Ah, This is Obviously Some Strange Usage of the Phrase “Not an Aircraft Carrier” With Which I Was Previously Unfamiliar

The next generation of Japanese naval aviation will be the 22DH ships, which are the size of the Essex Class fleet carriers of World War II.

The kicker here is the fact that they are looking at deploying the F-35B STOVL fighter on the ship.

I understand why the Japanese are leery of saying that they have an aircraft carrier.

It makes them nervous.

Hell, it makes me nervous.

That being said, this is not a helicopter carrying destroyer.

I still think that the concept has a problem: it’s designed to operate in the shallows, but a grounding incident destroys a career in the US Navy, so it’s going to be an ugly assignment for the CO.

Still, topping 43kts is impressive.

I am also wondering, with the crewing being so low, everyone is doing multiple duty, as is discussed in the video, whether or not it might have problems with damage control in a combat scenario.

I Cannot See this Not Ending Up in Submarines

Hyperion Power Generation is claiming that it can mass produce a 25 megawatt reactor in the volume of a refrigerator, 1.5m in diameter, and 2.5 m high.

As you can see from the picture, this is just the reactor, and the full installation is a lot larger than a refrigerator, but if you are dumping your heat into an infinite 20°C liquid, the ocean, and you eliminate the super-heating setup, since space is at more of a premium than efficiency, and I can see putting in something north of 15MW in a with a 10 foot stretch.

Hyperion is hawking their technology for military applications as well, albeit for remote bases, not warships.

I would note that their design, which uses convection cooling with a lead-bismuth coolant (the heat carrying capacity of the molten metal explains the small size) sound to me like it would be rather quiet too.

By way of comparison, a stretched Kilo would displace about 4,500 tons submerged, as compared to a Seawolf, which displaces around 9,100 tons and has a s power plant that puts out something north of 45MW, and the Kilo’s Wiki page has it exceeding 20 kts with less than 5MW on batteries.

It would probably keep the aircraft carrier battle group a few hundred miles further off a country’s shoreline during a time of heightened tensions.

That is assuming, of course, that their numbers are not too good to be true.

Another Navy Ship Building Program Has its Cost Soar

The CBO looks SSBN(X), the successor to the Trident boats, and estimates that the cost will increase from $7.2 billion to $8.2 each:

The Congressional Budget Office is out with a new estimate of the Navy’s latest 30-year shipbuilding plan, issued in February. While that new plan reduces the total number of ships purchased between 2011 and 2040, and thus shipbuilding costs, CBO says the annual price tag is still much higher than the total shipbuilding funds the Navy has received in recent years.

The Navy’s new plan calls for buying 276 ships between now and 2040; the previous 30 year plan called for 296 new ships. Still, with the annual shipbuilding budget at around $15 billion (the average for the past three decades), the Navy can’t afford to buy all of those ships, CBO said.

We need to start with cost targets as the most important driving requirement for defense procurement programs, followed by schedule, and any other issues must be secondary, or this sort of cost creep will continue ad infinitum.

Torpedo Parts Found at South Korean Ship Sinking

Just when you think that it cannot get any crazier, salvage crews have found bits of the propeller from the torpedo that sank the South Korean naval vessel Cheonan, and it has been identified as either Russian or Chinese in origin.

So it’s pretty much a dead nuts cinch that it was a hostile act by the DPRK.

Expect things to get messy on the Korean peninsula for the next few weeks.

More Evidence of Chinese Naval Ambitions

The Chinese Navy is building a 2nd demagnetization facility at Maocao Nong.

This is significant, because while ships may be flashy and show the flag, you need support infrastructure in order to be able to maintain a reasonable level of operations, and this is yet another example of how the Chinese are building their naval power from the ground up.

Available at 1/80 the cost

The US Navy has, for some time, been working on the Advanced Seal Delivery System (ASDS),* indended to deploy navy Seal teams from submerged submarines to shore.

The program has delivered one prototype, at a cost of $885 million, well above the initial cost of $80 million a boat, and so the program was finally canceled after a fire broke in the lead unit out when the batteries were being recharged.

Well a private firm, the Submergence Group, is offering their private venture proposal, which is smaller, about 1/3 the displacement, but only costs about $10 million.

And, by the by, that $10 million is a firm number. They have already built one, and it works.

What’s more it fits in the existing Dry Dock Shelter that he seals use for their current delivery vehicle, the Mark 8 Mod 1 minisub, only it has a dry environment, which means that transiting, or waiting over long periods of time won’t, as is the case with the Mk 8, require hanging out in wet suits in the water.

*Full disclosure, while I never worked on this program, I worked at the company that designed the Lithium-Ion battery packs for the ASDS, and talked with a few of the people who worked on its design.

Japan Developing Supersonic Anti-Ship Missile

French ASMP from Wiki

The missile is supposed to have a 200 km range and supersonic speed.

Looks like the French ASMP, which has a similar range, and a Mach 3 speed at altitude, and Mach 2 down low, so my guess would be similar performance, though it appears to have a solid fuel, rather than a liquid fuel ramjet motor.

I have no clue as to what the blue windows are.

