to be patently false.

The physics shows that it cannot work.

First, of course, is the curvature of the earth:  at 600 km, you can operate at significant altitude while the signal ia attenuated by rock and dirt.

Signal power decreases as the square of the distance, so if you are using brute force jamming, you would need to 100 times more power if the jammer were at a full distance and the sensor was at a distance of 60 km.

In terms of jamming communications, modern military communications signal hop, so any jammer would have to determine the frequency and respond.

Assuming that the jammer could instantly shift frequencies, it would be 4 milliseconds before it could jam a new frequency because of the speed of light.

With 10 frequency changes per second, and a base speed of 56 kbps for nostaligia’s sake, you end up with 2 kbps, which would have been stunning to me when I was using a 300 baud modem in the early 1980s.

Realistically, you could get more than 10x that out of any communications system, because the base rate would be higher, and the jammer could not respond instantly.

Not enough speed for full time video, but enough for video stills.

Finally, you also have created a huge beacon that would just says to a potential enemy, “Shoot me now.”

The whole idea reads like the Cylon cyberattack in the Battlestar Galactica reboot.

I just got to the bottom of this, with help from an Aviation Week article from over a month ago by the indispensable Bill Sweetman.
The system is far more limited, and does not hit things like satellites and sonar. It jams AWACS, which is eminently doable, and tactically significant:

Russian defense electronics conglomerate Kret (Concern Radio-Electronic Technology) introduced a range of new electronic warfare (EW) systems at the 2015 MAKS air show at Zhukovsky, near Moscow, including a new helicopter-borne jamming system and a high-power ground-based system designed to blind the widely used Boeing E-3 Airborne Warning & Control System (AWACS) and other systems using the S-band (2-3 GHz). According to Kret, the Krasukha-2 AWACS jammer can act as a high-power microwave weapon, with enough power to damage target hardware. It is developed by Kret’s Gradient subsidiary and is mounted on a BAZ 6909 8 X 8 truck.

The 9-ft.-dia. parabolic reflector focuses energy from a battery of feed horns and at least two secondary side feeds, and sits, with the radio-frequency signal generators, on a 360-deg.-rotatable platform, with up to 5 deg. elevation. It is claimed to be effective over a 45-deg. angle to the main radar beam, jamming through the radar’s sidelobes, and able to mask a target from an AWACS that is 150-300 km (93-186-mi.) from the jammer. The 100-kW-plus generator and power-conditioning system is built into the truck chassis and is driven by a spur from the transmission.

It is an impressive piece of kit, but it does not violate the laws of physics as claimed in the other article.

If they manage to integrate this with an electronically scanned antenna, it would be even more formidable, but it isn’t a world beater.

It is notable in that it is a capability that NATO does not possess, our doctrine is predicated on a system where we always have air superiority.

Russian doctrine does not operate under this assumption.

Blow Up One Mainframe, and Shut Down the Entire F-35 Fleet

The US military, and Lockheed-Martin have structured the software of the F-35 so that the plane cannot fly without a direct connection to a L-M mainframe:

The unilateral decision by the United States to locate all F-35 software laboratories on its territory, and to manage the operation and sustainment of the global F-35 fleet from its territory, has introduced vulnerabilities that are only beginning to emerge.

The biggest risk is that, since the F-35 cannot operate effectively without permanent data exchanges with its software labs and logistic support computers in the United States, any disruption in the two-way flow of information would compromise its effectiveness.

All F-35 aircraft operating across the world will have to update their mission data files and their Autonomic Logistic Information System (ALIS) profiles before and after every sortie, to ensure that on-board systems are programmed with the latest available operational data and that ALIS is kept permanently informed of each aircraft’s technical status and maintenance requirements. ALIS can, and has, prevented aircraft taking off because of an incomplete data file.

Given that the United States hopes to sell hundreds of F-35s to allies in Europe, Asia and Australia, the volume of data that must travel to and from the United States is gigantic, and any disruption in Internet traffic could cripple air forces as the F-35 cannot operate unless it is logged into, and cleared by, ALIS.

