The Triumph of Wicked Stupid Ideas

It appears that the US Marines are to replace the C-2 carrier onboard delivery (COD) aircraft with the V-22, because increased orders should lower the unit price of the V-22 and allow the Marines more of the expensive, crash prone, and maintenance intensive dog.

The Marines have been very good at lobbying for really bad ideas lately, the EFV,* adding STOVL to the JSF, and now, this:

“The C-2 makes us so much more flexible that we could support three separated groups, if necessary,” boasted Rear Adm. Marshall White, commanding air forces in the Western Pacific.

Faster-flying, longer-ranged and more capacious than the predecessor C-1 cargo plane, the ungainly C-2s and their crews were the unheralded heroes of the naval crises of 1968 and countless incidents since. Produced in a second batch in the 1980s and since upgraded, today a force of 35 C-2s based in key locations allows America’s 10 carriers to range the globe, waging aerial war and responding to diplomatic crises without planners having to worry about stranding the vessels beyond range of aerial resupply.

Rarely have so few airplanes of a single—and relatively unsophisticated—type been so vitally important to the conduct of a superpower’s global affairs. “The C-2A allows carriers and the fleet to maintain a ready position by supporting the vital supply line,” says Brian Scolpino, who oversees the C-2 force for the Navy.

But the Navy could end up retiring the C-2s and replacing them with a far inferior plane—one that’s not really a plane at all, but a controversial hybrid craft. The Bell-Boeing V-22 Osprey can take off vertically and cruise like an airplane thanks to its rotating wingtip engines, but lacks the C-2’s far-flying efficiency and its ease of use rooted in nearly 50 years of institutional experience.

The Pentagon is no stranger to pricey, ill-advised weapons development scheme, but even in this wasteful institution the plan to scrap the C-2 stands out as especially self-defeating. America’s world-spanning carrier fleet is one of its key advantages over its enemies. Constraining the flattops’ resupply could force them to stay closer to their home ports, reducing Washington’s options in the event of war and diminishing U.S. influence during peacetime.

The Navy is well aware of the Cod’s enduring qualities. “The C-2A has not experienced any limitations as the Cod aircraft,” Scolpino writes. But concerted lobbying by the Marines and Boeing have practically forced the sailing branch to at least consider buying the V-22. If politics triumph and the tiltrotor takes the C-2’s place, the fleet could find itself moving backwards in time, to a state of constrained fighting ability not unlike that that preceded the Cod’s arrival in 1966.

But the V-22 has less range and less payload than the C-2: Northrop’s prop plane can haul five tons of stuff 1,500 miles, but the V-22’s range with the same load could be as little as 50 miles, according to Navy statistics and Bell and Boeing’s own literature. That’s in part because the V-22 has just over a third the internal space of a C-2 and in the case of bulkier supplies would likely need to haul them slung by a rope suspended from the fuselage—a huge source of drag.

Extending the tiltrotor’s flying distance would require the constant attention of Air Force aerial tankers, which can cost up to $10,000 per hour to operate. The V-22 is also slightly slower than the C-2, can’t fly as high because it’s unpressurized and costs more: $68 million for a new V-22 compared to an estimated $50 million for a new C-2.

Note that the Marines succeeded in delaying the CH-53K, which had been under budget and ahead of schedule, in order to secure more orders for the V-22 as well.

Another Triumph of Defense Procurement

The Litoral Combat Ship may lack sufficient firepower to do its job:

The U.S. Navy’s troubled Littoral Combat Ship, a vessel intended to be small and speedy for use in shallow waters close to shore, lacks the firepower it needs, a top U.S. navy commander said in a classified memo.

Vice Admiral Tom Copeman, the commander of naval surface forces, called on the Navy to consider a ship with more offensive capability after the first 24 vessels are built, according to a Navy official who asked not to be identified discussing the confidential document.

Producing a ship that can accommodate larger guns or Harpoon anti-ship missiles “would be a major redesign,” Polmar said in an interview. “It will be real work to put major weapons on the ship.”

Replacing the 57mm popgun with something larger might not even possible for the Independence class trimaran, because of the extremely narrow forward central hull.

The ship is a failure.

