This is Called Circling the Drain

It looks like yet another capability is being removed being removed from the JSF (Paid subscription required):

The F-35 Joint Strike Fighter, long touted as the follow-on to the EA-18G Growler electronic attack aircraft, is no longer heir-apparent as the king of nonkinetic warfare.

The often-delayed Lockheed Martin JSF program is being more narrowly focused on its conventional attack role. Jamming is no longer a priority for the stealthy fighter. The airframes expected to carry the Next Generation Jammer (NGJ) are conventional-signature unmanned aerial systems and will be followed by stealthy unmanned designs.

One of the sales pitches for the JSF was that it’s engine, because it carried a lot of extra hardware to drive the lift fan, which would have allowed for it to be a stealthy platform with a few dozen megawatts of capability.

The can’t make the program work, so they are removing bits to ease the cost, weight, and schedule issues.

It will eventually enter service, but it’s going to be a lot less capable than it has been billed.

Defense.gov News Article: Panetta Lifts F-35 Fighter Variant Probation

In a move that surprised no one, SecDef Leon Panetta has lifted the probation for the F-35B variant:

Defense Secretary Leon Panetta has ushered the F-35B out of the penalty box, after the short-takeoff-and-vertical-landing (Stovl) version of the stealthy fighter was sidelined for poor performance for more than a year by prior Defense Secretary Robert Gates.

Standing in a hangar in front of BF-4, one of two F-35Bs to conduct testing on the USS Wasp amphibious ship last fall, Panetta spoke to a small audience of government and industry workers on the Joint Strike Fighter test team.

“We now believe that because of your work the Stovl variant is demonstrating the kind of performance and maturity that is in line with the other two variants of JSF,” Panetta said here Jan. 20. “The Stovl variant has made — I believe and all of us believe — sufficient progress so that as of today I am lifting the Stovl probation.”

George Little, Panetta’s spokesman, said the secretary’s decision to lift the probation was underpinned by improvements in five key areas: structural shortcomings in the Stovl bulkhead, flutter in the auxiliary inlet door, problems in the lift-fan clutch, unexpected wear and tear on the drive shaft, and heating on the roll-post actuator.

The writer also notes that, “Thus far, the F-35B has been flown to Mach 1.4,” which must have been before one of the “A” model test articles flew to Mach 1.6, and suffered significant damage, and the entire fleet was prohibited from supersonic flight.

The fact is that the real reason for the probation, and the one that Panetta and the Pentagon have neglected to mention, is that the F-35C is still significantly over weight, and for an STOVL aircraft, that doesn’t just mean a few percent drop in performance, it means that it cannot perform its allotted missions, because it cannot make a vertical landing.

This was why the British, before switching to the catapult launched and arrested recovery F-35C, were looking at a Shipborne Rolling Vertical Landing at about 100 km/h forward speed.  They were afraid that the lack of performance would require aircraft to jettison (multimillion dollar) munitions before landing.

Those problems are still there

Panetta Lifts F-35 Fighter Variant Probation

Speaking during a town hall-style meeting here, the defense secretary discussed the latest development in the progress of the joint strike fighter program as service members, politicians and the civilian workforce listened.

“Early in 2011 DOD was compelled to put [the Short Takeoff and Vertical Landing] … on probation,” he said.

“Over the course of last year, you here at Pax River helped make an incredible difference by completing tremendous amounts of STOVL testing,” Panetta noted. “You demonstrated that we’ve made real progress towards fixing some of the known problems that we had with STOVL.”

Panetta lauded the joint strike fighter’s workforce at NAS Patuxent River for their efforts to bring the STOVL variant up to the standards of the two other existing versions of the F-35, the Conventional Takeoff and Landing and Carrier Variant.

“We now believe that because of your work, that the STOVL variant is demonstrating the kind of performance and maturity that is in line with the other two variants of the JSF,” Panetta said.

“As a result of your hard work and the hard work of JSF’s government and industry team … the STOVL variant has made, I believe and all of us believe, sufficient progress so that as of today, I am lifting the STOVL probation,” he announced.