For example, “Mission data load development and testing is a critical path to combat capability,” Pentagon OT&E director Michael Gilmore said in his fiscal 2014 report. “Accuracy of threat identification and location depend on how well the mission data loads are optimized to perform in ambiguous operational environments.”

Updating and uploading mission data loads depends on a functioning Internet, and as Wired.com noted in an Oct. 29 story, “undersea Internet cables are surprisingly vulnerable.” It quoted Nicole Starosielski, a media scholar at New York University, as saying that “people would be surprised to know that there are a little over 200 systems that carry all of the internet traffic across the ocean, and these are by and large concentrated in very few areas. The cables end up getting funneled through these narrow pressure points all around the globe.”

The fear is that an “ultimate Russian hack on the United States could involve severing the fiber-optic cables at some of their hardest-to-access locations to halt the instant communications on which the West’s governments, economies and citizens have grown dependent,” the article said.

Whatever the other repercussions, such an event would severely limit the ability of the world’s F-35 fighters to fly – due to a loss of ALIS link – and to operate effectively, as their fighting ability would disappear if their software and mission data files could not be updated.

Given that the ALIS mainframe is located at Fort Worth, Texas, operating the F-35 will require three very large data conduits to and from these locations, again using Internet cables as the volume of data is too great for satellite transmission.

In fact, if the F-35 performs as advertised, it should gather very argue amounts of tactical data during each mission – data that it will have to transmit to the software labs in the US so they can be used to update the mission data files, adding another large volume data flow in both directions.

They don’t need to cut internet cables.  They send some guy in with an explosives vest to the mainframe, and the fleet is grounded.

More important to our foreign “Partners” is that this also means that an F-35 fleet can shut down by Lockheed-Martin over a  billing or maintenance dispute, or by the US over a foreign policy dispute.

This is not a bug, this is a feature, and it is one that almost certainly came from L-M, because it creates a captive customer:  No one can maintain the aircraft without paying a toll to them.

Even if the aircraft performs as promised, the basic concept for its operation is untenable.

Run away from this clusterf%$#.

Jeremy Corbyn Goes There

He just (rightly, IMNSHO) accused Britain’s Chief of the Defence Staff General Nicholas Houghton of attempting to meddle in civilian politics:

British Labour party leader Jeremy Corbyn accused the country’s armed forces chief on Sunday of taking sides in the hot button political issue of overhauling Britain’s nuclear weapons program.

Gen. Nicholas Houghton earlier on Remembrance Sunday, when Britain commemorates its war dead, said he was “worried” by Corbyn’s vow never to press the “nuclear button”.

Corbyn issued a statement expressing “serious concern” over Houghton’s statement, calling on Defence Secretary Michael Fallon to “take action.”

“It is a matter of serious concern that the chief of the defence staff has today intervened directly in issues of political dispute,” said Corbyn, who is opposed to a revamp of Britain’s nuclear weapons system, Trident.

“It is essential in a democracy that the military remains politically neutral at all times,” said the Labour leader.

Corbyn is right, of course, Houghton’s behavior is unacceptable in a democracy, particularly when juxtaposed with long time rumors of military preparations for a coup in 1974.

One hopes that Houghton will learn his lesson, and shut the f%$# up.

Canadian Defense Industry May See Immediate Benefit from F-35 Cancellation

Specifically, Canada has two needs, to replace its tired F/A-18s. but it also needs to replace much of its navy, which is well past its “sell by date”.

It turns out that the money saved by cancelling the F-35 may well free up money to allow for new ships, which will have the effect of creating a net plus for the Canadian defense industry:

While Canadian firms stand to lose business with the country’s withdrawal from the F-35 program, its maritime industry is expecting a potential windfall from the change of direction in defense.

Prime Minister Justin Trudeau has promised to put more money into Canada’s ailing naval shipbuilding program, including any savings from selecting a cheaper alternative to the F-35 fighter jet. Maritime industry officials said that could mean more ships and more work.