The modular nature of the ship does not work, because you have to return the ship to a US base, or you need to fly a  team out to a foreign port in order to swap out the modules, and the modular nature of the ship results in a hull that is much larger for a set of capabilities.

The savings in crewing has proved to be illusory, the current crew levels result in an overworked and ineffective crew, so they are adding berths.

The primary offensive system, the NLOS-LS, was canceled, and replaced with a system which has about 80% less range and a smaller warhead.

And that’s ignoring the (probably fixable) facts that there are issues with hull cracks, corrosion, and leaking.

It’s dead, Jim.

The entire concept was flawed.

I Haz a Sad

The Big E has finished its last tour, and it will be decommissioned and scrapped:

ABOARD THE USS ENTERPRISE – The world’s first nuclear-powered aircraft carrier ended its remarkable career at sea on Sunday when it pulled into its home port for the final time after participating in every major conflict since the Cuban Missile Crisis of 1962.

The USS Enterprise began shutting down its eight nuclear reactors almost as soon as it arrived at its pier at Naval Station Norfolk in Virginia, where thousands of cheering family members and friends welcomed the ship home from its 25th and final deployment after nearly eight months at sea. The ship will never move on its own power again and will eventually be scrapped in Washington state.

The Navy will officially deactivate the Enterprise on Dec. 1, but it will take several more years for it to be decommissioned as its reactors are taken out. About 15,000 people are expected to attend the deactivation ceremony, which will be its last public ceremony after several days of tours for former crew members.

India Looks to Go CATOBAR

The Indian navy is likely to call an end to its tryst with ski-jump aircraft carriers, deciding that its next big vessel will be a flat-top with a catapult-launch system.

While India’s first home-built carrier, known as the Vikrant, is to be a 44,000-ton short-takeoff-but-arrested-recovery (Stobar) carrier, the second ship—tentatively titled Vishal (“Immense”)—is seen as a 65,000-ton flat-top with a steam-catapult system . The Naval Design Bureau, which oversees design and implementation of all indigenous warship building efforts, is expected to freeze its requirements by year-end.

A commodore with the Naval Design Bureau says, “A decision has been taken to move away from conventional Stobar and short-takeoff-or-vertical-landing (Stovl) operations.”

The navy’s Sea Harrier fleet is closing out its service. The Indian carrier Vikramaditya—the former Russian carrier Admiral Gorshkov—and first indigenous carrier (Vikrant) will be transition vessels to Stobar operations. The next logical step is catapult-assisted takeoff-and-barrier-arrested recovery (Catobar), “which brings with it immense advantages in the mix of assets we can deploy on deck,” says the commodore.

The navy has been known to want to deploy heavier fighters from a carrier. Still, the freeze on a flat-top catapult-launch design also dramatically changes the navy’s future fighter requirement. In 2009, the service invited information to support a purchase of aircraft for deck-based operations, which did not specify launch type but had been presumed to be Stobar. Several companies were asked for information: Russia’s MiG and Sukhoi for the MiG-29K and Su-33 , respectively; Dassault Aviation with the Rafale (noting that the Rafale could be modified for Stobar operations); Lockheed Martin’s F-35 Joint Strike Fighter ; Boeing’s F/A-18E/F Super Hornet ; and two aircraft concepts— Saab ‘s Sea Gripen and Eurofighter ‘s Naval Typhoon.

The real issue here is not deploying fighters, which generally have the thrust to weight ratio to deploy from a ski jump, but the ability to deploy aerial early warning aircraft, carrier onboard delivery, and tankers, which have a lot less go.

What, Senior Military Officials Are Willing to Put Sailors At Risk to Appease Defense Contractors?

I’m shocked, shocked to find that gambling is going on here!

The officers evaluating the Lottoral Combat Ship (LCS) suppressed negative testing data:

U.S. Navy emails and other documents suggest that officials muzzled bad test results for the first Littoral Combat Ship (LCS-1) variant, the USS Freedom, at a crucial time in the program’s development, when the service was considering which seaframe to pick for the $30 billion-plus fleet.

Top program officers for the ship and at Naval Sea Systems Command (Navsea) told subordinates to avoid certain language in the test-result reports because of concerns over the downselect decision, the documents show. One naval officer said in an email he would delete the offensive wording of the report.