Panetta commended the crowd for their hard work, but cautioned that the JSF program still has more work to do. “We’ve got a long way to go with the JSF testing, and it’s obviously not out of the woods yet,” he said.

“But I am confident that if we continue to do the hard work necessary … that both the Carrier and the STOVL Variant are going to be ready for operations and are going to be ready for doing the work that they have to do, which is to help protect this country,” Panetta said.

“I want you all to know that as secretary of defense, my department is committed to the development of the F-35,” he said. “It’s absolutely critical … that we get it right. And that’s why you’re here. The developmental testing that’s going on here will ensure that we get this right.”

Marine Corps Commandant Gen. James F. Amos called Panetta’s decision to lift the probation of the F-35B “hard-earned.”

“Secretary Panetta’s decision to take the F-35B Lightning II Short Takeoff, Vertical Landing variant off probation was a hard-earned and rewarding announcement for the entire DOD/industry team that worked very hard last year,” he said.

“Successful F-35B performance ashore and at sea has very positively advanced the state of demonstrated capability in 2011,” Amos said. “The positive momentum generated during 2011 will continue as testing proceeds, production aircraft are delivered, and fleet training begins in 2012.”

Panetta said it is important that the U.S. military maintains its technological edge into the future.
“That’s where we have to be,” he said. “We’re going to have a strong defense; we have got to be there.”

Panetta praised the capabilities of Patuxent’s workforce.

“Because of you, because of the very unique testing and capabilities that are offered here, we are able to maintain that technological edge,” Panetta said. “And I want to thank you again for your dedication, for your commitment, for your great skills.”

Panetta lauded the Patuxent River installation calling it “a very unique facility” and “a national treasure” that is important to maintain.

“These are world-class facilities … that [are] important to our military, important to our men and women in uniform who have to put their lives on the line, and it’s important to our national security,” Panetta said.

“Please accept my deepest thanks for your work and dedication,” he said. “I couldn’t do it without you.”

Seriously, We Are Becoming Incapable of Develping New Weapons Systems

We’ve seen this with the Future Combat Systems, EFV (the landing craft former known as the AAAV), the Comanche helicopter, DDG-10000, and the slow motion implosion of the LCS and the JSF.

We see that the programs start with over-ambitious requirements, which lead to protracted development schedules, escalating costs.

This leads changes to the requirements, leading to further schedule and cost slippage, rinse, lather, repeat.

I’m generally not to concerned about this, I’m of the belief that superior training, tactics, and situational awareness will win the day. The success of the F4F Wildcat versus A6M Rei-sen (Zero) is an example of this.

Superior tactics and situational awareness are largely function of effective communication, so to my mind the cancelation of the Joint Tactical Radio System (JTRS) is a bigger deal than most of the higher profile cancellations:

What tied them down was their radios: a forest of plastic and metal cubes sprouting antennae of different lengths and sizes. They had short-range models for talking with the reconstruction team; longer-range versions for reaching headquarters 25 miles away; and a backup satellite radio in case the mountains blocked the transmission. An Air Force controller carried his own radio for talking to jet fighters overhead and a separate radio for downloading streaming video from the aircraft

Almost fifteen years ago, the Army launched an ambitious program, the Joint Tactical Radio System [3], aimed at developing several highly-compatible “universal” radios. Together, the JTRS radios would replace nearly all older radios in the American arsenal, greatly simplifying communications and freeing up combat units “to tap into the network on the move,” according to Paul Mehney, an Army spokesman.

But JTRS, pronounced “jitters,” failed to live up to its promise. Overly ambitious, poorly managed and saddled by incompatible goals, the program burned through $6 billion dollars while producing little working hardware. Delays forced the Army to spend $11 billion more on old-style radios to meet the urgent demands of the Iraq and Afghanistan wars.

The Army eventually reduced the planned purchase of JTRS radios and cut the types of radios in development. In October, it canceled the vehicle-mounted version of JTRS, the most important of the new radios, which by then had grown to the size of a dormitory-sized refrigerator. For all practical purposes, JTRS is dead — at least in its original guise.