Trudeau promised the shift in defense priorities during the recent federal election campaign. His government was elected Oct. 19 and took power Nov. 4.

The previous Conservative Party government had launched the National Shipbuilding Procurement Strategy (NSPS) in 2011. That outlined an ambitious CAN $30 billion plan (US $23 billion) to construct new vessels for the Royal Canadian Navy and Canadian Coast Guard. NSPS would see construction of 28 major warships and 116 smaller vessels.

Conservative Party Prime Minister Stephen Harper, who was defeated by Trudeau, had earlier dismissed the Liberal promise to spend more money on shipbuilding as unnecessary, noting that his government originally put enough funding into NSPS.

But the shipbuilding strategy has been dogged by concerns from industry. Defense analysts, the Royal Canadian Navy and the country’s Auditor General Michael Ferguson have all warned there is likely not enough money to build all the needed vessels.

Before the Conservative Party government was defeated, Defence Minister Jason Kenney acknowledged that the NSPS plan, supposed to build up to 15 replacement ships for the Navy’s frigates and destroyers, might actually only finance 11 vessels.

Trudeau may very well have backed himself into a win-win scenario for canada.

Chinese Begin to Market the F-35 Done Right

The Chinese were at the Dubai airshow, and the manufacturer is aggressively marketing their FC-31 medium weight fighter:

China’s Aviation Industry Corporation (AVIC) has stated plans to fly a production version of its FC-31 Gyrfalcon fifth-generation fighter by 2019.

Although reluctant to take questions, company officials also stated they are in negotiations with the Chinese government to offer the aircraft to the Chinese People’s Liberation Army Air Force, despite previous reports that the fighter would only be offered for export.

Speaking in Dubai, where the company is displaying a model of the FC-31 outside China for the first time as the company begins the export push for the Gyrfalcon, Li Yuhai, deputy general manager at AVIC, said the aircraft was demonstrating the “technological and management progress” of the program.

Peng said the aircraft’s primary armament would be the PL-9 short-range missile, the SD-10A medium-range air-to-air missile and small diameter bombs. He said the aircraft would be able to carry 2,000 kg (4,400 lb.) of weapons in its single internal bay and 6,000 kg (13,220 lb.) externally.

The company would not say which engine would power production aircraft but that it would be a “advanced medium thrust engine” producing 88.29 kN. (20,000 lb./9,000 kg) of thrust. The demonstrator aircraft is currently powered by the Russian RD-93 which powers the Mikoyan MiG-29.

What is notable here is that, because it does not carry the dead weight that the F-35 does, because it does not carry baggage associated with the STOVL F-35B.

Note the superior rear vision, and the fact that it has a single larger internal weapons bay, which provides greater capacity and flexibility, both of which are an artifact of not having to accommodate a lift fan.

Also, the wing appears a bit larger, probably because it does not have to shave weight to make vertical landings.

Also, the Klimov RD-33 engine has an 8:1 thrust to weight ratio, as versus the 6:1 ratio of the F135 because it does not have to carry around design features that are only needed for driving the lift fan.

Basically, the US Marine Corps requirement that there be a variant that has vertical landing capabilities is a large part of why the plane is broken.

The Chinese, in making what is a very similar aircraft, have avoided those pitfalls.

The Kunduz Hospital Bombing

First, let’s be clear on one thing, the US Military has bombed hospitals in the past as a matter of explicit policy, so it is reasonable to assume that this was the case here:

“Bombing of Hospitals Called Routine.” That was the August 9, 1973, Newsday coverage of congressional hearings on “clandestine U.S. air and ground activities in Cambodia and Laos”:

U.S. commanders in Vietnam placed no restrictions on ground or air attacks against Viet Cong or North Vietnamese hospitals a Senate committee was told yesterday by several Vietnam veterans.

In direct testimony and in letters, the veterans said hospitals often were considered targets rather than areas to be avoided as required by the Geneva convention on warfare.…

In testimony on the hospitals, Alan Stevenson, a stockbroker from San Francisco and former Army intelligence specialist, said that while in Quang Tri province in 1969, he routinely listed hospitals among targets to be struck by American fighter plans.