The Navy acknowledges it clamped down on “widespread” discussion of “preliminary” test results, but says it did so to prevent an “unfair comparison” between LCS-1 and the competing LCS-2, the USS Independence, because the second ship had yet to go through the same trials.

Yeah, sure.

They were just trying to be fair.

I’m not taking personal checks from these wankers.

Cancel the Littoral Combat Ship Now

The US Navy conducted studies of LCS capabilities, and it ain’t pretty:

  • It’s modular mission systems, which were supposed to allow the ship to be refitted in a couple of days in theater are “untenable”, because the logistics are more involved than previously forseen.
  • The ship is intended to take on 21 day missions, but only carries 14 days of food.
  • The crew is too small.
  • It was intended to replace frigates, mine hunters, and patrol boats, but it is, “The new assessments conclude the ships are not equal to today’s frigates or mine countermeasures ships, and they are too large to operate as patrol boats.”
  • It has no effective defense against cruise missiles.
  • It has no meaningful offensive capability now that the  Non-Line of Sight Launch System (NLOS-LS) missile system has been canceled.

So, except for its high dash speed, it pretty much has failed every capability that was intended when it was conceived.

Cancel it, and get some honest to got frigates and mine hunters.

Another Defense Procurement Fail

The US Navy’s Littoral Combat Ship (LCS) was billed as a modern replacement for the frigate.

It combines the size of a frigate with the firepower of the (smaller) corvette, with the (alleged) advantages of greater flexibility, through the use of swappable mission modules, and a smaller crew. (They also go like scorched cats, topping out at over 40 kts)

As I’ve noted earlier, the mission modules don’s fit as well as they should, and now the navy has realized that they cannot run the ships at their current crewing levels, and they are increasing crewing levels by 50%:

Years after sailors and planners realized the crew size of littoral combat ships was too small, the U.S. Navy has decided to increase the number of sailors on the ships.

The changes will be made on the first LCS, the Freedom, starting in July — in time to beef up the crews for next year’s 10-month deployment to Singapore.

Twenty additional berths will be permanently installed onboard Freedom — two for officers, two for chief petty officers and 16 for other enlisted — but the final manning plan has yet to be decided, Rear Adm. Thomas Rowden, the director of surface warfare, said during a June 26 interview at the Pentagon. The ship right now has a core crew of 40, but because there is no manning plan, it’s still unclear how many sailors will be added to the crews.

The added billets “will run the gamut, from support to engineering to operations to boatswain’s mates,” Rowden said. “We’ve got to get the right skill set and the right seniority.”

Among the known manning deficiencies is the need for more junior sailors, Rowden said. LCS crews tend to be more senior, reflecting the need for sailors with multiple qualifications in a small ship.

So, the latest whiz bang navy idea appears to have failed to achieve every one of its goals.

And the LCS is Beginning to Look Like a Real Dog

Serikously, the most recent list of problems with the ships makes one wonder if they will ever be combat ready:

The Littoral Combat Ship (LCS-1) USS Freedom is plagued by extensive corrosion and manufacturing issues more recent and serious than anything the Pentagon or prime contractor Lockheed Martin has publicly acknowledged thus far.

This is based on a guided tour of the ship in dry dock, as well as sources intimately familiar with Freedom’s design, repairs and operations, U.S. Navy documents and defense analysts.

The vessel is rusting and blistered by corrosion in many areas, marred by crack repairs throughout the deckhouse and hampered by what appear to be flaws in vital piping systems.

Corrosion is particularly evident throughout the ship’s waterborne mission area, located at the Freedom’s stern, because of a large gap between the stern doors and the vessel’s deck floor, which allows water to pour in when the doors are closed. They are supposed to form a watertight seal (see photo.)

As part of its plan to address some of the Freedom’s problems, the Navy is apparently adding more sailors – a move that runs counter to the ship’s basic concept of operations, which are meant, among other things, to reduce weight and costs by deploying a ship with as few crewmembers as possible.