JTRS’ history is one of grand but naive technological ambition colliding with the unbending laws of physics and the unforgiving exigencies of modern warfare. After years of work, the Army discovered for itself what experts had been warning all along: It’s impossible for a single radio design to handle all the military’s different communications tasks.

The more capabilities that the Army and prime contractor Boeing packed into JTRS, the bigger, more complex and more expensive it became — until it was too bulky and unreliable for combat. In its relentless drive for conceptual simplicity, the Army found itself mired in mechanical complexity.

The Army wasn’t alone in its doomed pursuit of a technological pipe dream. The past decade has by many accounts been an era of grand ambition, flawed management and wasted treasure for all the military branches. A lengthy Harvard Business School study for the Pentagon concluded in April that despite many attempts at reform, “major defense programs still require more than 15 years to deliver less capability than planned, often at two to three times the planned cost.”

Unlike most of the high tech systems, which have next to no relevance in our current conflicts, there are very real shortcomings in the complex and frequently non-interoperable hodgepodge of communications equipment used by our forces. (The article linked above refers to one such situation in Afghanistan)

If our defense procurement and R&D system takes 15 years to take a radio system from concept through cancellation, we are completely f%$#ed.

Our own corrupt military-industrial complex appears ready to implode under the weight of its own dysfunction.

A LAD of 12 who tried out the new iPhone 4S in Tesco was stunned when it told him: “Shut the f*** up, you ugly t***.”

The phone’s Siri system, which answers spoken questions, came back with the foul-mouthed insult when Charlie Le Quesne asked: “How many people are there in the world?”

Charlie’s horrified mum Kim said: “The phone was a demo version and was low enough on the shelf for Charlie to have a go with it. He asked it a simple question and we couldn’t believe the filth it came out with.

“I thought I must be hearing things. So we asked again and the same four-letter stuff blared out.

“I asked for the manager and after staff heard it they agreed to unplug it.”

Apologetic staff at Tesco in Coventry told Kim pranksters had tampered with the phone’s set-up instructions.

The Siri system refers to the phone’s user by name — using information stored in its contacts system. The jokers had entered the rude seven-word phrase as the user’s name — so the phone blurted it out when it answered a question

The JSF, It Just Gets Better and Better

Seriously, this is seriously f%$#ed up:

When the Joint Strike Fighter team told Guy Norris about the jet’s first run to its Mach 1.6 design speed, a couple of minor facts slipped their minds. Nobody remembered that the jet had landed (from either that sortie or another run to Mach 1.6) with “peeling and bubbling” of coatings on the horizontal tails and damage to engine thermal panels. Or that the entire test force was subsequently limited to Mach 1.0.

So, they took the aircraft to its design speed, and it melted.

In addition to this, we have (to name a few):

  • The helmet mounted display that gives the pilot 360° visibility, and “makes maneuverability irrelevant,” does not work, and has been replaced by a less capable system.
  • The emergency fuel dump system, is likely to cause flammable accumulations of fuel next to the integrated power package (IPP) exhaust.
  • The IPP itself is unreliable, and has been failing and throwing out bits that have punctured fuel tanks.
  • The arrester hook for the naval version is improperly located, and simply won’t work, requiring a relocation, and a major structural redesign.
  • Excessive buffeting, causing control as well as fatigue issues.

The problem here has been exacerbated by the fact the, true to the latest theories of American techno-whiz bank, everything was supposed to work out of the box, because analysis and simulation techniques have become so sophisticated.

So testing became validation, and every test is supposed to be a success, and this (erroneous) assumption allowed to proceed and build of systems in parallel, even though a failure of one system could (and has) cause a disastrous cascade of delays.

Oh, This Doesn’t Sound Good

It is increasingly looking like the Iranians took down the RQ-170 drone using electronic warfare techniques, rather than an accidental crash:

Iran guided the CIA’s “lost” stealth drone to an intact landing inside hostile territory by exploiting a navigational weakness long-known to the US military, according to an Iranian engineer now working on the captured drone’s systems inside Iran.

Iranian electronic warfare specialists were able to cut off communications links of the American bat-wing RQ-170 Sentinel, says the engineer, who works for one of many Iranian military and civilian teams currently trying to unravel the drone’s stealth and intelligence secrets, and who could not be named for his safety.