Somali Pirates Create Better Fishing

Not surprising.

It appears that there is upside to Somali piracy. The pirates have scared off the people plundering the fishing grounds off of the Somolian coast:

MALINDI, Kenya–Kenyan fisherman are perhaps the only people in the world who have reason to be grateful to Somali pirates – they keep away illegal fishing boats.

In past years, illegal commercial trawlers parked off Somalia’s coast and scooped up the ocean’s contents. Now, fishermen on the northern coast of neighboring Kenya say, the trawlers are not coming because of pirates.

“There is a lot of fish now, there is plenty of fish. There is more fish than people can actually use because the international fishermen have been scared away by the pirates,” said Athman Seif, the director of the Malindi Marine Association.

One of the reasons for the popularity of the Somali pirates in Somalia is because they are perceived as going after foreign poachers.

If the external powers started policing the 200 mile limit for Somalia, or better yet, commissioned and supported a Somali Coast Guard, and pursued the people who are strip-mining their coastal waters, we might find some real improvement in the piracy problem.

Saab Looks to Go Feet Wet on Indian Gripen Proposal

In an effort to improve its chances to sell its Gripen to India for the MMRCA competition Saab has once mooted the possibility of an aircraft carrier capable Gripen:

Saab believes modifying the Gripen NG to meet an Indian requirement for a carrier-borne fighter would add only 400 kg. (880 lb.), giving the aircraft—dubbed Sea Gripen—an empty weight of 7,500-8,000 kg.

The Sea Gripen would require a new main undercarriage and nose gear, airframe strengthening in specific areas and a redesigned arrestor hook. Given the comparatively small size of the Gripen, this obviates the need for folding wings. The company is proposing Sea Gripen as a “partner program,” with the first target country being India.

Even for an aircraft as light as the Gripen, having a delta of only 400 kg (880 lb) is pretty impressive, so I’m wondering if they are trying the same thing that was proposed for the Eurofighter Typhoon, when it was proposed to create an auto-land system that allowed for a flare before landing to the need to reinforce the landing gear and structure.

There is also the possibility that Swedish operational requirements, which include the ability to operate from austere fields, such as roadways, may have already resulted in a landing gear that is rather more robust than those found on the normal western jet fighter.

Visby Corvettes Delivered to the Swedish Navy

The first two of the series, specifically the HMS Helsingborg and HMS Härnösand have been delivered to the Swedish Navy.

It’s not big news, but I think that the Visby’s are the coolest looking surface combatants out there.

I would note I am still dubious of the effectiveness of full up stealth on surface ships.

Between the ocean environment, and the fact that even the stealthiest ship leaves a visible wake, I’m not sure that it does much, except perhaps reducing jamming power required by a few watts.

Call Me a Traditionalist…..

But when the helicopter carrying ships in the Japanese grow large enough that they could easily launch fixed wing aircraft, as is the case with the JASDF’s plans for a new “helicopter destroyer,” which, at 248 M (813 ft) and a displacement of 19½ thousand tons, it’s an aircraft carrier.

By comparison, the Invincible Class CVLs that the UK deployed Harriers, normal detachment was 9, from during he Falklands campaign displaces about 17 thousand tons, and was 210m (689 ft) long.

The juxtaposition of the Japanese and aircraft carriers makes me vaguely uneasy.

Reality Is a Bitch

So, the Littoral Combat Ship (LCS), the modular, whiz bank, high tech wonder that manages to cram all the weaponry of a corvette into a hull the size of a frigate*, is heading out to sea on its 1st deployment, and they had to add an additional 20 crew to the nominal compliment of 75, an increase of 27%, in order not to overwork the crew to the point of uselessness. (see also here and here):

Good said Freedom’s 20 extra sailors would sleep in two 12-rack berthing modules, about the size of shipping containers, which will ride in the ship’s multiuse mission spaces. While the 75 core crew members will stay in the ship’s integral berthing spaces — which include double-tall racks, rooms of no more than eight sailors, and a head and shower to each berthing area — the VBSS sailors’ lodging will be more like those of sailors on a destroyer, he said.

Note that these spaces will not have heads or showers, and that the multiuse mission spaces are intended for the addition of capabilities to the platform for modular upgrades.

It seems to me that we are seeing the US Navy’s fetish on getting the number of crew on ships down coming back to bite them in the ass, much as it did with the now-canceled Zumwalt class (an overview here).

In any case, this yet another example where, to paraphrase Commander Salamander, truth trumps PowerPoint slide thinking.

Not only does this show an increase in crew costs, it also reduces the “flexibility and modularity” which was supposed to be the primary justification for the program, because some of those “plug and play” spaces must now be occupied by additional crew.

These problems are in addition to the cost overruns and schedule slippage that the program is seeing, of course.

*A corvette is a lot smaller than a frigate.

Sub Quietness

Both the Federation of American Scientists (FAS), and Robert Farley at Information Dissemination make a very big deal about about the U.S. Navy’s Office of Naval Intelligence (ONI) report that notes that current Chinese SSBNs are noisier than their Soviet equivalents from 30 years ago.

