Connecting our Iraq Strategy to our Vital Interests

Mr. President, I rise today to offer observations on the continuing involvement of the United States in Iraq. In my judgment, our course in Iraq has lost contact with our vital national security interests in the Middle East and beyond. Our continuing absorption with military activities in Iraq is limiting our diplomatic assertiveness there and elsewhere in the world. The prospects that the current “surge” strategy will succeed in the way originally envisioned by the President are very limited within the short period framed by our own domestic political debate. And the strident, polarized nature of that debate increases the risk that our involvement in Iraq will end in a poorly planned withdrawal that undercuts our vital interests in the Middle East. Unless we recalibrate our strategy in Iraq to fit our domestic political conditions and the broader needs of U.S. national security, we risk foreign policy failures that could greatly diminish our influence in the region and the world.
The current debate on Iraq in Washington has not been conducive to a thoughtful revision of our Iraq policy. Our debate is being driven by partisan political calculations and understandable fatigue with bad news — including deaths and injuries to Americans. We have been debating and voting on whether to fund American troops in Iraq and whether to place conditions on such funding. We have contemplated in great detail whether Iraqi success in achieving certain benchmarks should determine whether funding is approved or whether a withdrawal should commence. I would observe that none of this debate addresses our vital interests any more than they are addressed by an unquestioned devotion to an ill-defined strategy of “staying the course” in Iraq.

Lugar won’t switch vote
However, Fisher said the speech does not mean Lugar would switch his vote on the war or embrace Democratic measures setting a deadline for troop withdrawals.In January, Lugar voted against a resolution opposing the troop buildup, contending that the nonbinding measure would have no practical effect. In spring, he voted against a Democratic bill that would have triggered troop withdrawals by Oct. 1 with the goal of completing the pull out in six months.
Next month, Senate Majority Leader Harry Reid, D-Nev., plans to force votes on several anti-war proposals as amendments to a 2008 defense policy bill. Members will decide whether to cut off money for combat, demand troop withdrawals start in four months, restrict the length of combat tours and rescind Congress’ 2002 authorization of Iraqi invasion.
Expected to fall short of the 60 votes needed in the Senate to pass controversial legislation, the proposals are intended to increase pressure on Bush and play up to voters frustrated with the war.
13 Year olds are not adults, but this is infantilizing them, and possibly creating sociopaths out of them.
People need physical human contact, perhaps even more so children.
Va. School’s No-Contact Rule Is a Touchy Subject

Monday, June 18, 2007; Page B01Fairfax County middle school student Hal Beaulieu hopped up from his lunch table one day a few months ago, sat next to his girlfriend and slipped his arm around her shoulder. That landed him a trip to the school office.
Among his crimes: hugging.
All touching — not only fighting or inappropriate touching — is against the rules at Kilmer Middle School in Vienna. Hand-holding, handshakes and high-fives? Banned. The rule has been conveyed to students this way: “NO PHYSICAL CONTACT!!!!!”
School officials say the rule helps keep crowded hallways and lunchrooms safe and orderly, and ensures that all students are comfortable. But Hal, 13, and his parents think the school’s hands-off approach goes too far, and they are lobbying for a change.

Deborah Hernandez, Kilmer’s principal, said the rule makes sense in a school that was built for 850 students but houses 1,100. She said that students should have their personal space protected and that many lack the maturity to understand what is acceptable or welcome.

Hal’s troubles began one day in March when he got up from his assigned cafeteria table and went to a nearby table where his then-girlfriend was sitting. He admits he broke one rule — getting up from his assigned table without permission — and he accepts a reprimand for that. “The table thing, I’m guilty,” he said.

Let’s be clear. A 50 degree F delta creates only a 3% difference, and since gas is almost always in underground tanks, you won’t see more than a 10 degree delta, or a 0.6% delta, the equivalent of less than $0.02/gallon.
It’s a non issue.

U.S. lawmakers press for service stations to install devices to give customers what they pay for in the summer.

June 9, 2007Federal lawmakers took aim at oil companies and service station owners Friday, accusing them of cheating customers by ignoring fuel’s tendency to expand with higher temperatures. U.S. motorists could pay an extra $1.5 billion this summer because of it, they said.
“It is a little-known industry secret that the amount of gasoline you put in your tank when you fill up in the summer is less than the amount in the winter, in terms of weight and energy content,” said Rep. Dennis J. Kucinich (D-Ohio), who conducted a congressional hearing on the issue Friday.
“People are paying for gasoline they’re not getting.”
The “hot fuel” price penalty is legal — and not in dispute. But consumer groups, truckers and others say the cost to drivers is soaring along with gasoline and diesel prices. They want gas stations to install devices that would end the inequity by automatically adjusting volume according to the temperature at the pump.
“You’re not getting a real gallon when it’s hot,” said John Telles, a Pinole, Calif., trucker who joined one of several lawsuits filed last year against fuel retailers over the practice.
“I figure every time I fill up my truck, it’s costing me probably anywhere from $5 to $10, and every time I fill the car, it costs me a buck or two. I lose money on it,” Telles said in an interview.
The cost of the problem is most evident in California, where the weather is consistently warm and motorists pay among the nation’s highest prices for fuel. During the summer, fuel expansion could cause motorists here to overpay for gasoline by $228 million, according to a new report by the House subcommittee on domestic policy, which held Friday’s hearing.