Using knowledge gleaned from previous downed American drones and a technique proudly claimed by Iranian commanders in September, the Iranian specialists then reconfigured the drone’s GPS coordinates to make it land in Iran at what the drone thought was its actual home base in Afghanistan.

Rather unsurprisingly, the GPS exploit has been known for nearly two decades, which reminds me about how the Serbs took down an F-117 in the ’90s: it was sent on identical routes, at the same time every night, which is like painting a target on your back.

This is what happens when you think that technological whiz bang means that you can be stupid with impunity.

Unfortunately, this means that smart people with more limited resources sometimes kick your ass.

Apparently, the reason that it crashed, and did damage to the underside of the the drone, (hence the shroud on the bottom) was because there was a slight difference in elevation between the Iranian airfield and the home airbase, and it was either too high or too low.

My only question now is what they are asking the Chinese to give them for a peek at their prize.

Well, Now I Know Why They Were Flying a Stealth Drone in Afghanistan

I thought that its deployment to Afghanistan was a budget ploy, after all, why use a stealthy drone, the RQ-170, against an opponent who has no radar (the Taliban), but I was wrong.

It turns out that they were using it to spy on Iran, and Tehran, does have an integrated air defense network.

And now the us sources are privately admitting that they flew it over Iran, and that the Iranians did get the drone.

Of interest, to my not particularly schooled eye, I think that I realize what the fairing on the top of the wing are; they are to accommodate the landing gear.

BTW, here’s a rundown on what secrets might be compromised, and it’s a pretty big deal.

Iran Claims to Have Brought Down an RQ-170 Stealthy UAV

The Iranians are claiming that they brought down the Beast of Kandahar:

The official Iran Islamic Republic News Agency (IRNA) is reporting that national military forces have shot down a US Lockheed Martin RQ-170 stealth unmanned air system. The aircraft sustained “little damage” and is in the possession of the Iranian military, IRNA reports.

Iranian news agency claims always have to be taken with some degree of scepticism.

The credibility of the online version of the IRNA article is not helped by the accompanying photo. The US Air Force has never released an official picture of the RQ-170, but we can be sure the the UAV in the IRNA article is not it. The IRNA photo instead is a stock image of the BAE Systems Raven delta wing demonstrator, an aircraft that was retired more than seven years ago.

NATO is admitting that it lost control of a drone, which, as David Axe notes would imply that it’s not an RQ-170, since it is designed to operate autonomously.

Of course, the question I’ve always had is why use an expensive stealthy drone in a theater where the opposition does not even have a radar.

If the Iranians have in fact brought down an RQ-170, and right now I would say it’s less than 30%, it happened because some moron in the Pentagon decided to deploy a system not required by the circumstances.

OK, Props to Obama on This One

If there is one area where he differs from his predecessor, it is his anti-trust enforcement.

Another example of this is the pushback against the AT&T/T-Mobile merger, where FCC Chairman Julius Genachowski has come out strongly against the deal, and now has appeared to have killed it:

AT&T and T-Mobile USA edged closer to scrapping their proposed merger, saying on Thursday that they had withdrawn their application to the Federal Communications Commission to join their cellular phone operations.

Deutsche Telekom, the parent of T-Mobile, and AT&T said in a joint statement that they still intended to pursue the $39 billion merger and would prepare for a federal antitrust lawsuit that is seeking to block the deal. But the companies also said that AT&T planned to take a $4 billion charge against earnings to reflect the potential breakup fees that AT&T would have to pay Deutsche Telekom if the deal failed to go through.

The actions followed the decision this week by Julius Genachowski, the F.C.C. chairman, that the merger did not meet the commission’s standard for approval. Mr. Genachowski sent other commissioners a proposed order to refer the case to an administrative law judge, the first step toward a commission move to block the deal, which would combine the second- and fourth-largest cellphone carriers in the United States.

The application withdrawal appears in part meant to prevent the F.C.C. from making public AT&T and T-Mobile records about the potential effects of the merger, records that could then be used by the Justice Department in the antitrust trial.

