Well, this is better than a kick in the teeth, though I’m sure that Rahm Emanuel,* will do his best to prevent either a vote, or an actual law for the creation of such an entity.
*But remember, the Cossacks work for the Czar.

The link to deLong is misleading in this context. True to his role as a commissar, deLong's application of "the Cossacks work for the Czar<span></span>" is restricted to Republican Cossacks and Republican Czars, I believe.
Perhaps, but he is the one who popularized the phrase on the net.