The vessel – the first ship of what is supposed to be the future cornerstone of U.S. surface naval power – left dry dock at the end of April for tests off the California coast. Equipment failures had cut short previous test attempts in January and February. The Freedom had been at sea 15-20 days in the 16 months before leaving pier side for the recent tests and underway 12 hr. since June 27, 2011, when it docked for recent repairs.

This is further complicated by the fact that the one of the Navy’s goals on this ship was to completely minimize crewing, which means that there is little, if any capability to fix problems as they develop:

But some members of Congress see it differently. “Making sure the stern door seals shut is shipbuilding 101,” says U.S. Rep. Jackie Speier (D-Calif.), a member of the House Oversight and Government Reform Committee. “I’m troubled that the Navy would accept so many deficiencies in a program that seems to be riddled with serious problems,” Speier said after Aviation Week shared with her staff photographs and other material gathered from the ship tour.

Navy officials and program supporters say some of the problems are due to first-of-class growing pains and the learning curve achieved by getting to know the maintenance needs of a ship that until about a decade ago was little more than a concept.

LCS is meant to be maintained differently from other Navy vessels. “Crews do minimal maintenance on board,” Capt. John Neagley, the acting LCS program manager, said during a briefing at the Navy League’s recent annual Sea Air Space conference.

And the ship’s current concept of operations, or conops, reinforces that idea. “The crew has no surplus capacity to absorb additional duties,” reads the conops, last revised in 2009. “There are no spare sailors or officers assigned to LCS.”

To further address some of the corrosion problems on both the Freedom – developed and built by a team lead by Lockheed – and the LCS-2 USS Independence – developed and built by a team lead by General Dynamics and Austal USA – the Navy has put in additional cathodic protection systems, which protect metal surfaces by making them cathodes of an electrochemical cell.

BTW, there are reports that Austal, which uses cathodic systems on its civilian high speed ferries, suggested putting in such a system for their LCS, but the Navy shot it down. (Smooth move, USN)

I don’t think that the Navy’s fetish of cutting crewing is producing a viable platform.

Well, What Do You Know, Another DoD Cost Overrun

The Gerald R. Ford, the lead ship in the first new US carrier class in 35 years is seriously over budget:

The Navy has estimated a worst-case cost overrun of as much as $1.1 billion for the aircraft carrier Gerald R. Ford, the service’s most expensive warship.

The carrier is being built in Newport News by Huntington Ingalls Industries under a cost-plus, incentive-fee contract in which the Navy pays for most of the overruns. Even so, the service’s efforts to control expenses may put the company’s $579.2 million profit at risk, according to the Navy.

A review of the carrier’s rising costs began in August after the Navy’s program manager indicated that the “most likely” overrun had risen to $884.7 million, or about 17 percent over the contract’s target price of $5.16 billion. That’s up from a $650 million overrun estimated in April, according to internal Navy figures made available to Bloomberg News. The worst-case assessment would be about 21 percent over the target.

I would suggest, given the record of the DoD, as well as the well documented issues with getting its new Electromagnetic Aircraft Launch System (EMALS) catapult, that the worst case assessment is at least 10% below the final overrun.

APKWS Certified for Marine UH-1Y

Which means that the modified 2.75″ (70mm) rocket, is likely to be purchased by the Corps as a lower cost, and lower blast, alternative to the Hellfire. (background here)

In a related development, the US Navy is looking at arming the Firescout UAVwith the APKWS as well:

Northrop Grumman Corporation has started work outfitting the U.S. Navy’s MQ-8B Fire Scout unmanned helicopter with the Advanced Precision Kill Weapons System (APKWS) laser-guided 70mm rocket. Such an armed unmanned platform will provide naval platforms, specifically the Littoral Combat Ship an autonomous engagement capability highly suitable for littoral warfare.

This light weight precison guided weapon is in production for the Navy since 2010. Arming the FireScout with the guided rocket will enable the unmanned helicopter flying off Littoral Combat Ships to engage hostile targets independent of air support from carrier groups or shore based aircraft.

“By arming Fire Scout, the Navy will have a system that can locate and prosecute targets of interest,” said George Vardoulakis, Northrop Grumman’s vice president for tactical unmanned systems. “This capability shortens the kill chain and lessens the need to put our soldiers in harm’s way.”