The companies have maintained publicly that the deal would not lessen competition and that it would create jobs in the United States. But the Justice Department has said that the merger would severely restrict competition, and F.C.C. officials have said that AT&T’s confidential filings indicate the merger would eliminate jobs.

The withdrawal of the F.C.C. application “is a tacit acknowledgment by AT&T that this story is all but over,” said Craig Moffett, an analyst at Sanford C. Bernstein. “The fat lady hasn’t started singing yet, but she’s holding the mike, and the band is about to play.”

While Genachowski is still too timid for my tastes, compared to the Republican appointees, particularly the execrable Michael Powell, he is doing a creditable job.

787 Finally Delivered

Only 3 years late:

Boeing’s long-awaited dream machine became a commercial reality on Sunday when the lightweight plastic-composites 787 Dreamliner was formally delivered to its first Japanese customer.

Boeing says the revolutionary carbon fiber design will hand 20 percent fuel savings to airlines struggling to avoid a new recession, and give passengers a more comfortable ride with better cabin air and large electronically dimmable windows.

The first $200 million aircraft was handed over to Japanese carrier All Nippon Airways three years behind schedule after persistent delays that cost Boeing billions of dollars.

“It took a lot of hard work to get to this day,” said Scott Fancher, vice president and general manager of the 787 program, at the outset of two days of celebrations at the plane’s Seattle production plant.

The blue and white-painted long-range aircraft, which boasts a graceful new design with raked wingtips, will leave for Japan on Tuesday and enter service domestically on Oct. 26.

Boeing has taken orders for 821 Dreamliners, which will compete with the future Airbus A350, due in 2013.

FWIW, Airbus is likely to be late with the A350, that’s the way of such endeavors, but it is unlikely to be as late, because EADS is not determined to shift all of its expertise to poorly supervised outside firms in order to hit quarterly numbers.

Additionally, EADS has had nearly a decade to watch the missteps Boeing made in implementing the advanced technology of the aircraft, and so should be able to avoid some of them. (You know, little things like not having enough of the proper fasteners available).

Boeing, after having taken over McDonnell Douglas, after the path taken by that company, single source “risk bearing partners”, made them irrelevant in commercial aviation, decided to traipse down the same insane path.

EADS, by virtue of being what amounts a national champion in aerospace for the EU, cannot take this path, and so its ability to completely f%$# things up is somewhat more limited.

This is the Real Goal of the JSF Program

Norway is saying that it will not commit to buying F-35s unless it gets a formal commitment to integrate Kongsberg joint strike missile (JSM):

Norway’s Kongsberg has warned that the country needs a commitment from the US government within six months to integrate a national-specific missile on the Lockheed Martin F-35, or it could withdraw from the programme.

So far, Norway has received no assurance that the Kongsberg joint strike missile (JSM) will be integrated as part of the Block 4 software update on the F-35 in 2019.

The absence of such a commitment could prompt the Norwegian parliament to reject an expected request early next year from the nation’s defence ministry to buy the first four F-35s, in order to launch training activities in 2016.

“That is what I think is the critical issue [for the parliament’s decision]”, said Bjorne Bjune, Kongsberg vice president of business development, speaking at the Air Force Association’s annual convention in Washington DC on 20 September. “That decision needs to be forthcoming.”

Integrating the JSM as the Norwegian F-35’s primary surface-to-air missile system killer is considered an absolute requirement by Oslo, Bjune said. Norway has already invested $1 billion to adapt the naval strike missile into the air-launched JSM, and is planning to spend a further $200 million.

One of the unspoken goals of the JSF program, from the American perspective, is to kneecap the development of systems related to the JSF, either by not allowing integration of foreign systems into the aircraft’s (very) closed architecture, or by making it prohibitively expensive.

The problems that are occurring now, when Lockheed and the Pentagon are trying to convince allies to purchase the aircraft, are nothing compared to what we will see once the planes start to enter other inventories.

Simply put, once your country commits to purchasing the JSF, you will find nothing but delays, stonewalling, and excessive costs if you want to integrate, or update, an indigenous system into your fleet.