Former Air Force captain general Gerald Greven said he personally ordered bombing raids against hospitals: It was policy, he said, to “look for hospitals as targets.”

This provides some context, and it’s pretty clear that bombing hospitals has been official military doctrine in my lifetime.

When one looks at who the hospital were treating, and when they were treated, it reinforces the suspicion that the hospital was targeted because of its role as a hospital:

On Tuesday, the Daily Beast noted that DOD had not fulfilled its promise to release the preliminary results of its investigation into the October 3 bombing of the Médecins Sans Frontières trauma center in Kunduz a month earlier.

One possible explanation may be that on October 24, ISAF Commander John Campbell ordered another inquiry, this one carried out by a higher ranking general from another command.

Today, MSF released its own report of the bombing.

The report is interesting because, from the start, it has been clear MSF had a pretty good inkling of why they had been targeted. It lays out how, on September 28, the patient base in the hospital shifted from being primarily government forces to Taliban forces (though there were also 26 children treated that day) — though all were subject to MSF’s requirement that no weapons be brought into the compound. About half the 130 patients in the hospital during the attack were Taliban.

Perhaps most interesting is this paragraph, indicating that by Wednesday September 30, MSF had concluded two of those Taliban patients were more senior Taliban.

By Wednesday, MSF was aware of two wounded Taliban patients that appeared to have had higher rank. This was assumed for multiple reasons: being brought in to the hospital by several combatants, and regular inquiries about their medical condition in order to accelerate treatment for rapid discharge.


I’m going to guess that one or both of these men were used to claim the hospital was operating as a command post, if not to claim it could legitimately be targeted.

Much later in the report, it describes Afghan forces searching the hospital as the evacuation started.

When juxtaposed with the fact that MSF had communicated with the military a few days prior to the incident and told commanders that there was no military presence, it further reinforces the suspicions that the hospital was deliberately targeted:

In Kabul, the group’s general director, Christopher Stokes, told reporters that the Pentagon had been in direct contact just days before the attack to ask whether Taliban militiamen were “holed up” in the Kunduz hospital compound and whether the staff felt threatened.

Stokes said MSF replied that there were no armed Taliban on the grounds and the 140-bed hospital was functioning normally.

“There was no following” dialogue from the U.S. military “saying, ‘We have different information. We are going to bomb you,’ ’’ Stokes said.

My sense is that the strikes were deliberate.

Of course, I’m sure that we will get the official Pentagon report sometime in 2017 absolving the military of all blame.

Well, Someone in the Pentagon Can Think beyond Dick Swinging

The Russians and the US are developing communication protocols in Syria.

I am not talking about some sort of foreign relations touchy feeley crap.  I am talking about about the actual technical protocols to allow Russian and US forces to communicate with each other:

US and Russian fighter pilots communicated directly in the skies over Syria on Tuesday in a successful test of new procedures for avoiding incidents as they pursue separate air campaigns, the Pentagon said.

Navy Capt. Jeff Davis said the test, carried out between one aircraft from each side over south central Syria, lasted three minutes and “met its intended objective.”

“This test assured that the first time this mode of communication was used would not be during an unplanned encounter,” Davis said.

The United States and Russia signed a “memorandum of understanding” on Oct. 20 aimed at de-conflicting their air operations over Syria, where they are waging parallel air campaigns with different objectives.

A US defense official said Tuesday’s test did not amount to joint training with the Russians, as Moscow has described it in a statement.

“We put on hold all military to military cooperation following the onset of Russian aggression in Crimea, and that remains in effect,” the official said, speaking on condition of anonymity.

Actually, what this means is that someone in the US military has realized best case scenario with all of this is that we don’t have US and Russian forces shooting at each other.