The original offensive capibility of the LCS was the now-canceled Non Line Of Sight (N.L.O.S.) Precision Attack Missile (P.A.M.), a 40km range missile with an 8 kg warhead.

This has been replaced with the much smaller 3.5 mile range Raytheon Griffin, which is best described as a “Pea shooter”, with a warhead about as powerful as a man portable ATGW.

What this means is that the LCS had effectively no meaningful capability as either a surface combatant or to support ground forces. (In the latter case, the ship would be in range of man portable missiles and medium anti-aircraft artillery)

By hanging a 2.75 in rocket on a Fire Scout the LCS will have a marginally capable offensive capability.  The APKWS does not have a particularly large warhead, but with the UAV as a launch platform, the ship will at least be able to put some distance between itself and its potential opponents.

It’s Official, The PRC Will Be Operating a Carrier

This has probably been the worst kept secret in Asia, but the head of the Chinese General Staff has admitted that they are refitting the former Soviet carrier Varyag as an operational aircraft carrier:

The head of China’s General Staff of the People’s Liberation Army (PLA) has confirmed that China’s first aircraft carrier is under construction.

Gen Chen Bingde refused to say when the carrier – a remodelled Soviet-era vessel, the Varyag – would be ready.

I don’t think that this ship will have any real military significance, but neither did the USS Langley.

This is not the development of a significant military capability, but rather like the Langley, it represents the ability to develop procedures and doctrine for later, and one would assume more capable, ships.

China Expected to Field First Carrier in 2011

The Varyag is out of dry dock

It looks like the Chinese will be launching their first carrier this year.

It’s made from the hull (no equipment or propulsion when bought as scrap) of the old unfinished Soviet STOBAR aircraft carrier Varyag, and while I doubt that it will ever serve in anything remotely resembling a combat capability, neither did the USS Langley, though it did see service as a seaplane tender.

What is important here is that it means that China will be developing equipment, doctrine, and training for a carrier borne air wing.

U.S. Navy Splits the Baby on the LCS Contract

Both Lockheed-Martin’s conventional design and Austal’s Trimaran got contracts for 10 ships, at $538 million, without mission modules, which means not much in the way of meaningful sensors or weapons.

For a ship that weighs as much as a frigate, but is as lightly armed as a corvette, but has the advantage of being able to change tasks, by swapping out mission modules, going from anti-sub warfare, to anti-surface warfare, counter-min, ISR, etc. if it can find its way to suitably equipped port.

Yes, “It’s a dessert topping AND a floor wax!”

Yeah, the idea sounds really stupid to me too.

This is a Classic Case of Deterrence

It appears that the Chinese DF-21 anti-ship ballistic missile is operational, a 900 mile range anti-ship missile, at least according to Admiral Robert Willard, Commander, U.S. Pacific Command.

It’s intended to be a carrier killer, and while the capabilities, particularly the targeting, are unclear, but considering that the Pershing II’s MARV (MAneuverable Reentry Vehicle) got a roughly 30 m CEP, it will certainly give a CVBG cause to pause.

Even the warhead is nothing more than 150kg of high strength steel descending at 1000 m/s, it will still completely ruing a carrier skipper’s day.

There are 2 possibility two possibilities here, either this is an attempt by the Pentagon to hype the Chinese threat, or the Chinese are trying to create an effective no-go zone for the flat-tops by creating uncertainty steps to cut in the missile in an operational posture.

Then again, it might be both.

Navy Demonstrates a 33 MJ Railgun


Some notes on the video below

The US Navy Surface Warfare division has set a new record for “muzzle” energy from an electromagnetic railgun. (see also here).

You really cannot determine the mass or size of the projectile accurately from the video, but given an energy of 33MJ, and its size appearing near to that of a 5″ naval round, one could assume a mass of the round of somewhere between 10 and 32 kg. (The latter is the weight of the current 5″ round)

This would give a velocity of somewhere around 1500 to 2500 m/s (5000 – 9000 km/h, 3000-5500 mph, or Mach 4-9.5).