The ONI report notes that the submarines are easily detected, the sortie rate for patrol missions is low, and that the range of the missiles is low, and so the FAS concludes:

The ONI report concludes that the Jin SSBN with the JL-2 SLBM gives the PLA Navy its first credible second-strike nuclear capability. The authors must mean in principle, because in a war such noisy submarines would presumably be highly vulnerable to U.S. or Japanese anti-submarine warfare forces. (The noise level of China’s most modern diesel-electric submarines is another matter; ONI says some are comparable to Russian diesel-electric submarines).

That does raise an interesting question about the Chinese SSBN program: if Chinese leaders are so concerned about the vulnerability of their nuclear deterrent, why base a significant portion of it on a few noisy platforms and send them out to sea where they can be sunk by U.S. attack submarines in a war? And if Chinese planners know that the sea-based deterrent is much more vulnerable than its land-based deterrent, why do they waste money on the SSBN program?

The answer is probably a combination of national prestige and scenarios involving India or Russia that have less capable anti-submarine forces.

And Mr. Farley concurs.

I disagree. The purpose of building a credible SSBN force is to deter the United States.

Submarines, SSNs specifically, dominate the conflict at seas, as shown by the General Belgrano’s sinking by the HMS Conqueror, but they do not create prestige as such.

Unlike surface combatants like carriers, LPDs, or other vessels carrying naval artillery, they cannot control control coastal regions effectively. Even a relatively small gunboat can interdict a coastal road for an extended period of time.

What a Submarine can do is sink all those surface combatants with relative impunity, maintain a difficult to detect 2nd strike with nuclear weapons, or launch a surprise surgical strike (“cruise missile diplomacy”).

I think that the Chinese have always taken the longer view on these sorts of issues, going back to well before the creation of the PRC, and realize that in order to a more effective submarine force, they need to advance incrementally, and learn how to build, maintain, and crew better boats over time.

They are familiar with Soviet weapons, and they know the disasters that resulted from pushing the envelope.

Additionally, their horrific history regarding Mao’s Great Leap Forward is a relatively history, and so they are taking measured steps.

Simply put, the Chinese do not feel the level of paranoia that the Soviets did regarding an attack by western forces, and as such, they are taking their time, rather than rushing new systems into service when doing so would entail a large amount of risk.

Stupid

So, the crew of the HMS Scimitar decided to do target practice on a buoy, which should be no big deal, only before opening fire, they adorned their target the Spanish Flag, and the ambassador to Spain has been forced to apologize:

The Royal Navy was accused yesterday of using a Spanish flag as a machine-gun target.

Giles Paxman, the UK’s new ambassador in Madrid, was forced to apologise after sailors fired at a red-and-yellow flag affixed to a buoy while patrolling off Gibraltar.

He was summoned to the Spanish Foreign Ministry for a dressing down and officials said he had conceded there had been an ‘error of judgement’.

I’m not entirely sure why the crew did this, it was not for any historical purposes, as the anniversary of the battle of the Spanish Armada was August 8.

My guess is that this has something to do with the 300 year long dispute over Gibraltar, but even so, I think that one ship captain is facing early retirement in Her Majesty’s Navy.

Well, At Least they Know that They Can’t Find their Ass with Both Hands

There are only two reasons for the US Army’s Missile Defense Chief to want to give this to the Navy:

The chief of the Army’s Space and Missile Defense Command would prefer the Navy assume oversight and execution of the budding mission to base SM-3 Block IB ballistic missile killers ashore in Europe for protection against an Iranian attack. “Today, we have a number of priorities that we have trouble meeting outside of missile defense,” Lt. Gen. Kevin Campbell says, including providing weapons for the wars abroad. The Pentagon plans to field in Europe the Block IB interceptors designed for use on Aegis ships by 2015, and later the longer-range Block IIAs. The Army has 10 years’ experience in operating land-based missile defense architectures abroad through the Patriot PAC-3 and now the Terminal High-Altitude Area Defense (Thaad) system, but Campbell says his command is strapped for resources.

The first is that they think that the system will fail, though the Navy’s Standard Missile has had a much better record in test than the Army’s systems, and the second is that he legitimately believes that the Army would screw this up to the degree that it would harm his career.

Me, I go with the 2nd hypothesis.

It’s actually a good thing. The first step to getting out of a hole that you have dug yourself in is to realize that you are in a hole.

LCS-2 Breaks 50 MPH

Say what you will about the LCS, and I agree with a lot of them, over priced, behind schedule, under-armed for their displacement, and under-crewed, but when you stomp the throttle, they go like a scorched cat:

The Navy’s need for speed is being answered by a pair of warships that have reached freeway speeds during testing at sea.

Independence, a 418-foot warship built in Alabama, boasts a top speed in excess of 45 knots, or about 52 mph, and sustained 44 knots for four hours during builder trials that wrapped up this month off the Gulf Coast. The 378-foot Freedom, a ship built in Wisconsin by a competing defense contractor, has put up similar numbers.

I have no clue as to their endurance when going this fast, but my guess is that they would need to refuel if they wanted to cross the Pacific at this speed.