When one considers the facts on the ground:

  • The US is bombing ISIS and supporting al Qaeda affiliated fighters it has labeled “moderates” seeking to overthrow Assad, while supporting the Kurd’s fight against Isis.
  • The Turks bombing the Kurds and supporting both Isis and Al Qaeda affiliated fighters seeking to overthrow Assad.
  • The Saudis supporting both Isis and Al Qaeda affiliated fighters seeking to overthrow Assad.
  • The Russians coordinating airstrikes with the Assad regime against both ISIS the al Qaeda affiliated fighters seeking to overthrow Assad.

It’s a wonder that they haven’t already started shooting at each other, what with all the all the bullets flying in different directions.

Not this Sh%$ Again!

Obama has decided to put boots on the ground in Syria, and as near as I can figure, it’s because we cannot admit that our policy has failed:

In a dramatic shift in policy, the United States is preparing to send about 50 special operations forces to Syria within days to begin training and assisting “moderate” rebels fighting the Islamic State.

The U.S. military has sent elite forces into Syria before to conduct short in-and-out raids, but the move will for the first time keep American service members on the ground — and in harm’s way — in a four-plus year conflict that has killed over 200,000 people. It marks a significant departure in strategy for a White House that has repeatedly ruled out any U.S. “boots on the ground” in either Iraq or Syria and bristled at any suggestion that the American forces would take part in combat.

The U.S special operations forces being deployed to Syria will not play a direct combat role, at least initially, a senior defense official said Friday. Instead, the small number of commandos will focus more on advising local Arab and Kurdish rebels who are fighting the Islamic State in northern Syria.

The official, who spoke on the condition of anonymity, said the Defense Department is not ruling out direct action raids in the future, but for now, “they will remain singularly at the headquarters” of the rebel groups, to ”help with operational planning.”

Still, the American forces could come under fire in their new mission, which could last weeks or months, officials said.

This is nucking futs.

The problem here is that we have mindlessly supported the policy goals of  the House of Saud.

As Pepe Escobar aptly notes, “But the problem was never Iran. The problem is the ideological matrix of goons who metastasize into Caliphs: Saudi Arabia,” and now that it has proven to be an abject failure, we have do double down, because our state security apparatus is unwilling to the failure of this policy.

So, now the White House and the Pentagon are so afraid that someone, anyone, else might approach something resembling a resolution in Syria that we are now supporting al Qaeda affiliated groups that we are calling “Moderates”.

This is insanity.  This is stupidity.

This is  ……… There are no words.

Northrop Grumman Wins Contract for New Bomber

NG beat out a coalition of Lockheed Martin and Boeing. (paid subscription required)

My guess is that this was largely driven by the desire to make sure that all the primes had business. Boeing has the new tankers, LM has the F-35, and now NG has this:

Northrop Grumman is the winner of the Long-Range Strike Bomber (LRS-B) contest, beating a rival team with six times its annual sales.

The U.S. Air Force announced Oct. 27 that Northrop Grumman beat a Boeing/Lockheed Martin team in a competition to develop and build 100 of the bombers, which are expected to reach initial operational capability in the mid-2020s. The Pentagon says the next phase of the work, engineering and manufacturing development (EMD), should cost $21.4 billion in 2010 dollars, including the delivery of an unspecified number of test aircraft.

Another $1.9 billion has already been spent on risk reduction, bringing both competing teams through the initial design phase. In 2016 dollars, the estimated EMD cost is $23.5 billion, the Pentagon says. The B-2 cost $37.2 billion to develop in 2016 dollars.

The Air Force also says that the average procurement unit cost for the Northrop Grumman bomber (which does not have a formal designation yet) will be $511 million in 2010 dollars, assuming a 100-aircraft buy ($564 million in 2016 dollars). This figure, the result of two independent Pentagon estimates, is lower than the $550 million (2010 dollars) goal that was set in 2011, when then-Defense Secretary Robert Gates approved the start of the program.

For the time being, however, the make-up of Northrop Grumman’s team is a secret, as are most attributes of the program. Not even the engine subcontractor is disclosed, although the Air Force said today that all major subsystems have been selected. Although most analysts agree it is overwhelmingly likely that the bomber will resemble a smaller cousin of the B-2, a blended wing-body aircraft with two engines and an unrefueled radius of action of around 2,500 nm, no such details have been confirmed.