By way of comparison, the 16 inch guns on the Iowa class have a muzzle energy of about 410 MJ, 1225 kg at 820 m/s, but velocity here can translate into a lot more range, something well in excess of 200 km, and this technology is in its early stages, so achieving an order of magnitude improvement in energy is certainly possible.

A note, based on comments with people who have used capacitors to use an arc to generate hypersonic shock waves for high speed simulations.

First, the power cables are almost certainly coaxial to minimize impedance, and the sheath on the outside is doubtless very heavy, because the high current generates forces that would otherwise blow the conducting jacket off. (in the wind tunnel case, the capacitor room looked “like a porcupine turned inside out”, I wish that I had been there for that.)

Electromagnetic Aircraft Launch System (EMALS) Tested

The US Navy has conducted its first successful test of the EMALS electric catapult at its Lakehurst, NJ air field.

The navy is doubtless heaving a sigh of relief, as the Ford class carriers were designed to mount these catapults, and retrofitting steam catapults would be very involved.

The British are probably even more relieved, as their carrier(s) have gas turbine propulsion, and so have no steam available, so without this, they would just be big floating anvils.

It’s a similar technology the Navy’s recently tested railgun, but the energy storage is mechanical (flywheels) on the catapult, and solid state (capacitors) on the railgun.

Given the state of the art in capacitors, it probably makes sense, since the rail gun is much higher power (a few orders of magnitude), and lower energy (by around a factor of 5) than the catapult.

Your Pentagon in Action

The US Navy’s newest amphibious warship, the San Antonio Class, has been deemed, “not survivable in combat,” in results from Pentagon testing:

Northrop Grumman Corp.’s $1.68 billion amphibious warship, designed to transport Marines close to shore, wouldn’t be effective in combat and couldn’t operate reliably after being hit by enemy fire, according to the Department of Defense’s top testing official.

The San Antonio-class vessel’s critical systems, such as electrical distribution, ship-wide fiber optics and voice- communications networks, aren’t reliable, according to Michael Gilmore, the Defense Department’s director of operational test and evaluation. The ship’s armaments can’t effectively defend against the most modern anti-ship weapons, Gilmore said.

“Survivability” for the San Antonio means the degree to which the vessel “is able to avoid or withstand” an attack “without sustaining an impairment” of its ability to accomplish a combat mission, he said.

His conclusion that the San Antonio is “not survivable” doesn’t mean, however, that the hull and structure can’t withstand a blow from an anti-ship missile due to inherent weaknesses, Gilmore said. In fact, the Northrop ship’s hull construction is “improved” in comparison with the four classes of ships it will replace, he said.

The inmates (Pentagon) are running the asylum.

Not Gonna Happen……


The real reason for the UK independent deterrent

With the draconian British budget cuts, and the conversion of their carrier aviation from the STOVL F-35B to the CTOL F-35C, there is now talk of the British engaging in some form of joint carrier operations with the French:

London’s decision to fit catapults on its planned second aircraft carrier opened up the prospect of French Rafale strike fighters flying off a British flattop, with reciprocal rights for British aircraft off the French carrier, French Defense Minister Hervé Morin said Oct. 26 at the Euronaval trade show.

Morin asked the French military staff to assess whether the installation of catapults would allow French aircraft, such as the Rafale, to operate off the Royal Navy vessel, and the answer was: “Yes, it’s technically feasible,” he told journalists.

That opened up potential opportunities of interoperability and mutual interdependence between the British and French fleets, he said. With such cross-deck operations came the possibility of a “permanent presence at sea,” he said.

I just don’t see it happening.

While the French and British have on occasion used common aircraft, most notably the SEPECAT Jaguar, given the nearly thousand-year history of animus between the two nations (see “Yes Prime Minister” vid), I just cannot see them operating jointly in this manner.

Bad Ideas Revisited

The Royal Navy has a problem, which is that with a typical weapons load in a tropical environment, the F-35B STOVL variant of the JSF cannot land without jettisoning some of its (very expensive) stores.

Their solution is the Shipboard Rolling Vertical Landing, for which the Royal Navy has just paid Lockheed $18 million for a viability study, in which the F-35 will land on a carrier deck in a combined wing borne and thrust borne mode, at about 60 kts airspeed without benefit of arrester gear.