Sikorsky Says X2 Technology Does Not Scale Beyond Medium Lift

Any helo folks out there who can explain this:

Sikorsky’s breakthrough X-2 high-speed helicopter likely can’t be scaled up to the size of a heavy-lift helo, a Sikorsky executive told reporters Sept. 14.

“There is a question on the scalability on the X-2 technology at the medium class,” said Scott Starrett, Sikorsky’s vice president for government business development. “When you get to the utility-medium or attack-medium class, it scales nicely.” However, with size and weight increases “you starting getting up to that kind of payload and physical size and it gets to be a different challenge for the technology.”

Starrett said that the company’s CH-53K, which Sikorsky is developing for the U.S. Marine Corps, could fit into the Defense Department’s Joint Multi-Role (JMR) requirement for the heavy-lift helicopter.

Certainly, one explanation here is that Sikorsky is big on the CH-53K, which is under budget and ahead of schedule, but under threat from the V-22 mafia, who see it as a threat (it equals or bests the V-22 in everything but speed with less deck space and lower cost), and they don’t want this as a distraction.

The other alternative is that coaxial rotors simply do not scale well.

When one looks at large twin main rotor helicopters, the Chinook and the (huge) Mil MV-12, it seems that spaced, rather than coaxial or intermeshing (Kaman) rotors are the architecture of choice.

Huh, Neat Tech

It appears that machining titanium at cryogenic temperatures extends tool life:

Cryogenic titanium machining improves cutting-tool life by a factor of 10 with appropriate material removal processing speed. The Joint Program Office in coordination with the F-35 Fracture Control Board (FCB) approved the new process for standard roughing operations, impacting the most time-consuming and cost-intensive machining processes associated with manufacturing titanium parts. Broadly applied, this new technology could improve affordability and efficiency in the production of the F-35, which is approximately 25 percent titanium by weight.

My guess would that this generates smaller chips, that it might prevent material from adhering (galling, welding, etc.) to the tools, and it might slow the formation of an oxide coating, but I’d love to hear the theory behind it.

I would make an observation here:  If you have an aircraft that is 25% by weight titanium, you have a very expensive aircraft.

How Quaint, Anti-Trust Law Enforcement

The Department of Justice has filed papers to prevent the merger of AT&T and T-Mobile:

The US government is attempting to block the $39bn (£24bn) takeover of T-Mobile by AT&T on antitrust grounds.
The department of justice (DoJ) filed court papers in Washington on Wednesday in an attempt to halt the merger, claiming that it would “lessen competition substantially” in the telecoms market and harm consumers. AT&T said it was “surprised and disappointed” by the intervention.
“AT&T’s elimination of T-Mobile as an independent, low-priced rival would remove a significant competitive force from the market,” the DOJ said in its filing, which was first reported by Bloomberg.

The multibillion-dollar merger, announced in March, would create the largest mobile provider in the US with 130 million customers, and reduce the number of players in the market to three.

This is not surprising, except perhaps to AT&T, who greased a lot of palms lobbied extensively for support of this deal.

After all, not only is T-Mobile aggressively competing on price, but between it and AT&T, the two cmpanies control something like 90% of the GSM cell network in the US, which, unlike Sprint and Verizon’s competing CDMA, works everywhere in the world,* which means that if you wanted to use your phone internationally, then you would have only one choice.

The Death Star is saying that they will “Vigorously Contest” the filing, but considering the fact that on their own paperwork it was shown to be 10 times as expensive to buy T-Mobile as it would be to upgrade their network to 4G:

So just to recap what you’re reading here, if AT&T doesn’t buy T-Mobile and spends $3.8 billion instead of $39 billion then they will be able to cover 97% of Americans in 4 years less time. What’s the deal? AT&T continues to downplay this memo, hopefully it’s enough for some of the Attorney Generals on the fence to start asking the important questions.

Fundamentally the business plan for the incumbents is the same as it ever was, finding ways to leverage their natural monopolies to extract maximum rent from the general public.

Finally, as much as it pains me to say this, props to Obama and Holder for engaging in some real antitrust actions.

*God bless the international standards averse USA, where we use the English system of measurements, and CDMA, for no good reason at all.