Note that the range is less than half that of the B-52 and the B-2, and 15 less than that of the B-1, which has been criticized for excessive use of tankers in combat operations.

The payload is not public, but given that it will have two engines, I would expect to be far less than that of the B-2’s 40,000 lbs (to say much less of the B-52’s 70,000 lb payload, and the B-1’s 75,000 lb payload).

My guess is that this would place around a 25,000 lb payload, which means that we are spending an awful lot of money for a similar payload and range performance of the B-47, a medium bomber that first flew in 1947. (FWIW, Aviation Week has pegged the payload and range even lower)

And you wonder why I lament US weapons development and procurement.

Details of the selection process also remain highly classified, but it is likely that the winning bid rested on Northrop Grumman’s operational experience with wide-band, all-aspect stealth technology on the B-2 bomber and the still-secret RQ-180 intelligence, surveillance and reconnaissance (ISR) unmanned air vehicle.

But the winning formula was most likely not just a question of delivering more stealth or more range. In LRS-B, the winner had to meet a complex set of requirements that stress risk reduction, an open systems architecture, agile management and manufacturing technology.

The USAF wants its strategic bomber, and because its first pass at this, the Next Generation Bomber, was expensive enough to make the B-2 look cheap, they trimmed away enough requirements to end up with something equivalent to the FB-111, which really isn’t a strategic bomber at all.

This is absurd.

Compensating for Something?

Every time we drive north on 95 from Baltimore, we see some aerostats (tethered blimps}.

It’s all a part of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) and today, a tether broke:

The U.S. military has two giant, unmanned surveillance blimps it uses to watch the East Coast from a base in Maryland. And one of them escaped its tethers Wednesday and floated aimlessly over Pennsylvania, downing power lines and cutting off electricity for tens of thousands of residents.

The incident started shortly after noon, when the blimp became detached from its anchor, NORAD said. Two F-16 fighter jets were scrambled to ensure it didn’t collide with other aircraft. By late afternoon, the dirigible had come down to the ground near Moreland Township in Pennsylvania — after drifting more than 100 miles — but not before leaving a trail of damage in its wake.

It was unclear how the aerostat got loose and how it came down, said John Cornelio, a spokesman for NORAD. He added it was possible that the aerostat’s helium could have run out.

The blimp wreaked plenty of havoc. Frederick Hunsinger, the public safety director for Columbia County, Pa., said in an interview that the blimp’s heavy tether dragged for 20 miles across his county. There were no injuries within county borders, but the damage caused 35,000 to lose electricity, he said. Bloomsburg University of Pennsylvania canceled classes as a result; 911 phone lines were overwhelmed.

Known as the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System, or JLENS, the blimp is technically an aerostat — a term for a lighter-than-air craft that is tethered to the ground. The $2.7 billion program is on a three-year test run to see whether it can help detect cruise missiles or enemy aircraft from 10,000 feet above ground.

The JLENS program “continues to drain money from taxpayers even though it serves no strategic purpose,” Rep. Jackie Speier (D-Calif.) said. “This incident is just another example of the problems inherent in an ill-conceived network of floating blimps that don’t provide any advantage over aircraft we’ve already bought.”

I am sure that the 35,000 people who lost power would agree with Representative Speier.

It does see  to be yet another DoD program where they are procuring without a meaningful need.

*What can I say? The juxtaposition of penis humor and alliteration are comedy gold., and yes, it is one of the reasons that I made this post..

Note the Quotes in the Headline

The BBC described the latest special operations action in Iraq as “US-Iraqi Rescue Operation ‘Foils IS Mass Execution’.”

I’m inclined to put a quote around “Foils Mass Execution” too.

It strikes me that this operation was more likely driven by concerns about increased Russian influence, and success, in the region that it is by high quality actionable intelligence.

I believe that the slang for this is “Wag the Dog”.
